Job Description

The Human Resources Administration Unit (HRAU) International, located in the Global Shared Services Centre (GSSC), is responsible for providing a wide range of personnel support services relating to contract administration and entitlements and benefits to IOM staff in the Professional category worldwide.


Under the overall supervision of the Head of Human Resources Administration Unit (International), and direct supervision of the Human Resources Officer (HRAU International), the sucessful candidate will support and closely coordinate the HR administration activities for a specific area of responsibility, ensuring the accurate and timely processing of all HR actions.


The successful candidate will also serve as reviewer and validator for a number of HRAU International transactions in FreshService (or other tools) and Wave, which includes all necessary related exchanges and coordination with staff, managers, and team members, as well as supporting the handling of complex cases in coordination with supervisors and relevant units.


The National HR Officer (NO) operates within the three HRAU Operations Desk, providing specialized HR administration services across one or more of the following functional areas:
• Operations Desk 1: Onboarding & Cross-Boarding
• Operations Desk 2: Contract Administration, Time Management & Offboarding
• Operations Desk 3: Benefits & Entitlements

Responsibilities

A. Core Responsibilities
 

  1. Review and validate transactions in FreshService and Wave, as defined in the HRAU International Approval Matrix.
  2. Serve as second-level support for complex or sensitive cases escalated by the Senior HR
    Associates.
  3. Provide technical guidance on the interpretation and application of HR policies and rules, including complex and escalated cases.
  4.  Support and closely coordinate with team members within the designated operations desk to
    ensuring timely, clear, and professional communication, including sending interim replies as a standard practice.
  5. Provide support and coordinate with relevant units on issues related to Wave.
  6. Monitor and report on performance indicators and areas for improvement to ensure that Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) are met.
  7. Analyze areas for improvement based on KPI and SLA data and provide follow-up support
    through coaching, mentoring, and guidance to increase the capacity of HRAU team members within the designated operations desk.
  8. Review and recommend process improvements to current HR procedures within the unit.
  9. Support the implementation and enhancement of the HR component of the Organisation’s
    Enterprise Resource Planning (ERP) system.
  10. Support initiatives that reinforce standards of conduct, a respectful workplace, and an accountability culture.
  11.  Perform other relevant duties as maybe assigned.


B. Specialization-Specific Responsibilities


Operations Desk 1 - Onboarding & Cross-Boarding
The National Human Resources Officer assigned to Desk 1 serves as Functional Team Lead for
onboarding and cross-boarding movements, with a focus on Professional staff and complex
hiring modalities.

12. Serves as Functional Team Lead / Primary Validator for entry and movement into positions.
13. Validate onboarding and cross-boarding transactions across defined staff categories and grades.
14. Ensure compliance and consistency in:


o External hiring
o Inter-agency transfers
o Gratis personnel: Junior Professional Officers (JPOs), secondments, loans
o Internal movements: Within Grade Transfer (WGT), Within Country Transfer (WCT), approved memoranda


15. Ensure accurate application of hiring entitlements and special conditions.
16. Provide operational guidance to Senior Human Resources Associate assigned to the Onboarding and Cross-Boarding desks.


Operations Desk 2 - Contract Administration, Time Management & Offboarding
The National Human Resources Officer assigned to Desk 2 serves as Functional Team Lead for
contract administration management, separation processing and complex time management
cases.


17. Serve as Functional Team Lead / Primary Validator for employment status changes and separations.
18. Review and validate the following transactions:


o Contract extensions and conversions
o Assignments from Special Leave Without Pay (SLWOP)
o SLWOP initial and extension requests
o Separations and terminations
o Terminal emoluments


19. Provide technical guidance on complex time management cases, including flexible working arrangements and special leave cases.
20. Ensure compliance with policies governing retirement, Mutually Agreed Separation (MAS), non-renewal, and inter-agency transfers.
21. Provide operational guidance to HRS and Senior HR Associate processors assigned to Contract
Administration, Time Management and Offboarding desks.


Operations Desk 3 - Benefits, Entitlements, Education Grant & Rental Subsidy Specialization
The National Human Resources Officer assigned to Desk 3 serves as Functional Team Lead for
the processing of benefits, entitlements, education grant and rental subsidy.


22. Serve as Functional Team Lead / Primary Validator for high-risk, financially sensitive transactions.
23. Review and validate the following benefits and entitlements transactions:


o Salary changes and Advancement Within Grade (AWG)
o Allowances: family, interim, Non-Family Service Allowance (NFSA), reduced NFSA, Mobility Incentive, Hardship Allowance
o Medical Insurance: Health Insurance (HI) / Medical Service Plan (MSP)
o Personal status changes: civil status, nationality, home station
o Education Grant (EG)
o Special Education Grant (SEG)
o Rental Subsidy (RS)
o Salary & Rental Advances


24. Ensure compliance with complex entitlement rules.
25. Coordinate with Payroll and other units on financially impactful HR actions.
26. Provide operational guidance to Senior HR Associates assigned to Benefits, Entitlements, Education Grant & Rental Subsidy desks.

Qualifications

EDUCATION

  • Master’s degree in Human Resources, Business Administration, Psychology or related field from
    an accredited academic institution with two (2) years of relevant professional experience; or,
  • Bachelor’s degree in above fields with four (4)  years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Experience in Human Resources Management and personnel administration.
  • Experience using an ERP system.
  • Experience in an international organization, non-government or government institutions /
    organisation in a multi-cultural setting is an advantage; and
  • Supervisory experience is an advantage.

SKILLS

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint and Outlook.
  • Knowledge of IOM/UN HR procedures and rules is an asset; and
  • Knowledge of HR Systems (i.e. SAP, Oracle) highly desirable.
