Mission and objectives
El Programa de Naciones Unidas para el Desarrollo (PNUD) forma parte de las agencias del Sistema de las Naciones Unidas y tiene presencia en Bolivia desde la firma del Acuerdo Básico con el gobierno, el 31 de octubre de 1974.
El objetivo del PNUD Bolivia es cerrar las brechas de desarrollo y contribuir a que nadie se quede atrás en el país, a través del Marco de Complementariedad de Naciones Unidas para Vivir Bien en Bolivia que está alineado con los 13 Pilares de la Agenda Patriótica y los 17 Objetivos de Desarrollo Sostenible 2030 que se centran en apoyar la implementación del Plan de Desarrollo Económico y Social del Desarrollo Integral para Vivir Bien.
Gracias al apoyo, el conocimiento de la realidad local y el respeto por las visiones de desarrollo, el PNUD construye su red de conocimiento global y da visibilidad a estas miradas de desarrollo alternativas, acompañando al país en sus esfuerzos por un desarrollo sostenible, inclusivo, equitativo y de lucha contra la pobreza.

Context
The Government of Bolivia has expressed a strong commitment to advancing digital transformation as a strategic priority to improve public sector efficiency, strengthen transparency and accountability, enhance service delivery, and promote inclusive development. In this context, the digitalization of public services, institutional modernization, and the use of emerging technologies are seen as key enablers for improved governance and increased citizen trust.
UNDP Bolivia supports national and subnational institutions in advancing digital transformation and e-governance initiatives, ensuring that these processes are inclusive, secure, and aligned with human rights and international standards. As digital technologies become increasingly embedded in public administration, cybersecurity, information security, and data protection have emerged as critical pillars for safeguarding digital public infrastructure and strengthening institutional resilience.
As part of its support to the Government, UNDP has successfully led and finalized a Digital Readiness Assessment (DRA), a comprehensive diagnostic process that assessed Bolivia’s digital ecosystem across key dimensions such as digital governance, digital public services, digital infrastructure, data, cybersecurity, skills, and innovation. The DRA provides evidence-based findings and strategic recommendations to guide the country’s digital transformation agenda.
Within this framework, the Associate Officer on Cybersecurity and Emerging Technologies will support UNDP’s governance and digital transformation portfolio by contributing to analytical work, coordination, and knowledge generation related to cybersecurity, digital governance, digital transformation, and emerging technologies. The role is designed as a learning and support position, offering hands-on exposure to UNDP’s work in strengthening secure and inclusive digital transformation processes in Bolivia, including follow-up actions linked to the DRA outcomes.
UNDP Bolivia supports national and subnational institutions in advancing digital transformation and e-governance initiatives, ensuring that these processes are inclusive, secure, and aligned with human rights and international standards. Task description
Under the direct supervision of the Project Coordinator, Governance portfolio, UNDP Bolivia, the UN Volunteer will undertake the following tasks:
i. Assist in the collection, organization, and preliminary review of information related to cybersecurity, digital governance, digital transformation, and emerging digital trends, under guidance from the supervisor.
ii. Support the preparation and formatting of background notes, concept notes, briefs, and presentations related to digital security, e-government, data protection, and innovation, based on existing inputs and guidance.
iii. Assist in compiling and organizing information on initiatives, stakeholders, and institutional frameworks related to cybersecurity and digital transformation at the national and subnational levels.
iv. Contribute to the documentation and organization of good practices, lessons learned, and case studies on digital governance and cybersecurity from UNDP projects and partners.
v. Provide logistical and coordination support for the preparation and organization of meetings, workshops, and coordination spaces with government counterparts, technical partners, and development actors, including note-taking and follow-up actions.
vi. Support the monitoring and documentation of ongoing activities related to digital transformation and cybersecurity awareness, including the compilation of progress information and results.
vii. Assist in drafting and editing communication and knowledge products, such as summaries, basic briefs, and presentations, aimed at strengthening understanding of safe, inclusive, and secure digital transformation.
viii. Perform other related tasks as requested by the supervisor, within the scope of the assignment and in line with learning objectives.
