Position Objective
The Consultant will support DMEL in delivering evaluation, analytical, and knowledge management functions, including undertaking strategic studies, supporting corporate assessment processes, enhancing quality assurance systems, and contributing to advanced data analytics and AI-enabled solutions for evaluations. The position is HQ-based.
The Consultant will work under the supervision of the designated DMEL manager and collaborate across divisions, including DIT, regional departments and other relevant units.
Duties and Responsibilities
1. Dedicated Analytical Studies and Syntheses
- Undertake and support in-depth thematic and strategic studies on diverse themes. such as private sector engagement, financial additionality, risk-sharing, and institutional participation
- Develop structured analytical frameworks, datasets, and methodologies
- Synthesize findings into analytical reports, briefs, and presentations for internal and external stakeholders
2. Support to Corporate and Donor Reviews
- Provide analytical and coordination support to corporate-level and donor-driven assessments of the Fund’s performance, systems, and results architecture
- Contribute to the preparation of structured evidence, synthesis materials, and analytical inputs for such reviews
- Support internal coordination across relevant divisions to ensure timely and consistent provision of information
- Assist in synthesizing findings from corporate reviews to inform institutional learning and improvement processes
3. Quality Assurance of AE-led Evaluations
- Support the operationalization of centralized quality assurance (QA) mechanisms for AE-led evaluations
- Review evaluation reports against GCF Evaluation Policy, guidelines, and standards
- Identify recurring patterns, strengths, and weaknesses across evaluations
- Contribute to the development of QA tools, templates, and guidance materials
4. Data Analysis and Reporting Support
- Undertake portfolio-level and thematic data analysis to support Board and COP reporting and evaluation outputs
- Develop and maintain datasets, analytical models, and dashboards
- Translate analysis into clear data visualizations and concise narratives for decision-making
5. Systems and AI-enabled Evaluation Analysis and Innovation
- Support the development of AI-enabled solutions for knowledge extraction, synthesis, and retrieval
- Contribute to structuring evaluation evidence and metadata to foster integration of AI enabled tools
- Support the design of systems for improving accessibility and usability of evaluations
6. Cross-cutting Support
- Prepare briefing notes, presentations, and technical inputs for senior management
- Facilitate cross-team collaboration and knowledge exchange
- Ensure outputs are aligned with institutional priorities

Qualifications & Experience
- Advanced university degree (master’s degree) in economics, evaluation, public policy, data science, or related fields; or a bachelor’s degree in a relevant field.
- Minimum of 3 years of relevant professional experience for candidates with a master’s degree, or 5 years for candidates with a bachelor’s degree.
- Familiarity with GCF processes and data systems, or similar systems in international organizations, is considered an advantage.
- Strong analytical and synthesis experience
- Familiarity with evaluation standards and QA processes
- Experience with data tools and visualization
- Exposure to AI-enabled analytics is an advantage

Department/ Reports to
The Consultant will report to the designated DMEL(Department of Monitoring, Evaluation and Learning) manager and work in close coordination with relevant Secretariat teams.
