Project background

Kenya has entered a period of unprecedented transformation in its environmental governance. The enactment of the Sustainable Waste Management (SWM) Act in 2022 and the subsequent gazettement of the Extended Producer Responsibility (EPR) Regulations in 2024 represent a fundamental shift from a linear "take-make-dispose" model toward a circular economy. These instruments are designed to address the escalating crisis of plastic pollution. Kenya generates approximately 8 million tonnes of waste annually, with plastic accounting for roughly 20% of the total waste stream. Despite these volumes, the national recycling rate for plastic remains low at approximately 8%, and an estimated 37,000 tonnes of plastic leak into the environment annually.

While the legal framework is in place, significant implementation challenges persist. The infrastructure for waste recovery is underdeveloped, with critical gaps in source segregation and material recovery facilities. Furthermore, the "data gap" regarding waste volumes and the "free rider" problem in producer registration hinder the effective operationalization of the EPR system. To bridge these gaps, Kenya requires robust financial mechanisms and investment-ready projects that can operationalize the statutory mandates of the 2024 EPR Regulations.

To address these challenges, GGGI is implementing the "Plastic Circular Investment Initiative: Accelerating Plastic Pricing and Financing Mechanisms" funded by the Korea Green New Deal Trust Fund (KGNDTF). This project employs the Plastic pricing methodology, which aims to channel revenues from market-based instruments, such as EPR fees and levies, into a pipeline of circular economy investments.

The project focuses on creating an enabling environment where producer payments are not just collected but are effectively reinvested into infrastructure that reduces plastic leakage. This involves a four-stage sequence: landscape analysis, pilot design, pilot implementation, and policy scale-up. By validating cost-recovery logic and governance models through a pilot, the project aims to de-risk future large-scale investments and attract private capital into Kenya's waste sector.

In parallel, GGGI is also implementing an initiative under the Sanitation and Hygiene Fund (SHF), "Advancing Resilient and Sustainable WASH Systems," which addresses the closely related challenge of non-sewered sanitation (NSS) in Kenya.

With only around 36% of the population using safely managed sanitation and just 15–16% connected to sewer networks, most Kenyan households depend on NSS as their long-term sanitation pathway, yet scale-up is constrained by limited Kenya-specific evidence on technology performance, fragmented standards and certification processes, and weak market intelligence. This SHF-funded project will generate evidence on NSS technology performance, safety and climate suitability, strengthen KEBS certification pathways and national-county regulatory alignment, and develop decision-support tools and market intelligence to guide investment and scale-up.

Given the overlapping focus on strengthening Kenya's environmental governance, regulatory frameworks and investment-readiness for waste and sanitation value chains, the consultant will also provide support to this SHF project, particularly where synergies exist between EPR-driven circular economy financing and NSS market development and shared stakeholder engagement with national and county institutions.

 

Objectives of the assignment

GGGI seeks to hire a junior consultant to support the operational activities of the Kenya Office. The consultant will work on a full-time basis to support the implementation of the assigned projects, with a particular focus on partnership coordination, as well as logistical and administrative functions.

Deliverables and Payment schedule

Partnership and Stakeholder Engagement Support

  • Support the identification and engagement of key stakeholders relevant to the assigned projects.
  • Assist in maintaining effective working relationships with project partners through regular communication and follow-ups.
  • Gather facts about our partners and their work to help get ready for meetingsSupport the preparation of briefing materials, presentations, and other documents for stakeholder meetings.
  • Support coordination of meetings, workshops, and stakeholder consultations, including scheduling, invitations, and logistics.
  • Prepare meeting agendas, take detailed meeting notes, and support the drafting of minutes and follow-up actions.
  • Track action items and ensure timely follow-up with internal and external stakeholders.

Administrative Support

  • Provide day-to-day administrative support to the project team, including documentation and internal coordination.
  • Provide logistical support for project-related events, workshops, and missions, including venue coordination, participant management, and on-site support.
  • Support overall project operations as required to ensure effective and timely implementation.

The consultant will be remunerated monthly according to the exact number of days worked during the month.

Expertise required

Education and Experience

  • Bachelor's degree in Economics, Finance, Business Administration, Environmental Sciences, or a related field
  • At least 2 years of relevant professional experience in international development project coordination, stakeholder engagement, business development, or a related area
  • Basic understanding of resource mobilization, partnership development, or demonstrated interest and willingness to learn
  • Interest in African development contexts and international cooperation is an asset

Functional Competencies

  • Availability to work full-time, five days a week on-site
  • Ability to work independently under pressure, manage tight deadlines, and handle multiple tasks simultaneously
  • Strong analytical, organizational, and problem-solving skills with a results-oriented approach
  • Excellent written and spoken English communication skills
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Strong interpersonal skills and ability to engage professionally with internal and external stakeholders
