Overview of position

Our Client is supporting critical humanitarian operations and essential services across the Gaza Strip. Given the significant dependence of humanitarian facilities and infrastructure on fuel supplies, our Client requires dedicated fuel monitoring personnel to ensure transparency, accountability, and effective management of fuel resources.

The Fuel Monitoring Engineer will provide technical oversight of fuel distribution, storage, utilization, and reporting processes. The position aims to strengthen fuel accountability systems, verify fuel usage, identify operational risks, and support uninterrupted delivery of humanitarian services.

In line with localization principles and operational efficiency, preference will be given to qualified national candidates based in Gaza.

Role objectives

 Fuel Monitoring and Verification

  • Monitor and verify fuel loading operations at designated fuel stations.
  • Verify fuel quantities using dispensing meters, station records, receipts, and tanker documentation.
  • Monitor fuel transportation and verify deliveries to designated facilities.
  • Verify fuel offloading into storage tanks and record fuel quantities delivered.
  • Monitor fuel storage facilities and assess capacity, safety standards, and operational conditions.
  • Identify and report discrepancies, shortages, leakages, or potential diversion risks.
  • Verify fuel consumption against approved allocation plans.
  • Conduct fuel consumption assessments and establish facility-specific consumption baselines.
  • Monitor generator fuel consumption and operating efficiency.
  • Review fuel records, waybills, delivery notes, and supporting documentation.
  • Support investigations related to fuel losses, discrepancies, or operational incidents.
  • Maintain accurate monitoring records and supporting documentation.

Technical Support

  • Conduct field inspections and technical assessments of fuel-related infrastructure.
  • Assess fuel storage systems, pumps, generators, and associated equipment.
  • Support fuel planning and forecasting activities.
  • Provide technical recommendations to improve fuel efficiency and accountability.
  • Support emergency fuel response activities when required.
  • Participate in site visits, technical reviews, and coordination meetings.

 Coordination and Reporting

  • Coordinate with our Client teams, fuel suppliers, facility managers, and other stakeholders.
  • Prepare daily, weekly, and monthly monitoring reports.
  • Document operational challenges, risks, and recommendations.
  • Support compliance with donor and audit requirements.
  • Maintain accurate databases and monitoring records.
Project reporting

The Fuel Monitoring Engineer will:

  • Report directly to the designated Client Project Manager.
  • Submit regular technical and monitoring reports.
  • Provide immediate notification of critical incidents or discrepancies.
  • Maintain supporting documentation, photographs, and field records.
  • Participate in coordination and review meetings as required.

  • Strong computer skills, including Excel and reporting tools.
Team management

This role has no management responsibilities.
