ASSIGNMENT: INDIVIDUAL CONSULTANT FOR ONE HEALTH GENDER TOOLKIT

Context

The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world's animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Joining WOAH means taking part in the development of one of the leading international organisations, recognised and associated with other multilateral institutions, in the field of worldwide health. It means helping to build a global approach to health, combining animal and human health in a "One Health" approach.

To support its work, WOAH may use individual consultants to provide ad hoc support for tasks that cannot be carried out by members of its staff. An individual consultant works in his own name, for the duration of his assignment at WOAH, to the exclusion of any other principal and without being attached to any employer.

WOAH's headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters.

Since 2021, WOAH has strengthened its commitment to gender equality by creating a Gender Task Force and publishing its Gender Equity Plan (GEP) in 2022. The GEP focuses mainly on internal culture, including recruitment, leadership balance, and work life integration, while also promoting broader diversity and inclusive programming. Recent efforts include awareness campaigns and a 2023 PVS Pathway review, which highlighted the need for more gender sensitive tools and balanced expert teams. Building on this, WOAH is expanding toward a broader Gender Equality, Disability Inclusion and Social Equity (GEDSI) framework. A dedicated strategy is being developed to embed inclusion across policies, standards, and capacity building, supporting more accessible animal health systems and reinforcing its One Health commitment.

By design, One Health actions require attention to the social factors that influence who owns animals, who cares for them, and who accesses services. Applying a gender lens therefore enhances the effectiveness of surveillance, risk reduction and community engagement at the human–animal–environment interface.

The One Health approach is defined by the QPT advisory OH High Level Expert Panel (OHHLEP) as an integrated, unifying framework that recognises the interdependence of human, animal, plant, and environmental health, and promotes coordinated, multi-sectoral action to sustainably optimise health outcomes and advance equity and resilience.

In 2022, WOAH, WHO, UNEP and FAO formalised their collaboration as the One Health Quadripartite, leading to the One Health Joint Plan of Action (OH JPA). The plan outlines six action tracks to strengthen health systems, reduce zoonotic and pandemic risks, control endemic and vector borne diseases, improve food safety, address antimicrobial resistance, and integrate environmental considerations. These tracks guide coordinated action across sectors.

The OH JPA promotes gender equality, inclusiveness, and equity as core principles for One Health policies and programmes. In line with the 2030 Agenda for Sustainable Development, it calls for interventions that advance gender equity and women's empowerment while addressing the diverse vulnerabilities and roles of different population groups. It also emphasizes inclusive approaches that engage local communities and stakeholders in shaping solutions. Recognizing both scientific evidence and local and traditional knowledge is key to ensuring effective, equitable, and sustainable One Health action.

  • Develop and/or compile 3-5 case studies illustrating operational application of the methodology and indicators in One Health contexts (ideally from previous country applications); highlight lessons learnt.

Development of gender-responsive indicators

  • Propose a concise set of gender-responsive indicators to support the monitoring and evaluation of gender integration within OH JPA implementation.
  • Design simple data-collection templates to track participation in OH activities across gender and relevant social groups.
  • Provide examples of reporting formats that help countries assess progress and share lessons.

Test and finalise the toolkit

  • Support the preparation of the toolkit for pilot testing in selected countries. Pilot testing will be limited in scope and focus on usability feedback.
  • Collect user feedback from partners and stakeholders (e.g., through online consultations).
  • Integrate feedback to refine the materials and prepare a final ready for dissemination and training.
  • Provide recommendations for institutionalization, incl. integration of toolkit into One Health platforms, multisectoral coordination mechanisms, and frameworks at national level and for systematic integration in the OH JPA.

Qualifications and Experience

Required Qualifications

  • Advanced University Degree (Master's or higher) in a relevant field (e.g., Gender Studies, Social Sciences, International Development, Public Health, Human Rights, or related areas). Postgraduate degree with a GEDSI or social inclusion focus. Training or certification in: Gender mainstreaming, Human rights-based approaches, Participatory approaches or community engagement.

Required Professional Experience

  • At least 5 years of professional experience integrating gender principles into policies, programmes, or development initiatives.
  • Demonstrated experience conducting: Gender and social inclusion analyses and Stakeholder consultations.
  • Demonstrated experience developing practical guidance, toolkits, or methodologies for policy or programme implementation. Experience working in multicultural and multidisciplinary settings.

Additional Qualifications

  • Experience working in One Health, animal health systems, or public health.
  • Experience collaborating with UN international organizations such as WOAH, WHO, FAO, UNEP, or similar institutions.
  • Experience supporting national policy development or capacity-building initiatives.
  • Experience working in low- and middle-income country contexts.

Technical Skills

  • Strong knowledge of gender mainstreaming approaches and frameworks.
  • Ability to develop practical and user-friendly tools (e.g., assessment tools, mainstreaming guides)
  • Ability to translate technical concepts into operational guidance for policymakers and practitioners. Strong analytical and critical thinking skills applied to policy and regulatory contexts.
  • Familiarity with monitoring and evaluation frameworks and indicator development.
  • Outstanding written and oral communication skills in English. Knowledge of another language would be an asset.

Additional Information

Working conditions

The payment schedule for the consultancy is as follows:

  • 40% of the total amount of the service will be paid on signing the contract;
  • 60% of the total amount of the service will be paid upon receipt and validation of the report and after receipt and validation by WOAH of the final deliverables.

Duration: three months with expected maximum 52 working days.

Location: Home-based.

Organisation of the Work

The consultant will work remotely. The consultant will report to the Head of the One Health and Global Frameworks Department of WOAH HQ, who will be responsible for providing guidance and validating the deliverables.

Payment Schedule

The payment for the performed work will be paid to the consultant in tranches as prescribed in the Working Conditions section above.

If missions are confirmed during the consultancy, WOAH will cover the real travel costs in accordance with its Financial Policy Framework and standard travel rules. These costs should not be included in the consultant's financial proposal. The terms and conditions of the consultancy will follow those outlined in the WOAH Consultancy Contract template.

Structure of the response

Interested Consultants are invited to submit a proposal including the following documents in English:

  • Curriculum Vitae (maximum 2 pages), outlining relevant qualifications, experience, and language skills;
  • Cover letter (maximum 1 page), demonstrating the consultant's suitability for the assignment and interest in the position;
  • Daily rate in EUR, based on a maximum of 52 working days;
  • References or examples of relevant previous work (optional but encouraged);
  • Confirmation of availability for the proposed period (3 August to 3 November 2026);
  • Annex 1 "Financial offer" duly completed and signed;
  • Annex 2 "Declaration of integrity" duly completed and signed.

Evaluation of Proposals and Award of the Contract

Criteria 1: Technical criteria (70%)

  • Expertise (50%): Relevant qualifications, experience in evidence synthesis, scientific writing and publication of peer-reviewed papers.
  • Demonstrated understanding of the context (20%): Familiarity with WOAH's mandate as well as previous professional experience in working in the following topics: food systems in LMICs, zoonotic disease, and One Health.

Criteria 2: Financial criteria (25%)

  • Global cost (25%): Competitiveness and coherence of the proposed daily rate and total cost within the estimated budget. Criteria 3: Availability and flexibility (5%)
  • Availability for the proposed period and potential to adapt to WOAH timelines, including for occasional in-person meetings or events.

Response process

WOAH reserves the right to introduce non-substantial modifications to the tender documents. In the event that WOAH, either following a request from the Consultant or on its own initiative, introduces a modification of the call, all Consultants having received the invitation to submit a proposal will be informed. WOAH shall signal on the call that modifications have been made and may extend the deadline for submission of proposals to allow Consultants to take into account these changes.

Costs of Responses

Consultants are responsible for all costs and expenses, including professional fees, incurred in connection with the preparation and submission and generally their participation in the Call for Consultant procedure.

Conditions of Participation

Natural and legal persons who have provided a compliant response to the consultation as published may apply.

No more than one proposal may be submitted by a person whether as a natural or legal person. In participating to this consultation, the consultant warrants by doing so that he/she:

  • is not bankrupt or under mandatory liquidation, is not having its affairs administered by the courts,
  • has not entered into an arrangement with creditors, is not the subject of proceedings concerning
  • its business activities, or is not in any similar situation arising from a procedure provided for in
  • national legislation or regulations;
  • has powers of representation, decision-making or control over it or a member of an administrative,
  • a management or a supervisory body has not been the subject of a judgment which has the force
  • of res judicata for fraud, corruption, involvement in a criminal organization, money laundering,
  • offences linked to terrorist activities, child labour, human trafficking, creating or being a shell
  • company or any other irregular or illegal activity;
  • has powers of representation, decision-making or control over it have not been guilty of
  • professional misconduct, including misrepresentation.
  • is in compliance with all its obligations relating to the payment of social security contributions and
  • of taxes in accordance with the national legislation or regulations of the country in which the Consultant resides.

Consultants undertake to provide documentary evidence related to the items mentioned above upon request by WOAH at any point during the call for consultancy procedure and/or contracting process. Should a consultant fail to produce reasonable evidence, WOAH reserves the right to reject the consultant's response and, in the event it has already entered into a Contract with the consultant as a result of the process, to terminate such Contract with immediate effect.

The REFINITIV WORLD-CHEK ONE global compliance screening platform will be consulted. In accordance with WOAH's internal rules, the identification of a Consultant by this platform may lead to its exclusion.

Conflicts of Interest

Under no circumstances is a Consultant to contact any person employed by or representing WOAH regarding the call for consultant procedure other than the person(s) mentioned in this document. In participating to this consultation, a tenderer represents and warrants that the Consultant:

  • does not have any conflict of interest arising from economic interests, political or national affinities, family or emotional ties, or any other relevant connection or shared interest in connection with any Contract that may be entered into between the Consultant and WOAH as a result of the consultation;
  • will inform, without delay, of any situation constituting a conflict of interest or which could give rise to a conflict of interest;

  • No offer of any type whatsoever from which an advantage can be derived under the Contract has been or will be made;
  • has not granted and will not grant, has not sought and will not seek, has not attempted and will not attempt to obtain, and has not accepted and will not accept, any advantage, financial or in kind, to or from any party whatsoever, constituting an illegal practice or involving corruption, either directly or indirectly, as an incentive or reward relating to the award of the Contract;
  • It has not and will not make any misrepresentation, either knowingly or negligently, in supplying any of the information requested by WOAH.

Proposal submission

WOAH, as a data controller, will process the personal data you provide in the bidder for the purposes of identifying a suitable Consultant, to support its work.

The data collected will be processed internally for the aforementioned purposes and for the resulting administrative acts, it shall be kept for the duration of the contract with you and in an intermediate archive for a duration of 10 during the audit period.

WOAH will not release or publish information that could reasonably be considered confidential or proprietary.
