Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Regional Delegation of the International Committee of the Red Cross (ICRC) in Central Asia wishes to advise all potential candidates of the opening of a full-time position for Regional Movement Cooperation Coordinator. 

We are seeking a dynamic and experienced Regional Movement Cooperation Coordinator to lead and manage ICRC engagement in the five countries of central Asia (Uzbekistan, Kyrgyzstan, Kazakhstan, Tajikistan and Turkmenistan).  S/he works closely with the regional delegation’s management and the Head of Missions (HoM) of each country in Central Asia to develop the Movement cooperation strategy and provides regular analysis of Movement dynamics and trends that could impact the ICRC’s operations. S/he sets and implements the regional delegation's cooperation objectives in line with the ICRC's Movement policies and in consultation with the National Societies (NS) in Central Asia.

Accountabilities & functional responsibilities

  • Is a member of the delegation's management team and takes part in setting its operational strategy by promoting and clarifying the strategic role of the National Societies  (and other Movement components) and their respective capacities in the five countries covered by the Regional Delegation.
  • Guides the development of joint procedures and operational partnership arrangements in the Central Asian (CA) Region and enhances the partnership skills of the delegation’s management and staff; oversees risk-management and accountability activities related to Movement partnerships.
  • Integrates and applies the Movement policies and framework into the daily work of the Missions. This includes Strenghtening Movement Coordination and Cooperation (SMCC) tools, application of S.A. 2.0. when relevant, Movement regulatory framework.
  • Supports the participation of the NSs s/he covers in Movement events, including Statutory Meetings, NS network meetings, technical Movement meetings, etc. S/he also supports the Missions to be prepared by recommending the right level of ICRC participation, framing key messages, organising admin and logistical aspects.
  • Through the Cooperation file holders in the 5 Central Asian countries, ensures that operational partnership objectives and the ICRC’s overall input and strategies vis-à-vis the NSs contain appropriate elements of capacity-building and the Safer Access Framework, especially to be prepared in case of conflict or situations of violence, so that the skills development and sustainability of the NSs are enhanced.
  • Provides support to NSs in case of emergencies and guides the missions to ensure a Movement collective approach with other Movement partners.
  • Supports the Cooperation file holders in fostering a common strategy among Movement partners for supporting the NSs, particularly regarding integrity, revisions to legal basis and statutes, protection of the emblem/campaigns for correct use of the emblem and development/revision of laws on the emblem and the status laws.
  • In collaboration with the Cooperation file holders and Heads of Mission (HoMs), develops and maintains a comprehensive overview of the Movement’s activities, capacity and affairs; advises the Head of Operations and other ICRC staff on the ICRC’s position within the Movement, relationship management and coordination activities.
  • Ensure coordination with ICRC Protection activities, notably in relation to the Protection of Family Links (PFL) programs and partnerships with the five NS.
  • Guides the delegation and the missions in finding proper models for Movement cooperation in terms of leadership, operational coordination, communications, IHL promotion, fundraising and security management.
  • Through the Cooperation file holders and HoMs, supports the NSs in their analysis of external stakeholders (e.g. the UN) and advises, as appropriate, on decisions whether to form operational agreements with them.
  • Coaches relevant team across the regional delegation to develop their skills for working with Movement partners and contributes to organizing/facilitating (national/regional/global) Cooperation-specific or Movement courses and workshops.

Desired profile and skills

  • Excellent leadership and interpersonal skills, with proven experience working both in teams and independently under tight deadlines.
  • Strong strategic thinking, diplomatic and partnership skills.
  • Proven people management experience.
  • Strong analytical and reporting skills.
  • Sound understanding of the International Red Cross and Red Crescent Movement and its mandate. 

You are strongly motivated by humanitarian work, with a capacity to engage, persuade and influence others. This role requires key competencies of Teamwork and Collaboration, Accountability, Leadership, Beneficiary and Client Focus, People Management and Representing the ICRC. 

As part of the role, you are expected to demonstrate a proficient level in National Society Development, Operational Movement Cooperation, Communication, Networking and building relations, Negotiation, Project Management, as well as an advanced level in Partnerships Management, Advisory and Consultancy, Strategic Thinking and Coaching and Mentoring competencies.

Addtional Infromation

  • The selected candidate will work closely with the ICRC Regional Delegation in Tashkent  
  • The position is based either in Uzbekistan, Kyrgyzstan, Kazakhstan or Tajikistan, depending on the location of the successful candidate.
  • The position requires with travels within the region and internationally as required.
  • Candidates must be citizens of one of the four countries Uzbekistan, Tajikistan, Kyrgyzstan or Kazakhstan, or have a valid work permit to work within Central Asian countries.

Professional experience and education required

  • 10 years professional experience.
  • University Degree (Masters’ in International Relations, Political Science or related field).
  • Minimum 1-2 assignments as Movement Cooperation Coordinator 1
  • Experience in international humanitarian work at the ICRC or another Movement Component (NS and/or International Federation of Red Cross and Red Crescent Societies)
  • Professional experience in programme management
  • Excellent knowledge of English and knowledge of another ICRC language (Russian)
  • Proven record in building and developing networks and partnerships (Movement or other).

Language

  • Fluency in English, Russian and local language is required.
