Country Program Overview

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria, dengue, and address multi-drug resistance; save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, NDCs and more.

With regard to dengue specifically, CHAI provides technical assistance and funding to the National Dengue Control Program (NDCP) at the National Center for Parasitology, Entomology, and Malaria Control (CNM), with the goal of reducing the burden of disease and deaths from dengue and Aedes-borne arboviruses in Cambodia by 2035. CHAI’s dengue team and program are part of CHAI Cambodia’s Infectious Diseases (ID) Cluster, a dedicated team of more than ten technical specialists responsible for implementing CHAI programs across HIV/AIDS, tuberculosis, malaria, dengue and diagnostics, and supporting Cambodia’s priorities around infectious diseases control.  The overall objective of CHAI's dengue work in Cambodia is to introduce the Wolbachia method as a novel dengue control tool while ensuring that CNM's NDCP has evidence-based strategies, strong operational plans, a comprehensive surveillance system, and sufficient financial resources to effectively implement interventions for reducing disease burden and deaths from dengue and Aedes-borne arboviruses.

Position Overview

CHAI is seeking a highly motivated and adaptable individual to join the Wolbachia/Dengue team, within the CHAI Cambodia ID Cluster, to support the small-scale Wolbachia intervention for dengue control in Cambodia. Working closely with country and regional teams, the Associate will help ensure that Wolbachia activities are well-implemented at both national and subnational levels. This will generate the evidence needed to determine whether the intervention is feasible to scale to other high-risk areas of Cambodia, and to identify the adjustments required for effective rollout in additional provinces. The role involves close collaboration with the National Dengue Control Program (NDCP) to design, fund, and deliver impactful dengue control strategies, and to provide operational and strategic support to the national program. The Associate will serve as a key liaison between the NDCP, technical units, and program staff at CNM. He must therefore be able to read and respond to the capacities and challenges of different departments and levels of the Cambodian health system. The Associate will also have the opportunity to contribute to broader technical and strategic discussions related to dengue control and Wolbachia implementation in Cambodia. The ideal candidate will demonstrate curiosity and interest in areas such as vector control, entomological surveillance, operational research, and the introduction of innovative public health interventions. They will also serve as a bridge between government counterparts, technical partners, suppliers, and CHAI regional and global teams.

Competitive candidates will have outstanding problem-solving skills, analytical ability, and communication skills. The candidate must be self-driven, entrepreneurial, and adaptable, and be able to function independently and flexibly with a strong commitment to excellence. The position reports to the Senior Program Manager and will work out of CHAI Cambodia’s office and CNM’s central office, both based in Phnom Penh. The position requires in-country travel to subnational geographies approximately 30% of the time, including multi-day overnight stays in Wolbachia deployment provinces during release and monitoring activities.

Program Management & Capacity Building

• Collaborate with government stakeholders to strengthen dengue prevention and control strategies, including development and implementation of dengue action plans and policies
• Support NDCP in developing procedures, technical guidance, and training materials to build capacity of CNM and subnational staff for sustainable Wolbachia implementation;
• Support NDCP to engage relevant ministries, departments, and partners to build capacity and awareness of relevant stakeholders on Wolbachia deployment to ensure cross-sectoral collaboration and acceptance (i.e., MoE, NCHP, WHO, others)
• Strengthen program management at both NDCP and PhD levels, including planning, budgeting, forecasting, monitoring, and reporting
• Work collaboratively with NDCP and Regional team through connecting with the supplier to ensure central level agreements, export/import permits, and processes are in place for pilot deployment, including roadmap of regulatory requirements according to the identified Wolbachia supplier
• Work proactively with NDCP and subnational teams in conducting community engagement household surveys, including data collection and analysis, and Knowledge, Attitudes and Practices (KAP) studies to inform community acceptance strategies

Vector Monitoring and Disease Surveillance

• Engage closely with Suppliers, CNM and subnational teams to monitor Wolbachia introgression rates in local mosquito populations
• Support the design, implementation, analysis, and reporting of entomological and epidemiological surveillance data to analyse trends in vector density, distribution, and dengue incidence, hospitalization, and deaths in deployment area before and after Wolbachia deployment

Strategic Guidance and Stakeholder Engagement

• Identify strategic areas for expansion and contribute to internal strategic planning at NDCP as needed
• Document lessons learned, challenges, and best practices to inform future scale-up and adaptation
• Contribute to the development of reports, presentations, and other materials for internal and external stakeholder
• Work closely with all CNM units and the CHAI Global/Regional team to maintain the overall strategic direction of the project

Perform other responsibilities as needed

• Bachelor's degree, ideally in a relevant field (public health, epidemiology, biology)
• 2–3 years of professional experience in the private or public sector with increasing levels of responsibility in program management, planning, and strategy development, preferably in the health sector
• Demonstrated interest in vector control, entomological surveillance, operational research, or the introduction of innovative public health technologies. While deep technical expertise is not required, candidates should be eager to develop knowledge in these areas and contribute to technical discussions with government and partner organizations.
• Ability to work collaboratively within a team and contribute proactively to team goals
• Ability to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously
• Strong interpersonal and communication skills (written and oral in English) and ability to build and nurture relationships in challenging and multicultural environments
• Excellent work ethic and self-motivated
• Proficiency in MS Office, including Excel, PowerPoint, Word, and other relevant tools
• Strong quantitative and analytical skills, including advanced proficiency in Excel; experience with statistical or data analysis tools

Advantages
