This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("one EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO has started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is located in Client Desk 1 providing administrative and operational support to Department of Operational Support (DOS), the Office of Information and Communications Technology (OICT), Enterprise Resource Planning Solution Division (ERPSD), and the Department of Management, Strategy, Policy and Compliance (DMSPC). The incumbent will report to the Chief of the Desk and work under the overall guidance of the Director of Administration.

Responsibilities

• Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties: Act as Certifying Officer on behalf of and in the absence of programme managers. Scrutinizes source documents for completeness, accuracy and validity. • Provides input into the accounting records in accordance with agreements and budget proposals ; prepares necessary transaction for budget releases and redeployments. Works closely with substantive offices finalization of cost plans. • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies..[DC1.1] • Monitors resources administered by One EO, including review of cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Reviews requisitions for goods and services to ensure (a) required information has been accurately entered (b) correct objects of expenditure have been charged, and (c) availability of funds. • Reviews various transactions, e.g., payroll, travel requests and open commitment, etc, to ensure (a) correctness of disbursements, and (b) adherence to relevant staff rules, financial regulations and rules, ST/AI issuances or practices. • Analyses complex and/or non-standard accounting transactions and difficult claims for travel and invoices, etc. • Monitors integrity of various financial databases and expenditures to ensure they remain within authorized levels; liaises with programme managers to prepare adjustments, request liquidation and redeployments as necessary. • Verifies accuracy of input data, to validate against the ERP system, ensuring consistency of data with regards to allotments, classes of consumption and balances • Investigates erroneous charges, prepares appropriate corrective accounting actions, and compiles the necessary supporting documentation for corrections. • Maintains and keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Performs other related duties, as assigned.
