What we are looking for
This is a new position for the Dnipro office. We are looking for candidates with project management experience, understanding of field operations and MPCA programming from humanitarian/recovery context. Experience from complex and difficult contexts is highly desirable. Candidates must have financial/budget management experience as well as experience working with local partners. Candidates should also have prior managerial capacity with proven experience in people development.

What you will do
The Cash & Markets Project Manager is responsible for leading the implementation of NRC East Area Office cash intervention. This entails having an oversight of the projects under implementation, in line with NRC’s strategy and standards.
The position includes responsibilities related to project cycle management, capacity development, partnership management and ensuring the safe and equitable delivery of cash assistance to households in need.
The Project Manager will additionally work closely with the Area Office teams and CO teams to coordinate delivery of cash assistance, find solutions for reaching vulnerable populations, and ensuring cash programming delivery aligns with standards and country-criteria.
Key responsibilities:
Project Management and Implementation - Lead, coordinate, and oversee the implementation of cash programming and emergency response projects, ensuring activities, budgets, procurement, partnerships, and documentation are delivered in line with approved plans, donor requirements, and NRC strategies, policies and standards.
Strategic Planning, Program Development, and Resource Mobilization - contribute to country, area, and sector strategies; identify new programming opportunities, partnerships, and synergies; support assessments and beneficiary analysis; and provide technical input into proposal and concept development processes.
Quality Assurance, Compliance, and Accountability - ensure adherence to NRC policies, procedures, MEAL requirements, Safe and Inclusive Programming principles, PSEA standards, and data management protocols, while maintaining high-quality cash assistance delivery and targeting the most vulnerable populations.
Stakeholder Engagement and Coordination - build and maintain effective collaboration with local authorities, partners, coordination forums, cash working groups, and internal NRC departments to strengthen project implementation, advocacy efforts, and partner performance.
Monitoring, Reporting, Capacity Building, and Team Support - monitor project progress and budgets, provide timely reports and recommendations, manage project documentation, support staff recruitment and capacity development, and promote continuous learning, innovation, and technical excellence within cash and market programming.
What you will bring
Minimum three years’ experience in the field, including project development management, experience with Project Cycle Management, Risk Management, Staff Development, Partner Management and Grants and Budget management.
Knowledge of cash programming and experience in implementing humanitarian cash transfers programme is strongly desirable.
Experience of working in complex and volatile contexts with knowledge of the context in Ukraine.
Experience in operational environment with a proven track record interfacing with multiple stakeholders (internal and external) and successful project completion.
Strong budget development and budget tracking experience.

Excellent communication and reporting skills, good command in English, both written and verbal, fluency in Ukrainian and/or Russian language is required.

Fixed term contract: Until the end of 2026- Renewable upon availability of funding
Travel: Regular presence in the field (30%)
Salary/benefits: Grade 8 on NRC's grading structure.
