Organizational Setting and Reporting Relationship

The position of Economics Analyst is assigned to the Macroeconomics Research Division (ERMR) within the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.

You will report to designated technical international staff.

Your Role

As an Economics Analyst, you will: support the economic research and data science work of the division and department, including analytical support in the preparation of flagship publication Asian Development Outlook (ADO) reports, through quantitative analysis and economic database management; contribute to research work that involves large datasets and high-frequency data for analytics (econometrics and data science); and assist with technical assistance (TA) processing and administration.

You will:

Economic Research

  • Provide analytical support to the preparation and dissemination of economic research including the Asian Development Outlook (ADO), TA-funded research projects, and ad hoc economic studies.

  • Support economic data analysis work using a variety of approaches, from traditional econometrics to data science, and provide research assistance with advanced analytics (descriptive, diagnostic, predictive, and prescriptive), machine learning, textual analysis, data wrangling and mining, big data and cloud computing.

  • Pursue directed research work, including data collection, database management, statistical analysis, and data presentation; review and synthesize related economic literature; and provide clear, logical presentations of ideas and empirical results.

  • Assist with the preparation of supporting materials for various briefing notes for Management and data requests from other departments.

  • Support the preparation of ADO global and regional outlook chapter, analytical chapter, and country chapters.

Technical Assistance

  • Provide technical and administrative support in planning, processing, and implementing research and development and advisory TA projects from conceptualization to completion, by assisting with drafting concept papers and TA reports; assisting with preparation of cost estimates; selecting/evaluating consultants; regularly monitoring TA budgets; arranging conferences and workshops under the TA; communicating and liaising with consultants, cooperating agencies, and other ADB departments/offices; assisting the processing of TA study outputs for publication; and preparing TA completion reports as may be assigned.

Data Management

  • Maintain computer-based information systems and programs for analysis and modeling by determining information requirements and data sources, coordinating with users, and generating output reports. This includes data collection, database management, and advanced analytics, including the use of data science, machine learning, and artificial intelligence.

Others

  • Assist in the preparation of the divisional budget, and in developing and organizing staff learning programs.

  • Perform other assignments as may be assigned by supervisor and reflected in your work plan.

Qualifications

You will need:

  • Bachelor's degree in Economics, Statistics, or Data Science preferably with advanced training in econometrics with relevant training.

  • At least 5 years of relevant professional experience in quantitative analysis, data management, economic research and data science, and preferably with demonstrated economic research writing ability.

  • Knowledge and understanding of economics and economic data, economic policy issues, and development trends in the region.

  • Knowledge and understanding of applied statistical/econometric techniques, data science, and other related analytical tools.

  • Proficiency in using spreadsheets, statistical/econometric software (particularly Stata/Eviews and Matlab), database applications, and knowledge in implementing automated routines.

  • Knowledge of Python, R, Stata, APIs, and other business intelligence and analytical tools an advantage.

  • High level of analytical and conceptual skills.

  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
