BACKGROUND AND JOB PURPOSE: This job is based in WFP Field Office Karachi and the job holder will report to Programme Policy Officer (Nutrition) under the overall supervision Head of Provincial Office. The job holder will be working as a team member in the Field Office to assist in all matters related to the nutrition programming in the most vulnerable targeted districts of Sindh and maintain coordination with stakeholders.
The Programme Associate Data & Info is responsible for the information management of the nutrition and safety nets programmes at provincial level. The responsibilities include maintaining and reconciliation of data for CMAM, CMAM surge, Benazir Nashonuma Programme (BNP) – prevention of stunting and other projects. The Programme Associate Data & Info is also responsible for the partnerships with Cooperating Partners (CP).

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):


Programme and Cooperating Partner
1. Provide technical support and assist in the development and implementation of various activities and processes within nutrition (including Community Management of Acute Malnutrition) and Conditional Cash Transfer programming supporting within the specific area of work supporting alignment with programme policies and guidelines
2. Strengthen the capacity of cooperating partner staff on basic and medium level data management skills, data processing protocols and assisting with statistical analysis
3. Follow up with CP for submission of the monthly invoices and reports along with the supporting documents and further sharing with PO finance unit for further process
4. Review the budgets and proposal submitted by CPs work on budget for FLAs extensions, preparing Note For Record (NFR) and other related documents for submission to CO
5. Facilities CP for the compilation of measure CBT- output data as per project requirement
6. Provide reconciliation reports for Specialised Nutritious Food (SNF) in the BNP programme and the last mile delivery to Facilitation Centres
7. Reconciliation of all cycles data of both CNIC and non-CNIC for further sharing with WFP CO
8. Manage systems for beneficiaries’ registration, tracking and distribution planning and monitoring. Assist the team in implementation of the SCOPE under CBT programmes/projects
9. Prepare Cash Release Note (CRN) district wise for review and analysis of PPO and approval by Head of Office, Sindh and shared with CO
10. Close coordination with Financial Service Provider and CPs to commence the timely cash disbursement and also ensure the arrangement of required payments
11. Ensure that WFP’s data protection policy is being properly implemented at field level by respective CPs

Data management and reporting
12. Manage overall nutrition projects knowledge management including, data collection, validation, cleaning, and analysis, and ensuring accurate entry of complete project data in COMET BISP BNP app, NIS, SCOPE, and other tools
13. Prepare a range of reports and data analysis (e.g. nutrition needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control, including annual trend analysis of beneficiaries vs tonnage distribution
14. Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders
15. Ensuring that all COMET modules are successfully implemented in SSCO including building capacity of the relevant staff if required to ensure all outputs are measured and related analysis and reports are provided
16. Ensuring quality planning and actual achievements are recorded and validated in COMET in addition to the direct support of the CPDRs reconciliation process
17. Real time availability of estimated/ actual operational data disbursement report
18. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility

Liaison with stakeholders
19. Liaise and communicate with Cooperating Partners (CP), government institutions, district authorities and counterparts to support effective collaboration, implementation and monitoring of ongoing project activities or new projects
20. Support the capacity building of the CPs and relevant government line departments in technical needs
21. Supporting the PPO on strategic coordination and planning of future nutrition or safety net projects
Field missions
22. Prepare and facilitate mission to the targeted areas if any
23. Conduct regular field visits to support and monitor field activities and follow up of issues in field and report back for information and action
24. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis
Complaint management
25. Collaborate with M&E teams to address issues related to Complaints and Feedback Mechanisms (CFM) in a timely and responsive manner
26. Act as a point of contact for resolution of complain received from field and general operational queries requesting assistance where necessary or as advised by HOPO and PPO
27. Strictly follow the confidentiality of CFM system and report only to the concerned management
Mandatory training
28. Complete all mandatory trainings advised by Human Resources Department. Encouraged to polish his/her soft skills in communication, IT usage, gender sensitivities, and others
Any other duties
29. Perform other related duties or assignments in line with the position level and expertise as assigned by HOPO and /or PPO

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. A post secondary certificate or a Bachelor's degree in social sciences, public health/nutrition, project management, development studies is desirable.


Experience: Minimum 6 years of experience in public or private sector with provincial / national / international organizations demonstrating evidence of implementation preferably in nutrition, food security, CBT (Cash Based Transfers).

Knowledge and Skills:

Experience in project cycle management, monitoring implementation and data collection, processing and analysis systems.
Has the experience of working with technical teams (nutrition, M&E)
Strong statistical, analytical, interpersonal and communication skills
Strong capacity of capacity strengthening and guidance for Cooperating Partner (CP)
Ability to work independently with minimum supervision
Ability to work in Excel, COMET, SCOPE, LESS and Partner Connect and SQL database


Language: Fluency in both oral and written communication in English and Urdu. Knowledge of local language is highly desired.
