Organizational Setting and Reporting Relationship

The position of Principal Operations Coordination Specialist is assigned in the India Resident Mission (INRM) within the South Asia Department (SARD). You will be based at our Resident Mission Office in New Delhi, India and relocation is required. All reasonable expenses will be covered.

You will report to the Country Director (CD), INRM and will oversee junior team members.

Your Role

As a Principal Operations Coordination Specialist you will lead strategic plans, including operations strategy and project planning, and pipeline building activities, while ensuring quality and high readiness of ensuing projects. You will also participate in operationally analytical studies, for example, regional cooperation and integration (RCI). You will work within general policies, principles and goals, working directly with clients.

You will:

  • Support INRM management in strengthening the strategic positioning and enabling environment for sovereign and non-sovereign operations, through analytical inputs and insights from engagement with federal and state governments and agencies.
  • Contribute to shaping sector and state-level strategic approaches following the country partnership strategy (CPS) and ADB policies, working with sector divisions and CMTs, and supporting Programming to ensure alignment with CPS implementation.
  • Support sector groups in upstream operationally relevant analytical work, to inform strategic direction-setting and create conditions for a strong and sustainable pipeline.
  • Support collaboration with the regional cooperation and integration division to identify strategic entry points for regional engagement, based on undertaking of analytical work and stakeholder consultations.
  • Support sector groups and INRM management, with Country Operations Head (COH) and Portfolio Administration Head (PAU), in strengthening the capacity of executing and implementing agencies, with a focus on improving project readiness and implementation conditions.
  • Support policy dialogues with federal and state governments by undertaking background analysis and strategic inputs, ensuring alignment with agreed internal roles and protocols.
  • Provide practical insights on government processes, institutional dynamics, and fiscal considerations to support INRM teams in calibrating ADB's strategic approach and engagement positioning.
  • Support INRM management in coordination with COH, PAU, Programming, Sector and Thematic groups and RCI in strengthening the strategic positioning and enabling environment for sovereign and non-sovereign operations, through analytical inputs and insights from engagement with federal and state governments and relevant agencies.
  • Be the focal point to coordinate and monitor INRM's knowledge work, in collaboration with sector, thematic and RCI teams, and provide advice on translating knowledge outputs into operationally relevant inputs for project development.

Qualifications

You will need:

  • Master's Degree, or equivalent, in engineering, sciences, social sciences, finance, or other related fields. University Degree in engineering, social sciences, finance, or other related fields and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant professional work experience related to development and management of large project portfolio of multilateral funding agencies.
  • International experience working in several countries.
  • Familiarity with a multilateral institution's policies and procedures.
  • Analytical, with strong negotiation, interpersonal, communication, and multidisciplinary skills.
  • Effectively write technical papers and studies.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
