This job is based in The Hague, at the Register of Damage for Ukraine (the “Register”). Established in May 2023 as an Enlarged Partial Agreement, the Register is based in The Hague, Netherlands, and has an office in Kyiv, Ukraine. It serves as a documentary record of claims and evidence on damage, loss or injury caused by the Russian Federation’s internationally wrongful acts in or against Ukraine. The Register receives claims from individuals, businesses and state and municipal entities in Ukraine regarding damage, loss or injury that they have suffered because of the Russian aggression in Ukraine.
The team within which you will work, the Information Technology Section, is responsible for ensuring the effective operation, development, and continuity of the Register’s IT environment. As the primary on-site IT reference, you will combine hands-on technical responsibilities with co-ordination, management, and advisory functions, in close co-operation with the Directorate of Information Technology (DiT).
As an Information Systems Manager, you will:
- act as the principle point of contact for IT matters within the Register, providing day-to-day support and escalating issues to DiT or corporate services as appropriate;
- manage the PC park and related services, including installation, configuration, stock management, monitoring of incidents, and reporting in liaison with DiT;
- organise and provide technical support for online meetings and other digital activities of the Register;
- manage IT service provision and licence contracts, exercising technical authority over external providers and consultants, validating deliverables and ensuring alignment with the Council of Europe procedures;
- define and maintain the architecture of the Register’s information systems, including physical and cloud-based infrastructure, and integration standards with Council of Europe systems, oversee their development, maintenance, and life-cycle management in close collaboration with DiT;
- analyse user needs and provide expert advice on solutions related to information systems, data management, and the Register’s web platform;
- co-ordinate IT-related projects, including drafting and validating technical specifications and supervising consultants or external providers;
- develop and maintain a medium-term IT roadmap for the Register, and lead IT budget planning and monitor its execution, its execution, providing the Executive Director with recommendations on resource allocation and investment priorities;
- provide regular and ad hoc reports and briefings to the Executive Director on IT activities, results achieved, risks, and challenges, and serve as the principal IT advisor to senior management on priorities, and strategic options.
You must:
- have a higher education degree or qualification, preferably in computer science, information technology or a related field;
- have at least four years of proven recent professional experience in IT infrastructure management, including information systems architecture and cloud-based environments, as well as in IT project and contract management, including, as appropriate, the supervision of external providers and consultants;
- have a very good level of English (one of the Council of Europe's two official languages).
You must also:
- be a citizen of the host country or one of the member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- be currently present in the Netherlands;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
