Senior Adviser at the Council of the Baltic Sea States (CBSS) Secretariat in Stockholm

The Council of the Baltic Sea States (CBSS) was established in 1992, and it serves as a regional forum for intergovernmental cooperation and coordination among the 10 CBSS Member States – Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland and Sweden, as well as the European Union. The CBSS' work is guided by its three long-term priorities: Regional Identity, Sustainable & Prosperous Region, and Safe & Secure Region.
A permanent International Secretariat was established in Stockholm in October 1998. The budget of the Secretariat and its specialised Units is financed by annual contributions from the CBSS Member States as well as through project funds.
About the Position
Based at the CBSS Secretariat’s Office in Stockholm and under the leadership of the Director General of the Secretariat, the Senior Adviser will provide administrative, technical and analytical support to the activities that fall under the CBSS’ three main priority areas – focusing on a Safe and Secure Region and Sustainable and Prosperous Region.
Main Tasks
The Senior Adviser’s main responsibilities will include the following:
- Contribute to the CBSS’ on-going transition to strengthen dialogue and cooperation on security-related issues, in particular those relating to hybrid threats and resilience.
- Advise the Director General and the Committee of Senior Officials on topical security issues, including emerging issues, as well as facilitating new formats to examine such issues.
- Provide technical and administrative support to relevant CBSS Expert Groups and ad hoc meetings on resilience and security related matters.
- In coordination with the CBSS Presidency and Secretariat management, organise high-level conferences, seminars, and meetings on security related matters on behalf of the CBSS.
- Contribute to network-building with think-tanks, to facilitate expert input for discussion on security related matters and to identify emerging risks.
- Initiate and maintain relations with relevant organisations, public entities, centres of excellence, ministries - experts, professionals and policymakers on issues relevant to the role.
- Contribute to the selection of Project Support Facility projects in cooperation with other CBSS staff.
- In collaboration with the Secretariat’s management and with the support of the administrative and communications functions, coordinate annual plans of activities and contributions.
- Identify project funding opportunities and relevant partners, develop and design proposals, implement projects in support of CBSS Member State priorities and ensure narrative and financial reporting in line with donor’s and CBSS regulations.
- Represent the CBSS Secretariat at external conferences and meetings.
- Cooperate with other CBSS Priority Areas in finding innovative cross-sectoral activities seeking to achieve the vision and mandate of the CBSS and its Priority Areas.
- Other tasks as required.

Selection Criteria
- Be a national of a CBSS Member State.
- Advanced university degree in an area relevant to the position.
- At least ten years of accumulated professional experience, including experience at the international level and/or a national level with links to international processes.
- Competence and experience in at least one of the areas below:
- General foreign and/or security related issues - experience working on hybrid threats and resilience would be an asset.
- Maritime security – including maritime legal frameworks.
- Proven experience managing high-level meetings and international workshops and conferences.
- Excellent interpersonal and organisational skills.
- Experience in project management, including administrative and budgetary planning.
- Strong and broad personal network and aptitude for liaison with various governmental, non- governmental and international organisations.
- Clear analytical skills and ability to make sound judgments, critical thinking and problem-solving skills.
- Experience with strategic foresight, while not required, would be considered an asset.
- Excellent knowledge and drafting skills in English, with the ability to communicate fluently, efficiently and build good working relations with external stakeholders as well as to represent the organisation at different fora.
- Knowledge of other languages of the region is considered an advantage.
- Computer literacy in Microsoft Office 365.

Terms of employment
The Senior Adviser will be appointed for a period of four years with possibility of prolongation for up to two years. The suggested starting date for the position is 16 November 2026. The place of employment is Stockholm.
A competitive remuneration and allowance package, depending on expatriate status, professional background and family situation is offered.
