Duty Station of the Consultancy: Georgia

Duration of Consultancy: 20 working days (over a 3-month period)

Nature of the consultancy: Supporting implementation of the comprehensive baseline assessment on ethical recruitment and employment practices of immigrants in Georgia.
 

Project Context and Scope

The project “Building Resilient Futures for Migration-Prone Populations in Georgia (REforM)” is a comprehensive response to the complex migration challenges currently faced by Georgia. These challenges include protracted internal displacement, climate-induced migration, significant youth emigration, skill mismatches, human trafficking risks (including those linked to surrogacy), and vulnerabilities among returnees, IDPs, eco-migrants and immigrants. Recent data highlights dramatic increases in youth emigration, persistent high unemployment among young people (especially women), and the growing impact of climate change on rural livelihoods. These factors underscore the urgent need for targeted, multi-dimensional interventions that prioritize the needs of youth and women, who are disproportionately affected by migration pressures and related vulnerabilities.

The core objective of the project is to enhance migration governance in Georgia by leveraging private sector partnerships and innovative, migration-focused solutions. This includes upholding ethical recruitment and migrant protection, and supporting climate-resilient, sustainable livelihoods for all groups on the move.

A central pillar of the project is promotion of ethical recruitment practices and fair employment opportunities for immigrants in Georgia.  The project will work with recruitment agencies, employers, human resources professionals, and other private sector stakeholders to develop and promote ethical recruitment standards, strengthen responsible recruitment practices, and improve awareness among immigrants regarding their recruitment rights and available remedies. As part of its activities, the Project will develop practical guidance and information resources for immigrants and organize targeted capacity-building workshops for recruitment agencies, HR departments, employers, and other relevant stakeholders.

To ensure that project interventions are evidence-based and responsive to existing needs and gaps, a baseline assessment will be conducted at the outset. The assessment will establish the current state of recruitment practices affecting immigrants in Georgia, identify challenges and good practices related to ethical recruitment, assess existing regulatory and institutional frameworks, and examine immigrants' access to information regarding recruitment rights and available remedies.

The findings of the assessment will serve as the foundation for the development of ethical recruitment standards, guidance materials, awareness-raising initiatives, and stakeholder engagement activities under the Project.

IOM Georgia is seeking to hire the national consultant that will support the international consultant in implementation of the comprehensive baseline assessment on ethical recruitment and employment of immigrants in Georgia.

Roles and Responsibilities:

Under the overall supervision of the REforM project manager and the direct supervision of the project coordinator, and in close cooperation with the international consultant, the national consultant will provide analytical technical and coordination support to the implementation of the baseline assessment on ethical recruitment and employment of immigrants in Georgia, facilitating access to stakeholders and data, and ensuring that the assessment reflects the Georgian context. 

The national consultant will undertake the following tasks: 

  • Conduct a desk review of the legal, policy, regulatory, and institutional framework governing the recruitment and employment of immigrants in Georgia by identifying, collecting, and summarizing relevant national legislation, policies, reports, studies, and data.

  • Identity and map the key stakeholders involved in the recruitment and employment of immigrants, including government institutions, recruitment agencies, employers, HR professionals, workers' organizations, migrant associations, civil society organizations, service providers, and other relevant actors.

  • Provide inputs to the development of the assessment methodology, work plan, and research framework, ensuring its relevance to the Georgian context.

  • Facilitate access to relevant stakeholders and support the organization and implementation of surveys, interviews, focus group discussions, stakeholder consultations, and other data collection activities. 

  • Participate in stakeholder consultation workshop(s), support coordination with relevant stakeholders, and contribute to documenting consultation outcomes.

  • Support the examination of the availability, accessibility, and effectiveness of information provided to immigrants regarding recruitment rights, complaint mechanisms, and available remedies.

  • Subject to the agreed assessment methodology and availability of data, support the assessment of immigrants' awareness of recruitment rights and available remedies,

  • Assist in identifying gaps, risks, challenges, good practices, and opportunities for strengthening ethical recruitment and employment practices among recruitment agencies, employers, and other relevant stakeholders. 

  • Provide analytical inputs to the formulation of evidence-based and stakeholder-specific recommendations aimed at strengthening ethical recruitment and employment practices and improving protection mechanisms for immigrants.

  • Prepare analytical summaries, consultation reports, interview records, and other supporting documentation required for the baseline assessment.

  • Contribute to the drafting and review of the baseline assessment report by providing analysis, findings, data, and contextual information relevant to Georgia.

  • Participate in the validation workshop, support presentation of findings, document stakeholder feedback, and contribute to the incorporation of comments and recommendations.

  • Support the finalization of the baseline assessment report by ensuring that stakeholder feedback and additional contextual information are adequately reflected.

    • Deliverable 2: Data collection activities completed and documented, including stakeholder consultations, interviews, focus group discussions, and analytical inputs on key findings related to recruitment and employment practices affecting immigrants in Georgia submitted. submitted by 15 August 2026.

    • Deliverable 3: Final consultancy report on the delivery of tasks and contribution made to the baseline assessment on ethical recruitment and employment practices of immigrants in Georgia, submitted by 30 September 2026.

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree in law, migration studies, public policy, social sciences, human rights or a related field;

Experience and Skills

  • Advanced university degree in law, migration studies, public policy, social sciences, human rights or a related field;

  • Proven professional experience conducting research, assessments, studies, policy analysis, or programme implementation related to migration, labour migration, employment, human rights, labour rights, social inclusion, or related fields.

  • Demonstrated experience in research methodologies, including stakeholder consultations, key informant interviews, focus group discussions, surveys, and data analysis.

  • Proven experience working with government institutions, civil society organizations, employers, recruitment agencies, or other stakeholders involved in migration and labour market issues in Georgia.

  • Good understanding of the Georgian legal, policy, and institutional framework related to migration, labour market governance, employment, and protection of migrant workers.

  • Familiarity with ethical recruitment principles, labour migration governance, migrant protection, human rights, decent work, or related areas would be considered a strong advantage.

  • Excellent analytical and report-writing skills;

  • Strong organizational, communication, and stakeholder engagement skills. 

Languages

For this consultancy, Fluency in Georgian and English is required
