Output 1: Enhanced regional policy intelligence, strategic analysis, and knowledge management to support UNEP’s engagement with Member States and partners in Asia and the Pacific. Deliverables: i. Update of regional calendar of strategic events in Asia and Pacific ii. Update of the list of major groups and stakeholders; and collaboration in the region iii. Analytical summary of national statements and key outcomes from major global and regional environmental events e.g. High-Level Political Forum, the Summit of the Future, UN Biodiversity Conference, UN Climate Change Conference as well as results of UNEP participation (where applicable). iv. Monthly updates on political and policy developments in the region v. Compilation of best practices on south-south and triangular cooperation in Asia Pacific vi. Update of UNEP collaboration with intergovernmental organizations in the region (ASEAN, ICIMIOD, SACEP, SPREP, PIF, SAARC, GMS, ESCAP, APFSD, etc. Output 2: Effective coordination and substantive support for the 7th AP Forum and other regional and global intergovernmental processes, including UNEA, APFSD Deliverables: i. Coordinated draft agenda, background documents, outcome documents for the 7th AP Forum ii. Website content prepared for the 7th AP Forum website and regular update iii. Coordinated draft resolutions and draft regional inputs to UNEA-8 and CPR process iv. Programmatic support to the UNEA-8 briefing sessions for Asia Pacific member states v. Substantive support to UNEP engagement during the 14th Asia Pacific Forum for Sustainable Development (14th APFSD) including SDG profile briefs and SDG RoundTable session. Output 3: Strengthened monitoring, reporting, and accountability for implementation of UNEA resolutions and regional programme priorities. Deliverables: i. Update and coordinated input to the quarterly progress on monitoring on implementation of UNEA resolutions in Asia and the Pacific in line with HQ reporting on resolutions. ii. Coordinated input on political and policy developments and thematic issues for ED’s quarterly reporting to CPR. iii. Coordinated input to quarterly progress report on the 2026–2027 regional work plan iv. Input provided to the draft regional work plan for 2027–2028 Output 4: Strengthened integration of environmental priorities within UN development system processes at regional and country levels Deliverables: i. Technical inputs provided to UN Country Analyses (UNCA), UN Sustainable Development Cooperation Frameworks (UNSDCFs), UNCT reporting, and related UN processes. ii. Analytical support provided to UNCT focal points and UN regional coordination mechanisms Output 5: Enhanced strategic communications and executive support for UNEP leadership engagement In major events on environmental issues, in consultation with the UNEP Regional Development Coordinator Deliverables: i. Speeches, presentations, talking points, country briefing notes, bilateral meeting briefs, and key messages prepared for regional and global meetings. ii. Senior management briefing packages prepared for strategic engagements and missions

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. In line with UNEP’s Medium-Term Strategy 2026–2029 and Programme of Work 2026–2027, the individual contractor will support the Intergovernmental Affairs and UN Coordination Unit and contribute to major regional and global events. These include preparations for the 7th Session of UNEP’s Forum of Ministers and Environment Authorities of Asia Pacific (7th AP Forum) and UNEA-8 in Nairobi in 2027, as well as regional preparations for other intergovernmental meetings such as the Asia Pacific Forum for Sustainable Development. The individual contractor will work under the guidance and direct supervision of the Regional Environmental Affairs Officer and Regional Development Coordination Officer; and under the overall supervision of the Regional Director of Asia and the Pacific Office, to undertake the following tasks: - Enhanced regional policy intelligence, strategic analysis, and knowledge management to support UNEP’s engagement with Member States and partners in Asia and the Pacific. - Effective coordination and substantive support for the 7th AP Forum and other regional and global intergovernmental processes, including UNEA, APFSD - Strengthened monitoring, reporting, and accountability for implementation of UNEA resolutions and regional programme priorities. - Strengthened integration of environmental priorities within UN development system processes at regional and country levels. - Enhanced strategic communications and executive support for UNEP leadership engagement in major events on environmental issues, in consultation with the UNEP Regional Development Coordinator

Qualifications/special skills

An advanced university degree in environmental science, environmental management, or Sustainable Development, or other related fields including Development Studies, International Affairs, Political Science, Social Science, Public Administration or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree. - At least 2 years working experience in the environmental field with significant exposure to the Asia-Pacific region is required. - Experience working within the United Nations system, particularly with UNEP, or other international organizations is required. - Expertise in environmental policy analysis, research, and sustainable development practices is required. - Proven project management experience, including planning, execution, and evaluation of large-scale intergovernmental events or forums is desirable - Demonstrated experience in regional cooperation, particularly in Asia-Pacific frameworks such as ASEAN, ICIMIOD, ESCAP, etc. is desirable - Strong skills in stakeholder engagement and management across governments, intergovernmental organizations, civil society, and youth groups is desirable. - Experience with web-based platforms and software for communication, information sharing and networking and use of social media is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
