JOB TITLE: M&E Officer - Consultant(e) national(e) en Suivi & Évaluation – Évaluations finales, revues et études de référence (ROSTER)
TYPE OF CONTRACT: Accord de Services Spéciaux (SSA)
UNIT/DIVISION: RAM (Recherche, Suivi et Evaluation) – PAM Guinée
DUTY STATION (City, Country): Conakry avec missions sur le terrain et/ou travail à distance selon les besoins
DURATION: Variable selon mission (généralement entre 15 et 90 jours)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Dans le cadre de la mise en oeuvre du Plan Stratégique Pays (CSP) du PAM Guinée, le Bureau Pays réalise régulièrement des évaluations finales de projets, des revues (mid-term reviews), des études de référence (baseline) et autres analyses afin de renforcer la redevabilité, l’apprentissage institutionnel et la prise de décision basée sur les évidences.
Afin de garantir la qualité, la rapidité et la flexibilité dans la conduite de ces exercices, le PAM Guinée souhaite établir un roster de consultants qualifiés qui pourront être mobilisés à court terme.
Les consultants contribueront à la production d’analyses indépendantes sur les interventions du PAM dans des domaines tels que :
• Sécurité alimentaire
• Nutrition
• Cantines scolaires
• Résilience et moyens d’existence
• Assistance humanitaire et transferts monétaires
Sous la supervision du Responsable M&E et en coordination avec les équipes programme :
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Élaborer des notes méthodologiques adaptées au contexte guinéen
2. Développer des outils de collecte (questionnaires numériques, guides qualitatifs)
3.Conduire la collecte de données (enquêtes, FGD, entretiens avec autorités locales, bénéficiaires, partenaires)
4.Assurer la qualité, la validation et le nettoyage des données
5.Analyser les données en utilisant des approches appropriées (quantitatives et qualitatives)
6.Évaluer les projets selon les critères OCDE/DAC (pertinence, efficacité, efficience, impact, durabilité)
7.Intégrer les dimensions transversales : genre, protection, inclusion, redevabilité envers les bénéficiaires (AAP)
8.Rédiger des rapports clairs, structurés et conformes aux standards du PAM
9.Présenter les résultats aux parties prenantes (PAM, Gouvernement, partenaires techniques et financiers)
DELIVERABLES AT THE END OF THE CONTRACT:
• Rapport de démarrage (inception report)
• Plan de collecte et outils validés
• Base de données propre et documentée (si applicable)
• Rapport provisoire
• Rapport final intégrant les commentaires
• Note de synthèse (policy brief)
• Présentation PowerPoint des résultats
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Master ou équivalent en :
• Économie, Statistiques
• Suivi & Évaluation
• Agronomie, Nutrition
• Sciences sociales ou domaine connexe
Experience:
- Au moins 5 ans d’expérience en suivi & évaluation
- Expérience dans des contextes similaires en Afrique de l’Ouest, idéalement en Guinée
- Expérience dans la conduite de:
- Baseline
- Évaluations finales
-Revues de projets
- Expérience avec agences UN, ONG internationales ou institutions publiques fortement souhaitée
Knowledge & Skills:
- Maîtrise des méthodes d’évaluation (quantitative et qualitative) ;
- Bonne connaissance du contexte socio-économique guinéen ;
- Maîtrise des outils de collecte digitale (Kobo, ODK, SurveyCTO) ;
- Compétences analytiques solides (Excel, SPSS, STATA, Power BI) ;
- Capacités rédactionnelles excellentes
- Capacité à travailler en zones rurales et parfois difficiles
Languages:
• Français : excellent
• Anglais : niveau intermédiaire souhaité
• Langues locales (Soussou, Peulh, Malinké, etc.) : fort atout
