Mission and objectives
UNICEF is supporting health, nutrition, HIV prevention, education, access to safe drinking water, sanitation and protection for children and families caught in the conflict.
Context
UNICEF works across 190 countries and territories to reach the children and young people who are most at risk and most in need. We work to save their lives. To protect their rights. The UNICEF Ukraine Country Office was established in 1997 and is located in Kyiv, with sub-offices across the country. Since the escalation of the war, UNICEF Ukraine has significantly scaled up its humanitarian response while maintaining and adapting its development programming and expanding its support to policy and reform efforts. The Country Office works across multiple sectors including child protection, education, health, nutrition, water, sanitation and hygiene (WASH), and social protection, in close collaboration with the Government of Ukraine, UN agencies, NGOs, and a wide range of bilateral and multilateral donors.
The Country Office’s partner base has grown significantly in the past five years, with the nurturing of existing relations and the establishment of new partnerships with donors at local and capital level, both in the public and private sector, with the goal to secure reliable income and influence to achieve results for children. The volunteer will be embedded in the Partnerships team of the UNICEF Ukraine Country Office, which is responsible for resource mobilization, donor relations, and donor reporting across the Country Programme. The Partnerships section manages relationships with a diverse donor portfolio - including bilateral partners, multilateral institutions, and private sector entities - and ensures programmatic and financial compliance with donor agreements, supports proposal development, budget management, donor reporting, and strategic engagement with partners. The assignment sits at the intersection of resource mobilization and programme quality, contributing directly to UNICEF Ukraine's ability to sustain and expand its response for children affected by the conflict.
In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.

Task description
Under the supervision of the Partnerships Manager/Specialist, the UNV National Specialist (Partnerships Officer) will carry out the following tasks:
• Donor reporting: Assist in the preparation and editing of donor reports by drafting sections, proofreading for accuracy and consistency of language, and checking alignment with the original proposal and donor-specific templates. Cross-check financial and narrative data and flag any inconsistencies or gaps for supervisor review prior to submission. Maintain an internal tracker to support timely routing for approvals and submission to partners.
• Input coordination and drafting: Collect and consolidate data, statistics, and programme updates from relevant sections to feed into reports, proposals, and partner communications prepared by senior staff. Draft select sections of concept notes, project proposals, briefing materials, and donor correspondence for review and finalization.
• Knowledge management and record-keeping: Keep the Partnerships section's filing and tracking systems up to date - including grant trackers, pipeline trackers, and reporting calendar — ensuring records are organized and accessible on internal repositories. Take notes during internal and external meetings and circulate action points to relevant colleagues following supervisor review.
• Donor research and partner profiling: Prepare background research on prospective and existing donors, covering funding priorities, geographic focus, and past engagement with UNICEF or the Ukraine response, for review and use by Partnerships and other staff. Help maintain updated donor profiles, tracking shifts in development assistance policies and funding trends relevant to the Ukrainian context.
