O FNDE tem por finalidade prestar assistência técnica e financeira e executar ações que contribuam para a melhoria da educação básica pública, com vistas à universalização do atendimento escolar e à melhoria da qualidade do ensino, bem como compartilhar o conhecimento que subsidia a execução das ações, projetos e programas. Dentre esses programas, o FNDE operacionaliza  o Plano de Ações Articuladas (PAR), uma estratégia de assistência técnica e financeira iniciada pelo Plano de Metas Compromisso Todos pela Educação, instituído pelo Decreto nº 6.094, de 24 de abril de 2007, fundamentada no Plano de Desenvolvimento da Educação (PDE), que consiste em oferecer aos entes federados um instrumento de diagnóstico e planejamento de política educacional, concebido para estruturar e gerenciar metas definidas de forma estratégica, contribuindo para a construção de um sistema nacional de ensino. 

Nesse contexto, o PAR apresenta indicadores definidos a partir do diagnóstico e planejamento local, para quatro dimensões: 

1. Gestão educacional; 

2. Formação de professores, dos profissionais de serviço e apoio escolar; 

3. Práticas pedagógicas e de avaliação, e 

4. Infraestrutura física e recursos pedagógicos.  

Na dimensão 4, destacam-se as iniciativas de construção de obras, que se classificam em etapas, modalidades e desdobramentos. Para as etapas do Ensino Fundamental e Médio, temos as modalidades de Educação Escolar Indígena (com desdobramentos urbano e rural) e Educação Escolar Quilombola (também com desdobramentos urbano e rural). Verifica-se que inúmeras obras indígenas e quilombolas encontram-se paralisadas ou inacabadas. Nesse sentido, o FNDE identificou os seguintes gargalos prioritários que precisam ser superados para reverter a trajetória dessas obras e fornecer a infraestrutura necessária para atingir as metas do PPA e PNE e oferecer uma educação de qualidade para comunidades indígenas e quilombolas e para a população em geral: Fortalecer a gestão de processos do PAR, que tem levado à celebração de ajustes com elevado risco de resultar em obras paralisadas ou inacabadas; Fortalecer a capacidade técnica e operacional das equipes de Estados e Municípios para gerenciar as obras; Fortalecer a capacidade operacional do FNDE para acompanhar e apoiar as equipes técnicas de Estados e Municípios. Neste contexto, o FNDE solicitou assistência técnica do UNOPS para aprimorar a gestão do Plano de Ações Articuladas (PAR), o fortalecimento da assistência técnica fornecida aos entes federados e a finalização de obras inacabadas para comunidades indígenas e quilombolas. A situação esperada ao término do projeto é:

Diagnóstico dos processos do PAR, mecanismo de avaliação de riscos e roteiro estratégico para negociação, permitindo a negociação célere e com maior qualidade de novos convênios com entes federados. Modelo aprimorado de assistência técnica e convênios que estavam sob risco atendidos, permitindo melhor assistência aos entes federados e redução no número de novas obras paralisadas, com a internalização pelo FNDE de metodologia e instrumentos necessários para o planejamento, o monitoramento, a execução e a avaliação ex post de obras futuras. 

O Resultado 2 deste acordo de cooperação se refere à capacidade de gestão de obras fortalecida, incluindo:

The National Fund for Educational Development (FNDE) is a federal agency responsible for implementing the educational policies of the Ministry of Education (MEC). The FNDE’s purpose is to provide technical and financial assistance and to implement measures that contribute to the improvement of public basic education, with a view to universalising school provision and improving the quality of teaching, as well as sharing the knowledge that underpins the implementation of these measures, projects and programmes. Among these programmes, the FNDE implements the Coordinated Action Plan (PAR), a strategy for technical and financial assistance initiated by the ‘All for Education’ Commitment Targets Plan, established by Decree No. 6,094 of 24 April 2007, based on the Education Development Plan (PDE), which consists of offering federal entities a tool for the diagnosis and planning of educational policy, designed to structure and manage strategically defined goals, contributing to the construction of a national education system. 

In this context, the PAR presents indicators defined on the basis of local diagnosis and planning, covering four dimensions: 

1. Educational management; 

2. Training of teachers, school service and support staff; 

3. Teaching and assessment practices; and 

4. Physical infrastructure and teaching resources.  

In dimension 4, the focus is on construction projects, which are categorised by stage, type and sub-category. For the primary and secondary education stages, we have the categories of Indigenous School Education (with urban and rural sub-categories) and Quilombola School Education (also with urban and rural sub-categories). It is evident that numerous indigenous and Quilombola construction projects are at a standstill or unfinished. In this regard, the FNDE has identified the following priority bottlenecks that need to be overcome to reverse the trajectory of these projects and provide the necessary infrastructure to achieve the targets of the PPA and PNE and offer quality education to indigenous and Quilombola communities and the general population: Strengthen the management of PAR processes, which have led to the signing of agreements with a high risk of resulting in stalled or unfinished projects; Strengthen the technical and operational capacity of state and municipal teams to manage the projects; Strengthen the FNDE’s operational capacity to monitor and support state and municipal technical teams. In this context, the FNDE requested technical assistance from UNOPS to improve the management of the Coordinated Action Plan (PAR), strengthen the technical assistance provided to federal entities, and complete unfinished works for indigenous and quilombola communities. The expected outcome at the end of the project is: 

Diagnosis of PAR processes, a risk assessment mechanism and a strategic roadmap for negotiation, enabling the swift and high-quality negotiation of new agreements with federal entities. An improved model for technical assistance and agreements that were at risk have been addressed, enabling better support for federal entities and a reduction in the number of new stalled projects, with the FNDE internalising the methodology and tools necessary for the planning, monitoring, execution and ex-post evaluation of future projects. 

Outcome 2 of this cooperation agreement refers to strengthened project management capacity, including:

The National Fund for Educational Development (FNDE) is a federal authority responsible for executing educational policies of the Ministry of Education (MEC). FNDE aims to provide technical and financial assistance and execute actions that contribute to the improvement of public basic education, aiming at universalizing school attendance and improving the quality of teaching, as well as sharing knowledge that supports the execution of actions, projects, and programs. Among these programs, FNDE operationalizes the Articulated Action Plan (PAR), a technical and financial assistance strategy initiated by the Commitment Goal Plan for All in Education, instituted by Decree No. 6,094, of April 24, 2007, based on the Education Development Plan (PDE), which consists of offering federal entities an instrument for diagnosing and planning educational policy, conceived to structure and manage strategically defined goals, contributing to the construction of a national education system. In this context, PAR presents indicators defined based on local diagnosis and planning, for four dimensions: 

1. Educational management; 
2. Training of teachers, service, and school support professionals; 
3. Pedagogical and evaluation practices, and 
4. Physical infrastructure and pedagogical resources. 

In dimension 4, construction work initiatives stand out, which are classified into stages, modalities, and developments. For the stages of Elementary and Middle School, we have the modalities of Indigenous School Education (with urban and rural developments) and Quilombola School Education (also with urban and rural developments). 

It is verified that countless indigenous and quilombola works are paralyzed or unfinished. In this sense, FNDE identified priority bottlenecks that need to be overcome to reverse the trajectory of these works and provide the necessary infrastructure to achieve the goals of the PPA and PNE and offer quality education for indigenous and quilombola communities and for the general population: 

• Strengthening the management of PAR processes, which has led to the celebration of agreements with a high risk of resulting in paralyzed or unfinished works; 
• Strengthening the technical and operational capacity of State and Municipal teams to manage the works; 
• Strengthening the operational capacity of FNDE to monitor and support the technical teams of States and Municipalities. 

In this context, FNDE requested technical assistance from UNOPS to improve the management of the Articulated Action Plan (PAR), strengthen technical assistance provided to federated entities, and finalize unfinished works for indigenous and quilombola communities. The expected situation at the end of the project is: 

• Diagnostic of PAR processes, risk assessment mechanism, and strategic roadmap for negotiation, allowing for rapid and higher-quality negotiation of new agreements with federated entities. 
• Improved technical assistance model and agreements that were at risk addressed, allowing better assistance to federated entities and reduction in the number of new paralyzed works. 
• 120 completed schools for indigenous and quilombola communities, with the internalization by FNDE of the methodology and instruments necessary for the planning, monitoring, execution, and ex-post evaluation of future works. 

Result 2 of this cooperation agreement refers to strengthened construction management capacity, including: 

• 2.1 Social and infrastructure diagnostic of indigenous and quilombola schools. 
• 2.2 Review and adaptation of infrastructure projects for finishing works. 
• 2.3 Execution of works.

This process aims to identify and hire 1 (one) Structural Engineer - (Structural Engineering Specialist), within the scope of the UNOPS/24330 Technical Cooperation Project "Strengthening education infrastructure management for traditional peoples in Brazil", supporting the National Construction Specialist and the Coordinating Engineer to achieve Result 2, focusing on the analysis of physical infrastructure evaluation of the schools to be completed by UNOPS.

Sob a supervisão do/a Especialista nacional em gestão de obras,  o/a Engenheiro/a Estrutural - (Especialista em Engenharia Estrutural)  serão responsáveis por desempenhar as seguintes atividades:

• Participar de reuniões técnicas e de controle gerencial visando reportar o andamento das atividades desempenhadas no resultado de diagnóstico das escolas. 

• Apoiar na elaboração de Requisitos de Projetos (termo de referência) para licitação e contratação de diagnósticos, projetos e obras e revisão e atualização de projetos de infraestrutura de acordo com os requisitos nacionais e do UNOPS. 

• Compilar propostas de itens de diagnóstico, diretrizes técnicas e de sustentabilidade nos Editais de Diagnóstico das escolas paralisadas, atendendo às  políticas  de aquisição do UNOPS.

• Analisar, revisar e, quando necessário, sugerir adequações em projetos executivos de engenharia estrutural, sistemas estruturais adotados, dimensionamento, detalhamento, definição de técnicas executivas, especificações de materiais, ensaios e controle tecnológico.

• Preparar relatórios e pareceres técnicos acerca dos projetos de estruturas, técnicas executivas, especificações de materiais, e controle tecnológico.

• Analisar e revisar planilhas orçamentárias (elaborar curva ABC, curva S), programação e controle de obras, cronogramas e gráficos físico-financeiro.

• Formular diretrizes para planejamento e desenvolvimento de projetos de estruturas.

• Formular diretrizes para projetos de engenharia em todas as áreas correlatas à estruturas.

• Formular diretrizes para execução e fiscalização de obras envolvendo controle de qualidade de serviços (elaboração de fichas de fiscalização da execução de serviços, relação de ensaios para controles tecnológicos e emissão de relatórios).

• Elaborar diretrizes para propostas de projetos, contrato de engenharia e estudos de viabilidade correlatos à engenharia estrutural.

• Analisar, revisar e propor alterações quanto aos desenhos técnicos de projetos gráficos visando garantir padrões de qualidade e perfeito alinhamento aos respectivos itens de planilhas orçamentárias.

• Aplicar técnicas avançadas de engenharia e análise técnica para propor solução a problemas correlatos à engenharia estrutural.

• Verificar compatibilização de projetos de sistemas estruturais com demais especialidades de projetos inerentes à infraestrutura.

• Fornecer orientação técnica para desenhistas, projetistas e engenheiros.

• Execução de quaisquer outras tarefas de suporte técnico para apoiar a equipe de projeto conforme necessário.

• Elaborar relatórios de progresso, bem como qualquer um dos relatórios solicitados pela/o Especialista Nacional de Obras e/ou pela/o Gerente de Projetos.

• Preparar e Participar de reuniões, visitas a obras e atividades de apoio ao resultado 2 ou outro prioritário.

• Contribuir ativamente na atualização e compilação de documentos técnicos do projeto.

• Alinhar resultados às demandas e atividades atribuídas à/ao especialista social garantindo a integração dos dados consolidados nas consultas participativas das comunidades, conforme validações ao longo do projeto.

• Atuar em conjunto com outros/as consultores/as especialistas e com a equipe operacional no desenvolvimento dos resultados do Acordo de Cooperação, conforme demandado pelo UNOPS. 

• Apoiar equipe operacional a licitar, contratar e atualizar contratos e afins.

• Elaborar apresentações técnicas e apresentar formalmente produtos e atividades.

• Participar de reuniões e elaborar Atas de Reuniões quando necessário.

• Visitar terrenos  e edificações existentes, Unidades Escolares.

• Visitar comunidades que aderiram ao acordo de cooperação.

• Manter documentada sua produção individual para o desenvolvimento dos produtos solicitados.

Plano de Trabalho e Controle de Progresso:

Para projetos  de  execução  nacional, além das responsabilidades acima, o/a  consultor/a  deverá  atender a um  Plano  de  Trabalho  com  entregas de produtos. Após entrega, uma  vez  que  o  FNDE  autorize,  será  iniciada  a tramitação  para  pagamento  ao(à)  contratado  (a).  Não poderão  ser  efetuados pagamentos sem aprovação expressa do parceiro, nos casos de execução nacional. 

A expectativa é um plano de trabalho por produto para pessoas que atuarão em campo para coleta e análise de dados e outro plano de trabalho por produtos para pessoas que atuarão em análise de dados e compilação de resultados.

Under the supervision of the National Specialist in Construction Management, the Structural Engineer - (Structural Engineering Specialist) will be responsible for performing the following activities:

- Participating in technical and management control meetings to report the progress of activities performed in the school diagnostic result. 

- Supporting the elaboration of Project Requirements (Terms of Reference) for bidding and contracting of diagnostics, projects, and works, and revision and updating of infrastructure projects according to national and UNOPS requirements. 

- Compiling proposals for diagnostic items, technical and sustainability guidelines in the Bidding Documents for Diagnostic of paralyzed schools, adhering to UNOPS procurement policies. 

- Analyzing, reviewing, and, when necessary, suggesting adjustments in executive structural engineering projects, adopted structural systems, sizing, detailing, definition of executive techniques, material specifications, testing, and technological control. 

- Preparing technical reports and opinions on structural projects, executive techniques, material specifications, and technological control. 

- Analyzing and reviewing budget spreadsheets (elaborating ABC curve, S curve), construction programming and control, schedules, and physical-financial charts. 

- Formulating guidelines for planning and development of structural projects. 

- Formulating guidelines for engineering projects in all areas related to structures. 

- Formulating guidelines for execution and inspection of works involving quality control of services (elaboration of service execution inspection sheets, list of tests for technological controls, and report issuance). 

- Elaboration of guidelines for project proposals, engineering contracts, and feasibility studies related to structural engineering. 

- Analyzing, reviewing, and proposing changes to technical drawings of graphic projects ensuring quality standards and perfect alignment with respective budget spreadsheet items. 

- Applying advanced engineering techniques and technical analysis to propose solutions to structural engineering problems. 

- Verifying compatibility of structural system projects with other project specialties inherent to infrastructure. 

- Providing technical guidance for draftsmen, designers, and engineers. 

- Execution of any other technical support tasks to support the project team as necessary. 

- Elaboration of progress reports, as well as any reports requested by the National Specialist in Construction Management and/or Project Manager. 

- Preparing and participating in meetings, site visits, and support activities to result 2 or other priority.

 - Contributing actively to the update and compilation of technical project documents. 

- Aligning results with the demands and activities assigned to the social specialist, ensuring integration of consolidated data in participatory community consultations, as validated throughout the project. 

- Acting together with other expert consultants and with the operational team in the development of the Cooperation Agreement results, as requested by UNOPS. 

- Supporting the operational team to bid, contract, and update contracts and similar documents. 

- Preparing technical presentations and formally presenting products and activities. - Participating in meetings and preparing Meeting Minutes when necessary. 

- Visiting terrains and existing buildings, School Units. - Visiting communities that adhered to the cooperation agreement. 

- Keeping documented individual production for the development of requested products. 

Work Plan and Progress Control:

For projects of national execution, in addition to the responsibilities above, the consultant must meet a Work Plan with product deliveries. After delivery, once FNDE authorizes, the processing for payment to the contractor will begin. No payments can be made without express approval of the partner, in cases of national execution.

The expectation is a work plan by product for people who will work in the field for data collection and analysis and another work plan by product for people who will work in data analysis and compilation of results.
