Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Migrant Assistance Unit and technical supervision of the RHAPC and the Senior Regional Thematic Specialist, and in coordination with other relevant health partners, the Migration Health Officer (Emergency Response) will be responsible for the coordination, implementation, and technical oversight of IOM’s Migration Health programming in the specified location.
The Migration Health Officer (Emergency Response) will provide programmatic management, coordination, strategic guidance and technical oversight to IOM’s emergency health operations; ensure coordination with Ministry of Health, World Health Organization (WHO), implementing partners, and health sector partners; liaise and collaborate with other IOM sectors, oversee and supervise IOM’s emergency health teams and guide project and programme development through the emergency and transition phases in specified location.
Responsibilities
- Coordinate and supervise the implementation and administration of IOM’s Migration Health programme within the framework of IOM’s emergency and recovery response;
- Provide strategic and technical guidance for emergency health programming and health system strengthening activities, including outbreak preparedness and response, primary and secondary health care service delivery, risk communication and community engagement, community health education, health infrastructure development, and capacity building programming;
- Contribute to the alignment of migration health strategies and priorities in the country with global health goals, regional trends, and existing policy frameworks set by relevant health authorities, in close coordination with thematic specialists in the region, as well as the senior staff of the Migration Health Division (MHD) in IOM Headquarters;
- Coordinate the development, preparation, implementation, and management of health projects and programmes in coordination with the Programme Support Unit, programme units, and regional and Headquarters units as necessary, ensuring that they are:
- consistent with IOM’s policies, thematic guidance notes, and any relevant national policies and/or regional strategies;
- coherent, relevant, and feasible, and take into account good practices in the area of migration health;
- developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
- Supervise clinical and non-clinical IOM Migration Health Division staff to ensure continuous provision of quality migration health services throughout IOM’s supported clinics and other health facilities, conduct performance appraisal of both clinical and non-clinical IOM migration health staff using the IOM Performance Management System, and actively identify and promote training needs of staff;
- Coordinate the identification and engagement of implementing partner(s) following IOM’s criteria and protocol and provide guidance in order to strengthen and promote efficiency of IOM programmes in coordination with relevant departments;
- Supervise and/or coordinate with the Mental Health and Psychosocial Support (MHPSS) response section at IOM Headquarters (HQ) and/or the designated regional focal point(s) to ensure the inclusion of MHPSS components in health programmes in emergencies developed under the Health Sector;
- Contribute to the development and strengthening of partnerships with the Ministry of Health, World Health Organization (WHO) Country Office (CO), United Nations Children's Fund (UNICEF) and other relevant Non-Governmental Organizatons (NGOs) and parties, including local NGOs/ Community-Based Organizations (CBOs) in order to develop a migrant health agenda at country level (including through the development of memorandums of understanding at country level, representation of IOM at strategic and technical meetings, and so on);
- Represent IOM and participate in country Humanitarian and Health Cluster/Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses, and facilitate linkages between the health sector with other IOM-led sectoral activities;
- Facilitate close collaboration with IOM's other service areas in the country, such as Water, Sanitation, and Hygiene (WASH), Protection, and Gender-Based Violence (GBV). Displacement Tracking Matrix (DTM), Camp Coordination and Camp Management (CCCM), and others, in order to integrate and mainstream health into project proposals, tools, and strategies where relevant and possible;
- Maintain a high level of global and public health expertise and ensure that analysis and sharing of health data of significant relevance stemming from IOM programmes in migration health are maintained. Identify emerging issues to ensure that IOM programmes are based on scientific evidence;
- Analyze and regularly share critical developments, technical updates, project updates, achievements, and best practices with MHD Regional and Global offices and other internal and external stakeholders, and contribute to thematic policy development and global reports;
- Coordinate and monitor the implementation, reporting, and evaluation of the health-related programmes, including monitoring budget expenditure and ensuring that key performance indicators are met in a timely manner;
- Monitor and analyze the progress of health projects, to increase effectiveness, recommend appropriate action as required, and assist in the development of evaluation protocols;
- Support resource mobilization in close collaboration and coordination with the programme support unit;
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Nursing, Medicine, Health Sciences, community or public health, or a related field from an accredited academic institution with five years of relevant professional experience; or
- Bachelor’s degree in Medicine with seven years of relevant professional experience.
- An additional qualification in clinical medicine, tropical medicine, maternal and child health, or public health is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience, preferably at an international level, and involving migration health issues;
- Experience in managing and/or coordinating emergency health programmes, including multidisciplinary teams and programme budgets;
- Demonstrated experience in emergency response and coordination, design and delivery of humanitarian health assistance in complex environments;
- Proven capacity and vision to develop and implement programmes in the area of migration and health;
- Sound experience working with international organizations, regional organizations, ministries of health, and other governmental entities, the private sector, and civil society;
- Experience in resource mobilization and other fundraising modalities, including budget management;
- Proven experience in communicating scientifically to specialized audiences;
- Knowledge of health programme management in emergencies, recovery, and development contexts; and,
- Thorough knowledge of the IOM project management cycle, programme support modalities, and administrative systems and rules.
Skills
- Proven capacity and vision to develop and implement programmes in the area of migration and health;
- Knowledge of monitoring and evaluation, and excellent written communication skills (for example, through extensive experience in writing reports); and,
- Excellent communication, presentation, and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
Proficiency in language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
