Organizational Context and Scope
The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive trainings, equipment and infrastructure provision programme for different Ministries including Ministry of Defense, Ministry of Interior, Ministry of Transportation and Ministry of Finance, Ministry of Foreign Affairs, International Cooperation, and Egyptian Expatriates, Ministry of Civil Aviation relevant departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighboring countries in the above domains including implementation of international agreements in support of humane and orderly migration.
Under the overall supervision of the Project Officer- Immigration and Border Governance (IBG) and direct supervision of the National Project Officer (IBG), the incumbent will provide administrative support to the implementation of IBG projects in IOM Egypt related to maritime security, integrated border management (IBM), border control and trade and development, and international cooperation in these areas.
Responsibilities
1. Assist in the implementation of assessments, capacity building activities, including support with training materials under the IBG Programme.
2. Support the organization of training, study tours, internships, on-the-job-mentoring, workshops and roundtables related to the project.
3. Contribute to the development and standardization of templates (reports, questionnaires, surveys, profiles, application, feedback and interviewing forms and others) related to the IBG Programme.
4. Provide routine information on the Programme as requested; draft minutes of meetings, correspondence, reports (external and internal) and other written materials/documents related to the Programme activities and deliverables.
5. Assist in monitoring the implementation of Programme activities and updating the team workplan accordingly.
6. Support the coordination of off-site training, workshops, meetings and other Programme-related activities in terms of logistical and administrative support.
7. Carry out data collection and entry for capacity building activities and of relevant beneficiary data, in line with IOM’s Data Protection Principles.
8. Provide support with informal translation of correspondence and other materials from Arabic into English, and vice-versa and assist with interpretation.
9. Respond to general information requests and inquiries; set up and maintain files/records.
10. Undertake of duty of travel in relation to project activities, monitoring and liaison with counterparts.
11. Perform such other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience; or
- High school diploma with five years of relevant experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Previous experience in an international, humanitarian and/or development organization is an advantage.
- Experience in organizing trainings, workshops, meetings and other capacity-building activities.
- Familiarity with border management, trade facilitation, customs functions or related areas is an advantage.
- Experience supporting the development of training plans, standard operating procedures and detailed instructions.
- Experience supporting donor-funded projects, including administrative and financial processes, with IOM, a UN agency or another international organization is an advantage.
- Demonstrated ability to prioritize tasks, meet deadlines, and adapt to changing operational requirements.
Skills
- Knowledge of the broad range of migration-related subject areas dealt with by the Organization.
- Knowledge of the UN system.
- Knowledge of border and migration management concepts in relation to the Egyptian context.
- Excellent writing and communication skills in Arabic and English with the ability to draft clearly and concisely.
- High level of computer literacy.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Arabic is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
