Job Purpose

The Compensation and Benefits Unit is responsible for administering and maintaining the IRRI pay and benefits system. The unit is also responsible for developing and implementing robust fit for purpose compensation and benefits packages and programs that align with the institute’s budget, corresponding job market and government regulations for the purpose of attracting, engaging and retaining talents. The unit also manages the group medical and life insurance plan for Nationally Recruited Staff (NRS) of centers participating in it.

The post holder is part the unit and will assist in the administration, implementation and monitoring of the group plan and participated in by 13 centers that include IRRI and the processing of government-related benefits and offboarding documents. The role will require direct communication and coordination with the participating centers while providing assistance to IRRI NRS, both in the headquarters and country offices.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Assist in the administration, monitoring and implementation of the NRS Group Medical and Life Insurance Plan
  • Facilitate the processing, monitoring, and coordination related to employee government-mandated benefits (SSS, Philhealth, Pag-IBIG, etc.) and third-party vendor transactions
  • Assist in the offboarding documents processing, ensuring proper checking of completed documents and timely release of payments to the exiting staff
  • Update the insurance provider’s system for new enrollments, end of coverage or change of information for IRRI and ensure accuracy of data at all times
  • Liaise with insurance provider on behalf of the centers or its members and ensure an open, honest and transparent communication to all while maintaining data privacy and confidentiality and safeguarding of information
  • Disseminate information to participating centers through their coordinators and IRRI NRS in a timely manner
  • Coordinate with HR Advisors and Business Partners to ensure that all IRRI NRS and their dependents are enrolled in the medical plan
  • Work with Finance to ensure that staff benefits claims and billings from the insurance provider are processed on time
  • Connect with care providers from time to time to ensure smooth transactions for IRRI NRS
  • Act on and respond to issues related to the group plan
  • Processing of invoices within the timelines from receipt of pertinent documents, monitoring and following up on payments beyond due date
  • Facilitate the distribution of reimbursements of IRRI staff as scheduled in coordination with Finance and accountants in the country offices
  • Identify issues and recommend approaches/continuous improvement to increase efficiency, accuracy and effectiveness of related processes
  • Assist in organizing and implementing activities related to the group plan, e.g. orientation of new members/centers, information sessions, etc.
  • Facilitate updating documents related to the plan, i.e. brochures, presentations, instructional materials, etc. and preparation of reports and maintain the documents in a repository accessible by relevant stakeholders
Qualifications
  • Bachelor’s degree in human resources, business administration or related field preferably with 1 year relevant experience in dealing with medical insurance and handling statutory benefits.
