Internal and external candidates will be considered for this vacancy. 

For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

The Displacement Tracking Matrix (DTM) gathers and analyses data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. 

Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Senior DTM Coordination Officer, the Full Stack Software Engineer (DTM) will be responsible and accountable for providing support and overseeing the development, implementation, administration, and maintenance of the global DTM applications, primarily the DTM Data Kit. The role requires close coordination with the DTM Operations Unit, DTM Data Consolidation team, ICT Division, including Procurement/ICT contracting. The successful candidate will be a key member of the team in supporting the roll out, and adoption of the DTM Data Kit to 100+ DTM Country operations, and improving the overall data foundations of the DTM Country, Regional and Global teams - a key strategic priority of the Global Data Institute and DTM's major strategic donors.  

Responsibilities

  1. Design, develop, deploy and maintain DTM applications according to architectural design, with hands-on responsibility for the .NET (C# / ASP.NET Core) back end and the Angular front end of the DTM Data Kit, ensuring functionality, usability, and scalability.
  2. Per the institutional priority of IOM’s ICT Department, utilize Microsoft Azure services, including Azure App Service, Azure Functions, Azure API Management, Cosmos DB, and SQL Database — together with Azure identity and security services (Microsoft Entra ID, Key Vault) and monitoring tooling (Azure Monitor / Application Insights) — to build, deploy, secure and operate cloud-based solutions.
  3. Plan the application architecture design workshops to support in the definition of the architecture and ensure the definition will meet the functional & non-functional requirements
  4. Provide expert support to the project partners when work has been outsourced, in terms of supervision, guidance and quality control of partners work. 
  5. Provide support in designing and managing databases (including optimization) using Cosmos DB (NoSQL) and SQL DB (relational). Ensure very close consultation and collaborations with the DTM Data Consolidation team. 
  6. Support the DTM Application team with the development and maintenance of APIs for web services, ensuring smooth integration with the React/Angular front end.
  7. Participate in, and conduct mandatory code reviews, contribute to team discussions, and follow established coding standards.
  8. Participate in the writing of unit tests and assist in debugging issues to ensure high-quality code.
  9. Work with developers, designers, vendors and DevOps to deliver robust and reliable software solutions, including building and maintaining CI/CD pipelines using Azure DevOps.
  10. Create technical documentation for codebases, processes, and system architectures and training materials.
  11. Actively engage in agile development processes, contribute to sprint planning, task estimation, and daily stand-ups.
  12. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Information Systems, Computer Science, Software Development with concentration in technology applications or a related field from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Extensive hands-on experience building production applications with a .NET (C# / ASP.NET Core) back end and an Angular front end;

  • Extensive experience in application development and maintenance for cloud based solutions (including containerized and multi-tenant solutions);

  • Extensive experience architecting, administering and securing solutions on Microsoft Azure, at a level appropriate to a senior engineer;

  • Extensive experience in Database development (SQL and No SQL) and maintenance, preferably in support of assessment and data collection systems;

  • Extensive experience in API development;

  • Experience in user-friendly application design;

  • Extensive experience in front-end development using modern JavaScript frameworks (React and/or Angular);

  • Experience in data migration using tools such as Azure Data Factory;

  • Experience in the use of DevOps for technical delivery;

  • Experience in Agile development techniques.

Skills

  • Core development stack: C#, .NET Core, ASP.NET, and Angular; React and other front-end frameworks an advantage (MCP certification in any of these products is an advantage);

  • API development;

  • Microsoft Azure: API Management, App Service, Azure Functions, Microsoft Entra ID, Key Vault, and Azure Monitor / Application Insights;

  • Database development and support using MS SQL and Cosmos DB ;

  • Data migration tools such as Azure Data Factory;Azure DevOps.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
