Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable low-and zero-emissions transport in low-and middle-income countries around the world through projects and programmes on cleaner Fuels and Vehicles, Electric Mobility, Active Mobility and Transport Digitalisation. UNEP is implementing the Global Electric Mobility Programme, supporting close to 60 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation. The Used EVs and Battery end-of-Life Programme is part of the Global Electric Mobility Programme. Low- and Middle-Income Countries are facing a growing challenge when it comes to end-of-life (EoL) electric vehicle batteries. Increasing numbers of EVs are already reaching EoL today, emphasizing the need to develop national and regional action plans and policies to ensure these batteries are managed responsibly at the EoL. The Programme on Used EVs and Battery end-of-life undertakes activities at global, regional and national level to support these efforts. It supports close to 40 LMICs to put in place national used EV and battery EoL programmes, which includes amongst others the development of national policy frameworks to ensure only high quality used EVs are imported, and EV batteries are repaired, reused, repurposed and recycled responsibly when they reach end-of-life. The Programme also supports the development of hub and spoke systems for EV battery collection and processing at a regional level.
