The Position:
UNFPA Cambodia CO invites applications for a consultant to undertake an assignment which is both an assessment of GBV case management including data collected and utilized in GBV, as well as the establishment of a project baseline that can be monitored throughout the project.
Applicants must be currently available in Cambodia and ready to commence work immediately. We seek a professional with the requisite expertise in GBV, regardless of nationality, who is positioned to join the project without the necessity for international travel or relocation.

Job Purpose:
Gender-based violence remains a pervasive human rights violation in Cambodia. National survey data indicates that 21% of women experience physical, sexual, or emotional intimate partner violence (IPV) in their lifetime, with 13% reporting incidents within the past year alone. It is understood that GBV is vastly under-reported, influenced by strong patriarchal social norms combined with a lack of adequate reporting systems. Data from men corroborates this crisis: 36% of ever-partnered men admit to perpetrating physical or sexual violence against a female partner. Beyond IPV, women and girls face evolving threats, including sexual harassment in the workplace, trafficking for sexual exploitation, and the rise of technology-facilitated GBV (TFGBV).
UNFPA is globally committed to accelerating the reduction of gender-based violence and harmful practices. In Cambodia, UNFPA serves as a lead agency supporting the Royal Government’s ambition to eliminate all forms of GBV by 2030, in alignment with Sustainable Development Goal (SDG) 5.
The project, CS02: Improve provincial capacity in GBV response - legal assistance, GBV case management in provinces; train GBV work groups in provinces; GBV case management system & hardware; livelihood program, takes a comprehensive approach to eliminate GBV and achieve gender equality. It focuses on strengthening governance systems at national and subnational levels and enhancing the coordination and quality of essential GBV services, ensuring accessibility for all survivors, particularly those in marginalized or excluded groups. Additionally, the project invests in evidence-based prevention models to address the root causes of GBV and shift social norms. By bridging the gap between policy and practice, this collaborative initiative aims to create a sustainable environment where every woman and girl in Cambodia can live free from violence.
The project has the following outputs:
UNFPA to support MoWA to implement the following activities:
- Review of the law on prevention of domestic violence and protection of victims and assist in revising and upgrading the law
- Design and implement a case management system, including developing standard operating procedures and training service providers. Digitize the case management system.
- Establish and build capacity of new and existing provincial and district GBV response groups and increase the number of GBV trainers in the project’s target 14 districts in 5 provinces.
- Enhance health workers’ capacity to treat and provide referrals for GBV survivors to other essential care providers.
- Design and implement the “Reviving Independence and Self-Empowerment” (RISE) programme, a multi-phased livelihood programme for GBV survivors and manage small-scale grant components.
- Roll out of the Comprehensive Sexuality Education Programme for in-school and out-of-school youth in the project’s target 14 districts in 5 provinces.

Project Assessment: Activity Background and Rational
There are currently several systems and approaches to GBV coordination of services, how GBV cases are managed and how GBV data is collected, handled – including confidentiality and protection of data practices in place in Cambodia.
This baseline assessment is both a “Stock Take” as well as a baseline assessment. This is the first activity under the ADB MoWA project, “: Improve provincial capacity in GBV response - legal assistance, GBV case management in provinces “will assess the following:
- Institutional Coordination: How provincial and district authorities coordinate amongst GBV service providers, specifically through the GBV Provincial and District Response Working Groups
- Case Management and Referral: How provincial and district authorities and service providers coordinate to address GBV cases, including the efficiency of referral pathways and case follow up throughout the process.
- Data Governance and Security: How provincial and district authorities and service providers collect, store, and protect GBV case data, including established protocols for data usage, secure handling, and information-sharing agreement.
This baseline assessment will achieve the following:
- Establish a baseline for the project on the capacity to manage GBV cases
- Inform the project planning and the sequence of training to be provided – ensuring that project partners are supported from “where they are at” and that those with more advanced capacities can be supported to move ahead in the steps towards case management establishment in line with the Draft Case Management SOPs.
- To verify the 2025 UNFPA study on how GBV data is managed and will help ensure that recommendations on the development of a GBV data management system alongside case management based on sub-national processes using a survivor centered framework that focuses on consent, ethical use of data.
The Baseline Assessment will:
- Set a baseline by “Taking Stock” of the current coordinated, survivor centred case management system including documenting and mapping out the various GBV response protocols and guidelines that are currently in place across the health, and multi-sectoral services sectors.
- Develop a baseline mapping of all current procedures and guidance on GBV response; including the referral pathways, Quality of Services Checklist, One Stop Service Units Protocols, Forensic Examinations, SOP for Child Protection, GBV case management, and GBV data systems, and coordination mechanism in 5 Provinces and provide recommendation to inform the project intervention.
- The assessment will seek to verify what GBV data systems and processes are currently being used to collect data on GBV cases and will document what is working well and what is not, and what policies and procedures regarding handling GBV data have been put in place, implemented and to what degree.
- To assess the current coordination mechanism in 5 provinces at provincial and district level, including the existence and efficiency of the mechanism. That will help us to identify gaps and adequate interventions that fit into the context of target provinces.
- Provide overall recommendations of how to support the target provinces in enrolling out GBV case management and strengthen GBV coordination mechanism.
Key Outputs
- Desk review of existing GBV response protocols, guidelines / procedures; including the referral pathways, Quality of Services Checklist, One Stop Service Units Protocols, Forensic Examinations, SOPs for Child Protection, GBV case management, and GBV data systems. Review UNFPA Cambodia’s Findings Report on Case Management and Data Systems completed in 2025.
- Develop and agree upon a baseline assessment interview tool that will provide an overview of the practices on GBV case management and GBV multi sectoral response including GBV data at the 5 project target Provinces and 14 Districts. The interview tool must result in a functional baseline by which to measure the project’s progress.
- Conduct key informant interviews with relevant officers both at provincial and district levels working in the areas of GBV to understand (1) how government officers are aware of and utilize GBV protocols and (2) how government officers manage GBV data.
- Identify the key gap areas, including key gaps in GBV data collection, management and usage. Develop a mapping of how the GBV Case management systems are implemented at the sub-national level.
- Draft a project baseline assessment report with a clear baseline by which to measure change at the end of the project. Include in the report the status at each participating Province and District including summary of analysis of GBV. coordination amongst service providers, current GBV Case management practices and collection and use including handling and protocols of GBV data.

The consultant is expected to commence tentatively on the 1st July 2026 and to finish at the latest on the 30th of October 2026.
Please note that this is a results-based consultancy. The number of days indicated are an estimate only. UNFPA provides payment on an output basis only with payment will be made upon adequate completion of tasks to the quality set out by UNFPA.
The assignment is based in Phnom Penh, Cambodia. An applicant must be currently available in Cambodia and ready to commence work immediately. There is field travel envisaged for this consultancy, the consultant will have to budget for field missions to 5 provinces and 14 Districts.

The consultant shall be responsible for coordinating translation, interpretation, and all other necessary support services.
Working time and hours: Phnom Penh time zone and home-based work in Phnom Penh. An applicant must reside in Cambodia.

Qualifications and Experience:
Education:
- Master’s degree in gender, social work or related field.
Knowledge and Experience:
- At least ten years of experience in working with gender-based violence programme development.
- Demonstrated strong technical expertise of GBV case management and multi-sectoral response mechanism including global and regional SOP for case management and relevant GBV response frameworks.
- Proven experience in qualitative and quantitative research – relevant experience in conducting research and / or producing situation analyses, in the areas of gender, gender-based violence, and / or sexual and reproductive health.
- Proven experience in handling similar nature of assignments in Cambodian context. Sample works may be required to be provided as part of the recruitment process.
- Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV.
- Experience working with national statistical offices, women’s machineries and/or civil society organizations on GBV is an advantage.
- Demonstrated experience facilitating shared results, communication, and interpersonal skills.
- Experience working in or familiarity with the Cambodia context required.
