Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.

For its work in Ukraine Malteser International is looking for a Finance Manager. 

The Finance Manager is responsible for the overall financial management of MI Ukraine, including financial planning, accounting, reporting, internal control, and donor compliance. The role oversees budget monitoring, cash flow, audit readiness, and financial risk management, and supervises the Finance Deputy Manager and Finance Officers in day-to-day finance operations and partner financial control. The Finance Manager also works closely with local partner organisations to strengthen their financial capacity and supports the program team and senior management with strategic financial analysis and advice, ensuring full compliance with MI policies, donor requirements, and Ukrainian regulations.

Your responsibilities:

  • Oversee financial planning, accounting, reporting, and internal controls across MI Ukraine's country office operations and partner-implemented activities, ensuring full compliance with MI policies, donor requirements, and Ukrainian regulations.
  • Monitor budget implementation through monthly reports, manage cash flow and Cash Requests, and provide the program team and senior management with timely financial analysis to support informed decision-making.
  • Supervise the Finance Deputy Manager and Finance Officers in day-to-day finance operations, including partner voucher verification and financial controlling, ensuring adherence to MI procedures and donor requirements. 
  • Provide ongoing financial capacity-building support to local partner organisations through monitoring visits, technical guidance, training workshops, and written recommendations to strengthen their financial systems and compliance practices.
  • Ensure timely monthly account closures, accurate payroll allocation, and preparation of donor financial reports, country office reports, and internal management reports within established deadlines.

Your profile:

  • Master’s degree in finance, Accounting, Economics, Business Administration, or a related field; Professional certification (e.g., Certified Public Accountant, Association of Chartered Certified Accountants) is an asset.
  • Minimum 5–7 years of progressive experience in financial management in the international humanitarian or development sector.
  • Strong knowledge of donor financial guidelines and compliance requirements, including experience with institutional donors such as GFFO, BMZ, UN agencies, EU/ECHO, UHF/OCHA, or similar donors.
  • Demonstrated experience in budget monitoring, financial forecasting, budget-versus-actual analysis, cost allocation, cash flow planning, and donor financial reporting.
  • Experience supervising or quality-assuring partner financial monitoring, voucher verification, audits, or financial compliance reviews.
  • Experience working with local partner organisations, including financial capacity building, financial monitoring, and follow-up on corrective actions.
  • Fluency in Ukrainian and professional working proficiency in English are required.
