ORGANISATIONAL CONTEXT

The is job is found in Abeche Area office. Job holder typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)

Under the overall direction of the Head of Area office of Abeche, and technically reporting to the Head of CPM N’Djamena, the Programme Associate - Coordination of Agreements and Management of Operational Partnerships will carry out the following tasks:

Management of operational partnerships

  • Coordination of Agreements & CPM Team Lead in the absence of the latter. The incubent will pick up specific roles related to convening of Technical Review Committes and Cooperating Partner Committtes. This work involves having a good understaning of the files being presented and ensuring that the files are compliant for presenation to the various committees in line with the SOP.

  • Coordination Meetings: ensure that monthly coordination meeting are arranged with CPs across activities to ensure that implementation progress is monitored or discussed as well as challenges.

  • Onboarding of new CPs: ensure that all new FLAs (Field Level Agreements) are properly onboarded by coordinating trainings to the CP/s with the requisite trainings on PSEA, Anti Fraud and Anti Corruption, Invoicing and technical aspects of the project/s.

  • Coordinate CP Performance Evaluation: plan and coordinate CP performance evaluation for all ending FLAs, mid- year evaluations and end of year evaluations for multi-year FLAs. Weak evalutions should be accompanied by an improvement plan or action plan.

  • Follow up with improvement plans: coordinate follow up on improvement plans or action plans by documenting and filing all follow up action.

  • Coordinate CP trainings in liaison with CO CPM colleagues: contribute to the overall CP training plan.

  • Focal point for capacity assessement: maintain the capacity assessment calendar and file, coordinate the capacity assessments for all new partners and follow up actions if required.

  • Supports the field offices provide budget reviews at the TRC: participate in the budget reviews at the field office and contribute to cost efficiency by considering contect based analysis.

  • Provide training to colleagues and CPs on CPM processes regarding below: be an advocate of ensuring compliance with SOPs and corporate guidance. Providing timely trainings to colleagues and CPs

  • Perform any other duties as required.

Expected results

  • Effective end-to-end management and monitoring of program agreements;

  • High quality of TRC and CPC presentations and NFRs.

  • Improved quality of CPs engaged by WFP through better programme delivery, better reporting of activities and better invoicing.

  • Good coordination of CPs

  • Effective emergency preparedness measures are in place by developing good understanding of CP capacitities and performance abilities.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Have a minimum of 6 years in programme area

  • Experience in managing and/or developing agreements/contracts is required.

  • Experience in financial/budget monitoring and analysis is desired.

  • Experience working in NGOs or the United Nations is required.

  • Experience in team management, training and support is desirable.

  • Experience in coordinating across multiple offices and/or teams is required.

  • Experience working in a multicultural environment is desirable.

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).

  • Has contributed to implementation of programmes.

  • Has observed or assisted with policy discussions.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in in sociology, programs, or project management is desirable.

Language: Fluency in French is required, intermediate knowledge (B1) of English is desirable.
