About this position
The Office of the Vice President for Human Resources and Digital Transformation (VHR) is seeking an experienced, highly analytical, and results oriented Resource Planning and Administration Lead/Senior Specialist. Reporting directly to the Vice President, the successful candidate will play a critical role in overseeing resource planning, performance management, portfolio execution, and operational effectiveness across the Vice Presidency. The position serves as a trusted advisor to VHR senior leadership, ensuring that financial, human, and operational resources are deployed effectively to advance VHR's priorities and deliver measurable results. The role requires exceptional analytical capabilities, sound judgment, strong execution skills, and the ability to coordinate complex initiatives across multiple stakeholders in a fast-paced environment.
Comprising the Human Resources Department (HRD) and the Technology and Transformation Department (TTD), VHR shapes how the Bank mobilized its people and technology to strengthen institutional performance and deepen impact in the region.
What you’ll do
Resource Planning and Performance Management
- Lead the planning, allocation, monitoring, and optimization of VHR's financial, human, and operational resources, ensuring effective deployment of resources in support of departmental priorities and institutional objectives. Serve as a key advisor to the Vice President on resource planning, budget management, workforce utilization, and operational performance, providing forward-looking analysis and recommendations to support decision-making.
- Oversee the formulation, execution, and monitoring of VHR's budget and workforce plans, identifying risks, resource constraints, and opportunities to improve efficiency, effectiveness, and organizational performance.
- Develop and maintain management dashboards, performance indicators, and reporting frameworks that provide leadership with timely insights on resource utilization, operational results, and key trends.
Portfolio Oversight and Delivery
- Serve as the principal coordinator for the implementation and monitoring of VHR's priority initiatives, ensuring appropriate governance, accountability, and alignment across departments and teams.
- Monitor progress against commitments, milestones, deliverables, and performance indicators; assess resource requirements and interdependencies; and proactively identify risks, bottlenecks, and corrective actions to support successful execution.
- Prepare executive-level reports, dashboards, and briefing materials that provide clear visibility into progress, outcomes, and organizational performance.
Analytics and Executive Advisory
- Lead quantitative and qualitative analyses to support organizational planning, resource allocation, workforce decisions, and operational improvements, translating complex information into actionable recommendations for senior leadership.
- Support the Vice President and VHR leadership team in evaluating priorities, assessing trade-offs, and making informed decisions through rigorous analysis, scenario planning, and performance assessments.
- Promote data-driven decision-making and continuous performance monitoring across the Vice Presidency.
Operational Excellence and Special Initiatives
- Lead cross-functional projects and initiatives sponsored by the Vice President, with a focus on improving operational effectiveness, strengthening governance, optimizing resource utilization, and enhancing organizational performance.
- Identify opportunities to simplify processes, improve service delivery, and strengthen collaboration across VHR and with stakeholders throughout the Bank.
What you'll need
Education: You hold a master’s or equivalent degree in Business Administration, Human Resources, Organizational Development, or related field.
Experience: You have at least six (6) years of relevant experience, specifically in the management of human resources, budget, accounting, and administration areas. Proven experience managing complex projects with multi stakeholders' involvement and a trouble shooting approach. Knowledge of relevant IDB Group policies, procedures, systems and databases, administrative and management processes is highly desired. At least 3 years of experience developing, implementing, and executing successful medium to large-scale projects is a plus, with a strong focus on strategic planning, resource management, and budget oversight.
Languages: Oral and written proficiency in English required; knowledge of Spanish preferred, Portuguese and/or French is a plus.

International Staff contract, 36 months initially, renewable upon mutual agreement.
