Introduction

The ILO seeks to recruit a Monitoring & Knowledge-Management Officer in the context of a new Development Cooperation project funded by the European Commission (EC) that will aim to promote smart and inclusive growth and sustainable development in Sub-Saharan Africa by supporting responsible business practices, in line with existing internationally agreed standards and frameworks set out in the UN, ILO and OECD instruments.

The project will bring together the International Labour Organization (ILO), the International Trade Centre (ITC), the Organisation for Economic Co-operation and Development (OECD), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP), each contributing its respective mandate, instruments and expertise. The project will be implemented in Côte d’Ivoire, Ghana, Liberia, Nigeria, Cameroon, the Democratic Republic of the Congo (DRC), Kenya, Uganda, Angola, Namibia and Zambia, and will be complemented by sub-regional and regional components.

More specifically the project will aim to achieve the following outcomes:

1.    A strengthened enabling public policy and regulatory environment for RBC, in alignment with internationally agreed norms and principles.

2.    Improved capacity of companies, including women-led, to identify, address and mitigate potential environmental and human rights impacts of their operations, business relationships and supply chains.

3.    Frameworks for remediation mechanisms (including state-based and non-state based mechanisms) are established in target countries and access to effective remedy for victims of business-related abuses is enhanced.

4.    Strengthened connections between relevant stakeholders and deepened participation in decision-making processes on the development and implementation of RBC policies and frameworks at regional, sub-regional, national and sub-national levels.


The project is implemented by the ILO Regional Office for Africa (RO-Africa) and falls under the technical responsibility of the Multinational Enterprises and Responsible Business Unit (MULTI/RBC). MULTI/RBC is responsible for the promotion of the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) and provides support to governments, employers’ and workers’ organizations and enterprises on its application. The Unit operates the ILO Helpdesk for Business on international labour standards and leads the ILO engagement with other international organizations on responsible business conduct.

As the ILO acts as Convening Agent for this joint programme, the role of the Monitoring and Knowledge Management Officer extends to supporting coordination across Participating Organizations. 

The Monitoring & Knowledge-Management Officer will be responsible for the overall design and implementation of the project monitoring and knowledge management system. She/he will collect information on progress and targets achieved from the main contact point of each of the implementing organizations, will contribute towards knowledge-management, including documenting lessons learned, good practices and recommendations for targeted activities. This position will play a key role in supporting the ILO’s function as Convening Agent for the programme. As such, the Monitoring and Knowledge Management Officer will support coordination among implementing organizations, facilitate joint reporting efforts, and support with the planning and coordination of evaluations.

The Monitoring & Knowledge-Management Officer will also dedicate 20% of her/his time collecting information from ILO project staff members for reporting on the ILO’s contribution.

The position will be located in the ILO Regional Office for Africa in Abidjan, Côte d’Ivoire. 

Reporting lines

The Monitoring and Knowledge Management Officer will be under the direct supervision of the Project Manager and under the overall responsibility of the ILO Deputy Regional Director for Africa. She/he will also receive technical guidance, support and collaboration from the ILO Multinational Enterprises and Responsible Business Conduct Unit (MULTI/RBC) in headquarters.

Description of Duties

To support the ILO as Convening Agent (80%)
1.    Provide joint support to all five implementing organizations by delivering technical inputs in planning, monitoring and knowledge-management ensuring a harmonized, result-based gender-responsive and donor compliant approach to monitoring, learning and knowledge-sharing across the joint programme.

2.    Develop, implement and oversee the joint project monitoring framework, in close coordination with the five implementing partners and in line with EC requirements, ensuring the systematic integration of gender equality, non-discrimination and intersectionality, including by:

I.    Collecting information from the implementing organizations’ contact point, conducting data- quality check, maintaining and administering the joint monitoring database, and analysing and aggregating findings in a manner suitable for donor reporting and evaluations;
II.    Consolidating information from implementing partners and preparing joint technical progress reports and a final technical reports for submission to the donor, ensuring accurate reporting on implementation progress, challenges, adaptations, and results achieved against the project logframe and indicators, with due consideration to gender, age, and other relevant diversity aspects; 
III.    Developing, harmonizing, conducting and validating, data collection tools, data analysis plans, surveys and reporting templates to ensure consistency and comparability and the collection of disaggregated data, including the use of sex-disaggregated data, gender-sensitive indicators, and qualitative tools capturing gender-related outcomes and possible unintended effects;
IV.    Training the project team across implementing organizations in the implementation of the monitoring system as a management, learning, accountability and reporting tool, including capacity-building on gender-responsive monitoring, evaluation and reporting;
V.    Documenting outcome, baseline and endline studies;
VI.    Tracking project performance based on relevant indicators to support effective project management and reporting and flagging implementation challenges or opportunities for adaptive management, including on gender.

3.    Ensure compliance with EC reporting systems and requirements by collecting and inputting information in relation to project indicators and progress achieved towards project targets in the EU OPSYS system in coordination with all implementing partners and in accordance with EC guidelines and deadlines. 

.

4.    Develop and implement a joint knowledge-management strategy across the five implementing organizations, including by: 
I.    Identifying, recording and disseminating evidence-based lessons learned, good practices, and impact stories, including those demonstrating progress, challenges or innovation in advancing gender equality and non-discrimination, and ensuring that knowledge products meet EC visibility, communication and learning requirements and are shared throughout the life of the project;
II.    Developing knowledge-sharing modalities for regular exchange amongst partner organizations and implementing partners;
III.    Incorporating learning and knowledge exchanges into project workflows and activities, both amongst the project team and implementing partners.

5.    Develop and implement a mechanism to enhance the knowledge-management function on RBC among key stakeholders within target countries and at the sub-regional and regional levels where relevant, including aspects of governance, knowledge transfer and electronic accessibility beyond the life of the project.

6.    Promote gender equality and non-discrimination as cross-cutting principles in all aspects of the project, including planning, implementation, monitoring, evaluation, reporting and knowledge management, in line with EC commitments and ILO policies.

To support implementation of the project by the ILO (20%)

7.    Prepare the ILO’s contribution to the  joint project reporting and dedicate 20% of his/her time to document the outcomes of the project under the mandate of the ILO, through the implementation of appropriate quantitative and qualitative methods and approaches assessing emerging intended or unintended outcomes, including collect information from ILO project staff members on monitoring outcomes and outputs and tracking progress on targets and progress achieved, and support project management by identifying challenges and proposing mitigation strategies. 

8.    Collect good practices and information on project results produced by the ILO, making emphasis on gender-related results.

9.    Support the carrying out of project evaluability assessments and evaluations as per the ILO EVAL policy (as applicable).

Required qualifications

Education

Advanced level university degree (Master’s or equivalent) in evaluation, economics, social sciences, international development, statistics or related field.

A first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

Experience

At least five years of relevant professional experience in an M&E position responsible for implementing M&E activities of development projects. Experience related to the implementation of project financed by the European Commission would be an asset.

Experience in planning and managing various studies: such as baseline studies, case studies, good practices and gender/diversity-related studies.

Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing and analysis.
Experience using at least one quantitative data software (Excell, PowerBi, SPSS, etc.) and at least one qualitative data analysis tool (N-Vivo, QDA-Maner, Atlas, etc.) 
Experience in gender-responsive monitoring and evaluation and familiarity with EC and ILO gender equality, RBM and Evaluation policies.
Experience with data quality assessments and oversight.

Languages

Excellent command of English. A working knowledge of French will be an asset.
