This position is located in the Programme Office in the Philippines (POPHL) based in Manila, operating under the Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), and under the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Afaris (DTA) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the UNODC Representative of ROSEAP and the direct supervision of the Team Leader, Preventing and Responding to Crime and Violence: Children, Women and Communities, under the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), located in Vienna, Austria, with the Head of POPHL and the Programme Officer (Counter-Cybercrime Advisor) located in Bangkok, Thailand as additional reporting officers. Responsibilities

Within assigned authority, the incumbent will provide support in the implementation of projects and activities in the end violence against children portfolio in coordination with Child Online Sexual Exploitation and Abuse portfolios in the Philippines. In particular, the incumbent will be responsible for the following specific duties: • Deliver technical assistance in the areas of preventing and responding to violence against children, justice for children and children’s rights in compliance with international law, including the conceptualization and operational implementation of activities. • Provide substantive and operational support to activities necessary for the review of legal and policy frameworks to prevent and respond to violence against children, including by terrorist and violent extremist groups, as well as online exploitation with a focus on the Philippines and the wider Southeast Asian region. • Contribute to the implementation of a situation analysis of institutional capacities to prevent and respond to child protection concerns in the online space, with a view to providing assistance and contributions for developing and implementing strategies, programmes and projects at the national, sub-regional and regional level to support governments in applying international standards and norms on crime prevention and criminal justice, in particular those regarding the rights of the child, including the Convention on the Rights of the Child and all relevant normative instruments such as the United Nations Model Strategies and Practical Measures on the Elimination of Violence against Children in the Field of Crime Prevention and Criminal Justice. • Contribute to the development of policy guidelines and practical tools and to the delivery of capacity-building activities to strengthen the capacities of professionals to prevent and respond to violence against children. • Liaise with government counterparts, relevant United Nations and other international organizations, private sector actors and civil society organizations in the implementation of activities, and facilitate engagement and synergy with related inter-governmental processes and mechanisms at the regional and international levels. • Provide input to workplans, reports and relevant documents, and support the facilitation of knowledge exchange on promising practices regarding child protection and children’s rights in the field of crime prevention and criminal justice. • Participate in and provide substantive support to consultative and other meetings including roundtables, trainings, conferences and workshops, by proposing agenda topics, identifying participants and preparing interventions. • Assist in the preparation and delivery of missions and in the ongoing monitoring and evaluation of projects by collecting relevant data on project implementation, drafting reports and supporting follow-up activities, as requested. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, criminal justice, international relations, social sciences, human rights, or a closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in implementing projects and activities on child protection within the field of crime prevention and criminal justice is required. Work experience in carrying out research, situation analyses and legal drafting on child protection in the field of crime prevention and criminal justice is required. Work experience in reviewing legislation and policies, promoting and protecting children’s rights, contributing to the development of practical tools and international standards in the field of crime prevention and criminal justice is required. Work experience in protecting children in the online environment is desirable. Work experience in building multi-stakeholder partnerships with governments, civil society stakeholders, and private sector actors, and engaging with international and regional mechanisms is desirable. Experience working with the United Nations system or similar international organization in the area of crime prevention and criminal justice is desirable. Experience in data analytics or related area is desirable.
