• Inception report and detailed workplan for implementation at FATA University and Kohat University. • Rapid context note covering cohort needs, delivery approach and proposed community challenge themes. • Contextualized training modules, facilitator notes, participant handouts, exercises, mentoring tools and assessment formats. • Structured delivery of youth leadership, community engagement and social enterprise development modules for selected student cohorts. • Mentoring support provided to student teams for development of youth-led initiatives, community challenge solutions and social enterprise concepts. • At least two youth-led initiatives supported through the university incubation or innovation support process, subject to cohort performance and university participation. • Training attendance records, pre- and post-assessment results, feedback analysis, mentoring records and documentation of student outputs. • Final consultancy report capturing results, challenges, lessons learned, success stories, recommendations, and sustainability options for university-level continuation.

Duties and Responsibilities

Under the supervision of the Advisor - Preventing and Countering Terrorism, and in coordination with the UNODC programme team, the consultant will perform the following tasks: • Prepare an inception workplan covering methodology, delivery plan, mentoring approach, timelines, coordination requirements and expected outputs for both universities. • Conduct a rapid review of the university context, student cohort profile and local community needs relevant to youth leadership, livelihoods, employability and social enterprise development. • Review and contextualize existing training material for youth leadership, social enterprise development and community engagement. • Develop or refine practical module content, facilitator notes, participant handouts, exercises, mentoring tools and assessment formats. The module package should cover, at minimum: • Introduction to social enterprise and community-led innovation • Local problem identification, community mapping and stakeholder analysis • Leadership, teamwork, ethics and responsible civic engagement • Design thinking, problem-solution fit and community validation • Digital tools and mini-projects for social impact, outreach and communication • Gender equality, inclusion, safeguarding and conflict sensitivity • PVE/CVE concepts in a youth, resilience and community engagement context • Deliver structured training sessions and practical learning exercises for selected student cohorts at FATA University and Kohat University. • Facilitate interactive sessions including case studies, group work, reflection exercises, leadership simulations, peer learning, community challenge assignments and pitch clinics. • Provide mentoring and coaching to student teams to convert ideas into practical youth-led initiatives and social enterprise concepts. • Support university focal persons in linking student teams with incubation, innovation or enterprise support mechanisms established or supported under the project. • Promote inclusive participation, particularly of women, marginalized students and youth from vulnerable or underserved communities. • Coordinate with university focal persons, UNODC team members, other trainers and relevant stakeholders to ensure timely and quality delivery. • Develop and administer pre- and post-training assessment tools, feedback forms, attendance records, mentoring logs and documentation templates. • Document student outputs, lessons learned, challenges, success stories and recommendations for sustainability and scale-up. • Prepare periodic progress updates and a final consultancy report with annexes, including training materials, attendance sheets, assessment results, mentoring records, photographs where available, and recommendations for follow-up support.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in Social Sciences, Development Studies, Public Policy, Business Administration, Entrepreneurship, Gender Studies, Education, Community Development or other related fields is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A minimum of 2 years of experience in entrepreneurship development, livelihoods, social innovation, youth leadership, policy advisory, community development or related fields is required. Experience in designing and delivering training modules, mentorship programs, incubation support, social enterprise development or youth-focused capacity building is required. Experience of working with universities, government counterparts, UN agencies, private sector, civil society, chambers, enterprise ecosystems or community-based organizations is desirable. Strong understanding of inclusive economic development, women economic empowerment, youth employability, social cohesion and community resilience in Pakistan is desirable. Ability to translate policy and program objectives into practical student learning tools, business model exercises, pitch formats, mentoring plans and reporting templates is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage. Fluency in local language (URDU) is required.
