Organizational Context and Scope

A clear focus over the course of 2026 is IOM’s delivery on its mandate as the UN migration agency through strategic investments in IOM’s field operations, oversight and support functions. This includes maintaining strong and consistent core oversight functions, regardless of project portfolio size or donor interest, with a focus on PSEA, Risk, Results, Audit, Investigations, Legal, and HR. Securing a more sustainable resource base through increased flexible funding is an institutional priority.

As part of IOM’s efforts to diversify funding sources to ensure more sustainability of its core institutional capacities and activities, The IOM Resilience Campaign was launched in June 2025 to secure an additional USD 100 million in predictable, sustainable funding in 2026.

With the launch of the Global Appeal 2026, the IOM Resilience Campaign has been integrated into the general efforts by IOM to increase flexible funding for the organization, spearheaded by the Resource Mobilisation Division (RMD), in collaboration with the Office of Strategic Planning, the Department of Finance and Accounting and Regional and Country Offices in particular.

The IOM Resilience Campaign will therefore continue to be crucial in ensuring a minimum viable core structure and activities funded through increased multi-year project funding and/or increased unearmarked or flexible funds. In conjunction with efforts on fundraising against the Global Appeal 2026, the campaign will continue to call on Member States to support IOM to the extent possible, in full acknowledgement of their own funding constraints.

In 2026, a large focus will be on integrating the lessons learnt so far form the campaign into the flexible funding allocation and administration mechanisms to ensure a coherent approach, as well as strong internal communication across IOM that responds to the needs of the organization.

Sustained resource mobilization depends not only on expanding the donor base, but also on deepening trust, transparency, and mutual accountability with existing partners. Under this Strategic Priority, IOM will focus on positioning itself as a unified, strategic partner that is responsive to donor priorities, transparent in its operations, and consistent in recognizing donor contributions across all levels of the Organization. By 2028, donors should perceive IOM as a coherent and strategically aligned actor within the multilateral system, with a clear value proposition and a strong track record of delivery.

Under the direct supervision of the Director, Resource Mobilisation Division, the Head, Flexible Funding and Visibility Team will lead and coordinate the Flexible Funding and Visibility Team to ensure the prioritisation of flexible funding. In that context, the continuation of the IOM Resilience Campaign and its integration into the Global Appeal 2026 is part of the fundraising efforts, ensuring high-quality deliverables, alignment across departments and task forces, and effective engagement with Regional and Country Offices and, Member States and partners.

Responsibilities

Strategic Coordination and Campaign Implementation

1. Lead the coordination of the integration of the campaign into the Global Appeal 2026 fundraising efforts and the continued implementation, under the guidance of the Director RMD and in coordination with other departments in IOM Headquarters and Regional and Country Offices.

2. Integrate the work with the Flexible Funding Unit in RMD, including the integration of campaign tools and lessons learnt into existing RMD tools and processes.

3. Provide strategic guidance to ensure coherence across messaging, materials, advocacy approaches, and donor engagement strategies.

4. Actively manage and participate in and ensure close coordination with the Resilience Task Force and the Executive Office to align campaign efforts with institutional priorities and external engagement plans.

5. Develop a workplan on the integration of campaign tools and lessons learnt into RMD tools and mechanisms.

Donor/MS Engagement Support

6. Lead the coordination of the development of tailored pitch materials, talking points, and donor briefs, including targeted versions for major donors, emerging Member States contributors and new prospects.

7. Coordinate inputs for Director RMD and Leadership Team engagements, including briefing packages, background notes and talking points.

8. Oversee the coordination of background notes and event logistics for strategic engagements (e.g., bilateral meetings, group briefings, missions).

9. Ensure responsiveness to donor queries and coordinate technical inputs as required.

10. Where appropriate, reach out to donors and member states for 1:1 talks or group briefings as part of coherent donor engagement.

Communications and Visibility

11. Provide strategic oversight and work with relevant colleagues, especially in RMD, DMC, ROS and COs to ensure strategic use of visuals, infographics, and summaries (e.g., one-pagers, dashboards, and slide decks).

12. Coordinate with communications teams to ensure consistent messaging and reinforce the value proposition of investing in IOM’s core capacities through flexible funding.

Monitoring and Tracking

13. Oversee the integration and further development of the internal tracker of donor pledges, engagement status, deliverables, and deadlines with existing RMD tools to ensure coherence.

14. Oversee the preparation of regular updates for the senior management team on progress, risks, and milestones.

15. Prepare internal updates and a final handover report summarizing outcomes, lessons, recommendations and outstanding actions for future campaigns.

16. Perform other duties, as may be assigned by the Director of Resource Mobilisation.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Sciences, Development Studies, International Relations, International Law or related field from an accredited academic institution with ten years of relevant professional experience; or,
  • Bachelor’s degree in any of the above fields with twelve years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Progressively responsible experience in donor relations, strategic planning, or organizational change management, preferably within the UN system or IOM;
  • Demonstrated experience leading or coordinating cross-functional initiatives or funding campaigns;
  • Strong political acumen, communication skills, and ability to deliver under pressure; and,
  • Familiarity with IOM’s structure, funding model, and institutional reform agenda is an asset.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of French and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
