FAO's Human Resources Division (CSH) provides human resources (HR) strategies, policies, guidance, and oversight to FAO offices worldwide to ensure that the Organization attracts, develops, and retains a diverse, skilled, and highly motivated workforce capable of delivering on its mandate. The Human Resources Division focuses on developing and implementing a people-centered strategy and positioning HR as a strategic partner that actively contributes to the achievement of FAO's objectives.

The assignment is located in the Talent Acquisition Branch of the Human Resources Division, at FAO headquarters in Rome, Italy.

CSH is establishing a roster call of qualified HR recruitment consultants and/or PSAs to support talent acquisition on a short-term and intermittent basis.

Reporting Lines

The consultant or PSA reports to an HR Officer or designated supervisor

Tasks and responsibilities

Depending on the level of assignment, the consultant will perform a combination of the following duties:

• Provide advice and guidance to hiring managers on recruitment processes, timelines, Key Performance Indicators (KPIs) and best practices.
• Conduct pre-screening of applications, ensuring compliance with minimum and eligibility requirements outlined in the Vacancy Announcement and relevant policies.
• Assist hiring managers in planning staffing needs and provide guidance throughout the selection process.
• Support the planning and implementation of end-to-end recruitment processes, including the coordination of vacancy postings, written tests, candidate assessments, and interview activities, ensuring timely and efficient delivery.
• Draft and review selection reports and ensure completeness, accuracy and traceability of relevant documentation.
• Monitor recruitment timelines and contribute to achieving corporate KPIs, including time-to-fill and vacancy rate targets.
• Liaise with hiring managers, panel members and other stakeholders to facilitate smooth implementation of recruitment processes.
• Prepare communication, statistics and reports related to recruitment and selection activities.
• Participate in interview panels as required, in line with organizational guidelines.
• Perform other related duties as required.

Depending on the level of assignment, the PSA will perform a combination of the following duties:

• Support and facilitate talent acquisition activities in accordance with FAO regulations, rules and policies
• Conduct pre-screening of applications, ensuring compliance with minimum and eligibility requirements outlined in the Vacancy Announcement and relevant policies.
• Assist in the coordination of recruitment processes, including vacancy announcements, assessments and interviews
• Support the administration of pre-interview assessment (written tests, video presentations etc) and interview logistics
• Assist in the preparation and formatting of selection reports and recruitment documentation
• Draft and review selection reports and ensure completeness, accuracy and traceability of relevant documentation.
• Track recruitment timelines and contribute to achieving corporate KPIs, including time-to-fill and vacancy rate targets.
• Prepare communication, statistics and reports related to recruitment and selection activities.
• Perform other related duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

For Consultants:

• Advanced university degree (Master’s degree level or equivalent) from an institution recognized by the International Association of Universities (IAU)/UNESCO in human resources management, law, business administration with focus on human resources, organizational development or a related field. Candidates with a bachelor's degree need two additional years of relevant professional experience.
• Minimum of one year (level C) or five years (Level B) or of ten years (level A) of relevant experience in HR management and administration with an international organization context, specifically in the area of talent acquisition.
• Working knowledge (proficient - level C) of English

For PSAs:

• University degree (or technical degree/certificate) from an institution recognized by the International Association of Universities (IAU)/UNESCO in in human resources management, law, business administration with focus on human resources, organizational development or a related field.
• Minimum of one year (level C) or five years (Level B) or of ten years (level A) of relevant experience in HR management and administration with an international organization context, specifically in the area of talent acquisition.
• Working knowledge (proficient - level C) of English

Technical/Functional Skills

• Extent and relevance of experience in human resources talent acquisition and management
• Extent and relevance of experience in development and implementation of human resources recruitment policies and procedures.
• Knowledge of automated human resources management system; familiarity with Enterprise Resource Planning systems is required.
• Working knowledge (proficient - level C) of another FAO official language is considered a strong asset.
• Ability to analyse complex issues and suggest solutions.
• Good knowledge of FAO structure and mandate is considered as an asset.
• An HR professional certification is considered an asset.
