Organizational Context and Scope
The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministries including Ministry of Defense, Ministry of Interior, Ministry of Transportation and Ministry of Finance, Ministry of Foreign Affairs, International Cooperation, and Egyptian Expatriates, Ministry of Civil Aviation relevant departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighboring countries in the above domains including implementation of international agreements in support of humane and orderly migration.
Under the overall supervision of the Senior Programme Manager- Immigration and Border Governance (IBG) and the direct supervision of the National Project Officer (IBG), the incumbent will provide technical and administrative support to the Immigration and Border Governance (IBG) Programme in support of border management authorities in the Arab Republic of Egypt, particularly in relation to combatting cross-border crime and border governance. S/he will also support activities related to migrants’ human rights and protection approach under IBG projects in the Country.
Responsibilities
1. Assist in the planning, coordination, implementation and monitoring of activities under the Immigration and Border Governance (IBG) related projects; assist in identifying synergies and facilitating linkages with other Country office (CO) activities.
2. Assist in drafting project documentation, briefing notes, talking points, reports related to IBG activities.
3. Compile, summarize and present information on national and regional developments relevant to the IBG thematic area, including migration governance, integrated border management, search and rescue (SAR), and related legal and policy frameworks.
4. Prepare and deliver presentations and training modules to the beneficiaries in the relevant thematic area of IBG.
5. Monitor the programme’s budgetary and administrative aspects in line with IOM policies and procedures and donor requirements and bring conclusions, deficiencies and gaps to the attention of the supervisor for consideration and follow-up.
6. Support the monitoring of procurement as well as rehabilitation projects through timely facilitation of all necessary administrative, organizational, and tender processes, in coordination with the Resource Management Unit and local partners.
7. Monitor project implementation and the work of local implementing partners; identify implementation issues and report them to the supervisor; draft and contribute to regular project and activity reports and provide inputs to donor narrative reports.
8. Support the coordination of meetings and capacity-building activities for partner government agencies, local partners and other stakeholders associated with the IBG Programme.
9. Maintain liaison with government entities, embassies, implementing partners, UN agencies, and other stakeholders involved in carrying out IBG activities in the country and attend relevant meetings and events.
10. Cooperate efficiently with other team members and provide guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
11. Undertake duty travel related to project activities, monitoring and liaison with counterparts.
12. Perform such other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in Law, International Law, Maritime Law, Humanitarian Action, Development studies, Security studies, Political Science or any other related field from an accredited academic institution with four years of relevant professional experience; or
- High school diploma with six years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in international organizations, humanitarian operations, SAR (Search and Rescue) authorities, border management and law enforcement, project development, donor relations or similar.
- Experience in supporting IBG (Immigration and Border Governance) projects and programmes; experience in supporting and delivering IBG-related training and capacity-building activities for government officials is an advantage.
- Experience working with SAR (Search and Rescue), maritime law, migration, law enforcement, human rights or inter-governmental cooperation.
- Experience in developing training plans, standard operating procedures and detailed instructions.
- Experience in supporting donor project management, programmatically and financially, with IOM or with a UN agency, will be an added advantage.
- Experience working in or knowledge of SAR coordination, aerial and maritime technologies is an advantage.
- Experience supporting the development of standard operating procedures (SOPs), concept papers and project proposals is an advantage.
Skills
- Good understanding of international migration law, rule of law concepts, human rights, and relevant legal frameworks related to migration governance, smuggling of migrants and trafficking in persons.
- Understanding of integrated border management, humanitarian border management approaches, and SAR-related concepts and coordination mechanisms.
- Ability to compile, analyse and present information and draft reports, briefing notes and other project documentation.
- Demonstrated ability to support project implementation, monitor activities and organize meetings, workshops and events involving multiple stakeholders.
- Strong written and oral communication skills in English, including the ability to prepare and deliver presentations and briefings.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Arabic is required (oral and written).
