The Position:
The ICT Analyst is responsible for overseeing implementation of ICT policies and standards and Technology for Development (T4D) programmatic support in the Eastern Europe and Central Asia Regional Office (EECARO) and to the country offices in the Eastern Europe and Central Asia region. You will report to the EECARO International Operations Manager.

Job Purpose:
This role represents a strategic 50/50 blend of core ICT operations and Technology for Development (T4D) programmatic support. The incumbent ensures that standard ICT infrastructure and end-user services operate seamlessly while acting as a key catalyst for integrating digital innovations into UNFPA’s programming in EECARO.
The ICT Analyst ensures that technology is used effectively and efficiently within the EECARO
office, in alignment with the ICT policies and strategies, to support UNFPA's mission and
maximize its impact on achievement of the ICPD and SDG goals. Key results expected include:
- Effective implementation of Corporate ICT Strategies and Plans
- Effective and service-minded end-user support
- Effective management of ICT and related resources
- Confidentiality, integrity and availability of all ICT Systems
Further the ICT Analyst provides Technology for Development (T4D) programmatic support to EECARO including serving as a vital link between the local/regional teams and the global Digital Center of Excellence (CoE), maintaining a direct reporting line or matrixed relationship with the CoE to facilitate the adoption of scalable, standardized digital solutions.
You would be responsible for:
A. Technology for Development (T4D) Programmatic Support (50%)
- Digital Center of Excellence (CoE) Integration: Act as the primary liaison between EECARO programme teams and the global Digital CoE. Facilitate the adoption, contextualization, and scaling of the CoE's catalog of standardized digital solutions into local programme interventions and provide suggestions for new solutions to be included in the catalog based on the context and needs of the Region.
- Programme Solutions & Technical Guidance: Assess the current use of technology across regional programmes and identify opportunities for improvement. Provide technical assistance to programme teams in the identification, assessment, and integration of AI and digital innovations into UNFPA programming.
- Implementation & Project Management: Manage the scoping, planning, and progress monitoring of T4D initiatives. Facilitate pilot projects to test and evaluate new technologies, and provide deployment advice, technical oversight, and troubleshooting during the rollout of AI and digital interventions.
- Digital Dexterity & Capacity Building: Develop training programs and foster "digital dexterity" among programme staff, ensuring they have the skills needed to effectively utilize programmatic digital tools and data analytics. Facilitate knowledge sharing and promote a culture of AI adoption and innovation across programme teams.
- Strategic Roadmaps: Contribute to developing a roadmap for integrating technology into programme delivery that aligns with UNFPA's strategic goals, establishing clear implementation plans, timelines, and resource requirements.
B. Core ICT Operations & Resource Management (50%)
- Corporate ICT Strategy Implementation: Analyze corporate ICT strategies and adapt them to the Regional Office's specific needs, connectivity challenges, and local infrastructure. Oversee and manage shared ICT services, standardize hardware and software, and implement robust cybersecurity measures.
- End-User Support & Service Delivery: Provide proactive advisory services, training, troubleshooting, and ad-hoc assistance to users on general ICT matters. Maintain, upgrade, and enhance existing local ICT systems and collaborate with the global IT Solutions Office (ITSO) to define training policies.
- ICT Resource & Budget Management: Assess office IT needs, procure and install equipment cost-effectively, and track ICT investments to propose methods for increased cost-efficiency. Participate in planning, preparing, and monitoring the office ICT budget, ensuring ICT inputs are accurately incorporated into operational planning.
- Security, Continuity, and Infrastructure: Ensure the confidentiality, integrity, and availability of all ICT systems, local and wide area networks (LAN/WAN), and data security. Maintain compliance with security standards, conduct periodic tests of disaster recovery arrangements, and prepare operational plans for emergency communication capabilities. Maintain a local inventory system to track, manage, and securely dispose of ICT assets.
C. Perform other job-related duties as assigned by the Management
Qualifications and Experience:
Education:
Advanced university degree in Information Technology, Computer Science, Engineering or related discipline is required. Related professional certifications are also desirable.
Knowledge and Experience:
- 2 years of progressively responsible experience in at least one activity of ICT, preferably in network infrastructure or cloud-based application administration.
- Demonstrated experience with Technology for Development (T4D) Programmatic Support, preferable AI related, is required.
- Knowledge of Local network infrastructure and locally available viral protection systems required. UN security knowledge is desirable.
- Relevant certifications in hardware and software management and application required are desirable.
- Good knowledge of network infrastructure, Microsoft Windows, corporate ICT security and viral protection systems, ERP; Knowledge of Google Workspace is a big plus.
- Thorough knowledge of overall design and operating principles of ICT networks and of connectivity concepts.
- Ability to integrate the needs of the office automation, available resources and systems requirements and to solve systems/hardware/software problems.
