Project Context and Scope
The Better Regional Migration Management (BRMM), Labour Mobility and Regional Integration for Safe, Orderly and Humane Labour Migration in East And Horn Of Africa is a program funded by to Foreign, Commonwealth and Development Office (FCDO) to enhance labour migration governance and protection of migrant workers and their family members’ human, social and labour rights through intra and inter-regional cooperation on a whole of government and whole of society approach, to support regional integration and facilitate mobility for transformative inclusive and sustainable economic growth as well as youth and women empowerment. More specifically, the programme is expected to strengthen national and regional Labour migration governance in accordance with the global and regional frameworks; increase national and cross-border cooperation on labour mobility; promote ethical recruitment and protection of migrant workers’ rights; and enhance avenues for safe, regular, and humane labour migration and mobility pathways through Free Movement Protocols/Common Market Protocolss and Bilateral Labour Mobility Agreements. The BRMM – Skills to Employment phase runs from 1 May 2026 – 31 March 2027.
In March 2024, the IOM hosted a youth incubator for project ideas from youth in Kenya and Uganda in selected TVETs in which they pitched a business idea, accompanied by a short business plan. During this week-long training, four (4) winners were selected to kick-start their businesses with a small grant. After successful implementation of this activity, the BRMM programme further implemented this activity in nine (9) BRMM countries, reaching nearly 900 youth as of 31 May 2026. To prepare for the rollout, IOM has held two (2) Training of Trainers workshop for the nine (9) BRMM countries participating in this activity. Based on successful implementation, this activity continues to be a flagship element of the BRMM programme. In order to build sustainability of the YBI programme, IOM is seeking to link programme participants with national, regional, and/or international early-stage entrepreneurship financing mechanisms. The first stage of this is a comprehensive mapping of these grants, schemes, loans, etc in the four priority BRMM countries; Ethiopia, Kenya, Somalia, and Uganda.
Labour Mobility and Social Inclusion/ Better Regional Migration Management (BRMM), project code LM0659
Responsibilities
Under the direct supervision of the Regional Programme Management Officer and in close collaboration with the Regional Monitoring and Evaluation Officer, BRMM Country Focal Persons in the selected countries, the consultant will have the responsibility for the following duties:
Draft an inception report contextualizing the research required along with the methodology workplan, research tools and criteria for assessing financing opportunities.
Conduct primary and secondary data collection across Ethiopia, Kenya, Somalia and Uganda
Create a preliminary mapping of the financing opportunities for early-stage entrepreneurs
Present the mapping to representative of the four BRMM countries

Finalize the mapping based on stakeholder feedback
The mapping should begin with a regional overview of the startup landscape and regional and international opportunities for early-stage entrepreneurship financing. The mapping should then have country-specific sections with a small overview of the startup landscape and national opportunities for early-stage entrepreneurship financing.
As this is a dynamic space, preference for the format of the mapping should be easily updated (e.g. in PowerPoint format) rather than a static narrative report.
The consultancy will take place during the period of 1 July – 31 August 2026.
All materials developed will be considered intellectual property of the IOM.
Payment Schedule
Payment will be disbursed two times. Process for the first payment will commence once the NFF of the data collection has been completed, by 31 July 2026. The process for the second payment will commence once all remaining materials are sent to the Regional Office by 31 August 2026.
Qualifications
Required Qualifications and Experience
Education
-
University and/or higher degree in international business, international relations, social sciences, law, or migration studies.
Experience
-
At least 5 years of research experience, including conducting such scoping research with published reports on same/similar area.
Knowledge of contemporary developments in private sector engagement.
Experience working directly with youth and startup promotion will be an advantage.
Experience on entrepreneurship ecosystem or market systems development will be an advantage.
Skills
Excellent qualitative and quantitative research skills, including desk research, the development of research instruments, data collection, systematization and analysis.
Languages
For this consultancy, fluency in English (Oral/Written) is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.
