Job Description
The Human Resources Administration Unit (HRAU), in the Global Shared Services Centre (GSSC), is
responsible for providing a wide range of personnel support services relating to contract administration and entitlements and benefits to IOM staff in the Professional category worldwide.
The Senior Human Resources Associate operates within the 3 HRAU International Operations Desk, providing specialized HR administration services across one or more of the following functional areas:
• Operations Desk 1: Onboarding & Cross-Boarding
• Operations Desk 2: Contract Administration, Time Management & Offboarding
• Operations Desk 3: Benefits & Entitlements
Under the overall supervision of the HR Officer and the direct supervision of the National HR Officer (HRAU International), the successful candidate will primarily process, review and analyze personnel actions relating to contract administration and entitlements and benefits to IOM staff in the Professional category in a specific area of responsibility, providing guidance and support on complex cases.
Responsibilities
A. Core Responsibilities
1. Process, review, and validate HR administration actions within the assigned specialization in accordance with the HRAU International Transaction Approval Matrix and established Standard Operating Procedures (SOPs).
2. Provide guidance to staff and stakeholders on HR policies, procedures, and entitlements, promoting the consistent interpretation and application of relevant provisions and supporting the resolution of complex and non-routine cases within the assigned functional area.
3. Serve as a resource person for complex, non-standard, or high-risk HR cases prior to referral to the National HR Officer, conducting detailed analysis and providing guidance on the application of established policies, procedures, and precedents.
4. Review HR actions prepared by Senior HR Associates, assessing accuracy, completeness, and compliance requirements before validation or approval, and identify recurring issues, trends, and areas requiring corrective action or additional guidance.
5. Maintain and validate HR master data in Enterprise Resource Planning (ERP) systems, supporting data integrity and audit compliance.
6. Coordinate closely with Payroll, REC, Mission and BUD, and other stakeholders to address downstream payroll, contractual, or entitlement risks.
7. Contribute to the development, review, and updating of SOPs, desk guidance notes, and internal controls, drawing on analysis of complex cases, operational trends, and identified process gaps.
8. Monitor transaction trends, recurring issues, and workload distribution within the desk, proposing corrective or preventive actions, and contribute recommendations to strengthen service quality, consistency, and compliance.
9. Support surge capacity, desk backstopping, and cross-desk coordination, providing guidance, support, and knowledge-sharing to HR personnel handling complex cases.
10. Perform other related duties as may be assigned in support of HRAU International operations.
B. Specialization-Specific Responsibilities
Operations Desk 1 – Onboarding & Cross-Boarding
The Senior Human Resources Associate assigned to Desk 1 handles senior-support level onboarding and cross-boarding movements, with a focus on Professional staff and complex hiring modalities.
11. Process onboarding transactions for Professional staff (P3–P5 and complex cases),
including:
o External recruitment: Vacancy Notice (VN), Special Vacancy Notice (SVN), Direct Appointment
o Inter-agency transfers, secondments, loans, Junior Professional Officers (JPOs), and Gratis personnel
o Category changes: e.g., General Service (GS)/National Officer (NO) to Professional (P), non-staff to staff)
12. Process cross-boarding actions for Professional staff, including mobility exercises, within grade/ within-country transfers, and approved memoranda.
13. Validate onboarding and cross-boarding actions for lower-grade staff categories within delegated authority.
14. Apply hiring-related entitlements and coordinate with Payroll.
15. Provide technical guidance and functional support to G6 processors during peak onboarding periods.
Operations Desk 2 – Contract Administration, Time Management & Offboarding
The Senior Human Resources Associate assigned to Desk 2 supports contract administration management, separation processing, and complex time management cases.
16. Process and/or validate contract-related actions, including:
o Contract extensions and conversions
o Special Leave Without Pay
o Assignment from Special Leave Without Pay (AFS)
o Special Leave with Full Pay (based on DHR authorization)
17. Act as validator for defined separation actions, terminal emoluments, and Certificates of Service.
18. Review and validate time management transactions with payroll impact, including complex leave and flexible working arrangements.
19. Support compliance with separation clearance, Special Leave Without Pay (SLWOP) clearance, and payroll cut-off timelines.
20. Provide technical support to Senior HR Associate staff handling offboarding and contract administration transactions.
Operations Desk 3 – Benefits & Entitlements
The Senior Human Resources Associate assigned to Desk 3 delivers benefits and entitlements
processing.
21. Process and/or validate benefits and entitlements for Professional staff cases, including:
o Interim Allowance
o Advancement Within Grade and salary-related actions
o Special Leave Without Pay (where delegated)
22. Act as validator for allowances, personal status changes, and entitlement adjustments within delegated thresholds.
23. Coordinate with Payroll to prevent financial discrepancies or staff hardship.
24. Maintain comprehensive audit trails and supporting documentation for entitlement decisions.
Qualifications
EDUCATION
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field
with five (5) years of relevant professional experience; or - High school diploma with seven (7) years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Experience in Human Resources Management and personnel administration.
- Experience using an ERP system; and
- Experience in an international organization, non-government or government organization, in a multi-cultural setting, is an advantage.
SKILLS
- Advanced knowledge of Microsoft Office Suite.
- Knowledge of IOM/UN HR procedures and rules is an asset; and
- Knowledge of Systems, Applications and Products in Data Processing (SAP) highly desirable.
