Background:
The OSCE Centre in Ashgabat (CiAsh) continues to support the Government’s efforts aimed at further assisting Turkmenistan in strengthening economic development, including through the empowerment of women.Background_In particular, an advanced training course on the use of modern digital tools for women employees of the Ministry of Finance and Economy of Turkmenistan (MFET) and other relevant agencies will be organised by the Centre on 27-31 July 2026 (dates tbc). 
The “Efficient office & AI automation” course will be facilitated by a national IT expert in an in-person format for 17 women, and will be hosted by the MFET.
 

Objective of Assignment: 
The national expert will facilitate the advanced training course in the premises of MFET on 27-31 July 2026 (dates tbc).

Tasks and Responsibilities:


Under the overall supervision of the «EED Officer», the successful candidate will be tasked with the following duties

1. Develop the documents (agenda, practical cases, etc.) for the training. The material should contain, but not be limited to

-    Keyboard shortcuts and efficient use of Word and Excel 
-    Data consolidation, analysis and pivot reports in Excel 
-    Structuring, formatting and editing documents in Word 
-    Data visualization and reporting in PowerPoint 
-    Workflow automation and integration of Microsoft Office applications 
-    Data security and information protection 
-    Effective use of Outlook for communication and task management 
-    Microsoft Access (if applicable) 
-    Working with printers, scanners and other office equipment 

2. Facilitate the advanced training course in Russian - on 27-31 July 2026 (20 hours in total), including delivering the presentations and addressing feedbacks and questions from participants

3. Prepare a final report in English (min. 3 pages – in English) including the main issues discussed, main challenges, conclusions of the seminar and the list of practical recommendations for national stakeholders on improving the efficiency, resilience, and sustainability of transport policies and investments.

Necessary Qualifications:     

  • University degree in the fields of IT, digitalization, engineering or other relevant areas

  • Minimum 4 years of professional/working experience in the IT area. Specific experience in delivering and facilitating trainings is a strong asset.

  • Advanced knowledge of Microsoft Office applications (Outlook, Word, Excel and PowerPoint); experience with AI tools and office automation solutions is a strong asset 

  • Strong understanding of data merging, reporting workflows, and productivity optimization tools

  • Knowledge of relevant international and national standards and best practices in IT and digitalization

  • Professional fluency in Russian; fluency in English will be an asset





     

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
