Role Summary 

The Ebola Virus Disease (EVD) Preparedness Project Manager oversees the planning, implementation, and evaluation of EVD preparedness activities, ensuring alignment with objectives, timelines, and budgets. They provide technical leadership across IPC/WASH infrastructure, health facility strengthening, and healthcare worker capacity building, while coordinating with MoH and key stakeholders. The role includes managing and training staff to uphold quality standards in program delivery and contributes to proposal development and reporting for future outbreak preparedness initiatives.

Project Overview 

The Emergency Response Team (ERT) works across South Sudan in response to acute emergencies: displacement due to conflict or disasters, returnee/refugee influxes, disease outbreaks, natural disasters, and emergency level malnutrition. The ERT has teams across three sectors – Health, Nutrition, and WASH, with teams often working together in field sites. Multiple emergency response sites may be active at any given time.

Workplace & Conditions 

Field based position in Juba, South Sudan with travel to field locations as needed. Working and living conditions may be very basic and require great resilience.

Responsibilities:

EVD Preparedness Project Management

  • Oversee the full cycle of EVD preparedness project management- from strategic planning and goal setting through to execution, monitoring, and reporting, ensuring alignment with budget, timelines, beneficiary engagement, donor and Medair requirements.
  • Lead the installation and rehabilitation of IPC/WASH infrastructure including handwashing stations, chlorination points, isolation units, water supply systems, and waste management facilities across supported health facilities.

Staff Management  

  • Line-manage assigned project staff, including day-to-day management, coaching, technical supervision, development and training, and appraisals, in order to develop ownership and full responsibility.  
  • Facilitate regular team meetings to support information sharing, ensure staff awareness of project objectives and work plans, and create space for feedback.

Coordination and Communication

  • Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned team, Medair in-country and HQ advisors, MoH, NPHI, WHO, UNICEF, and other relevant stakeholders.  
  • Participate in EVD preparedness coordination meetings, Health & WASH Cluster forums, Medair internal trainings, and relevant technical working groups, representing Medair and feeding back to field and coordination teams during a viral haemorrhagic fever outbreak.

Capacity Building

  • Design and oversee targeted training and ongoing supervision for healthcare workers on IPC protocols including, chlorine preparation and use, waste management, environmental cleaning, case definitions, triage protocols, and safe clinical management- including febrile illness management in a malaria-endemic context.

Logistics

  • Support the logistics activities of the program e.g. purchasing medicines, supplies and equipment for the assigned activities and ensuring that there is enough buffer stock to prevent stock outages in collaboration with the logistics department and logistics cluster where necessary.
  • Ensure items are procured or released from the core pipeline supplies are transported, stored, managed and accounted for correctly

Financial and Quality Management

  • Manage the budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair and donor standards.
  • Ensure nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.

Qualifications, Experience & Technical Competencies:  

  • Clinical degree (nurse or doctor), or Public Health degree.
  • Strong working knowledge of English (spoken and written).
  • At least 3 years’ experience in managing programs in international public health work, with at least 1 year in humanitarian emergency context and previous experience in outbreak preparedness and response, preference for previous experience in EVD.
  • Computer literate with strong working knowledge of Microsoft Excel, Word, Outlook and PowerPoint.
  • Knowledge of humanitarian principles, Sphere and CHS Standards.
