Job Description
Within the Integrated Talent Management Division (ITMD), under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) unitis responsible for the development, implementation and management of programmes and initiatives established in line with the learning and professional development needs of IOM staff members.
Under the overall supervision of the National HR Officer and direct functional supervision of the Sr. HR Associate in Manila, the successful candidate will be responsible and accountable for the administration of IOM’s learning management systems, as well as the responsibilities stated below.
Responsibilities
1. Learning Management Systems (LMS) administration
- Provide end-to-end technical support for IOM’s learning management systems (LMS), including course publishing, system testing, report generation, and related tasks.
- Provide support on the promotion and capacity building of peers and relevant
stakeholders to use its functionalities independently in a decentralized structure by conducting live demo sessions, creating video tutorials and/or developing user guides. In addition, actively promote the courses available in the LMS to enhance staff engagement and participation in learning opportunities. - Contribute to the regular update of Frequently Asked Questions (FAQ) and Standard Operating Procedures (SOPs), and promptly respond to LMS-related queries from IOM personnel to ensure clarity and effective use of the system.
2. Study Leave administration
- Process study leave requests by reviewing submissions for completeness and compliance with established guidelines.
- Maintain and update the study leave tracker to ensure accurate and up-to-date records of all transactions.
- Provide regular reports and status updates on study leave requests to the supervisor and Head of SDL, ensuring transparency and timely communication of approvals, denials and outstanding cases.
- Contribute to the regular update of study leave-related FAQs to ensure staff have access to current information; and promptly respond to related queries from IOM personnel to facilitate understanding and compliance with policies.
3. Support to SDL initiatives
- Provide support in the administration and promotion of learning initiatives and learning management systems in IOM.
- Provide support in the implementation of SDL's programmes and initiatives in line with the learning needs of the Organization.
- Coordinate closely with the Global Shared Services Centre (GSSC) and other IOM Office/Department as SDL’s focal point to inquire about the learning initiatives being organized locally and explore where SDL's services can help close gaps or make suggestions.

Qualifications
EDUCATION
- University degree in Information and Communications Technology, Information Management,
Human Resources, Business Administration or a related field from an accredited academic institution, with three (3) years of relevant professional experience, or, - Completed High School degree from an accredited academic institution, with five (3) years of relevant
professional experience. - Certification on Oracle, LMS, statistics, monitoring and evaluation, or data management/data visualization is an advantage.
- Other diploma or training certification, an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- At least 2 years experience in LMS administration, including reporting experience.
- At least 1 year of experience in using a ticketing system.
- Relevant work experience in the implementation of training programmes.
- Familiarity with the UN system and working experience in an international organization.
- Experience in HR, learning and development, and/or career support.
- Experience in training facilitation, both face-to-face and virtual.
- Experience in project management, monitoring and reporting.
SKILLS
- Demonstrated skills in the administration of a learning management system and providing client
support. - High proficiency in the use of the MS Office suite, specifically Teams, Forms, SharePoint, Word and Excel (pivot, charts, slicers, conditional formatting and formulas).
- Ability to work independently with limited supervision, think out of the box solutions, and manage
multiple projects simultaneously. - Ability to build strong working relationships with partners and internal clients globally.
- Possess high level of flexibility and adaptability to change.
