Background

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping displaced and conflict-affected people in over 40 countries. NRC’s Information, Counselling and Legal Assistance (ICLA) Core Competency provides legal protection services, including information, counselling, and legal assistance, to enable people to claim their rights and access remedies. In Libya, ongoing conflict and institutional fragility have created serious barriers to accessing legal documentation, services, and rights for displaced and conflict-affected populations. 

Traditionally, ICLA delivers legal information through face-to-face group information sessions (GIS) and community outreach. Globally and since 2018, NRC has been implementing a digital transformation journey to complement these methods, with the development of Kobli — a modular digital platform offering a legal information portal, user accounts, document storage, and case management tools. 

NRC in Libya launched an information portal, DaliLy, to provide timely, accurate, and accessible legal information to these populations, complementing in-person services, and is looking at a Digital Transformation Coordinator to support the management, update and development of the platform, as well as supporting reporting and learning processes.  

Roles and responsibilities

The ICLA Digital Transformation Coordinator will contribute to transform the way NRC provides its legal aid services, through the development and deployment of digital solutions. The ICLA Digital Transformation Coordinator will be responsible for coordinating the management, update and development of the existing digital platform with technical team members and legal consultants. They will support the design, piloting and roll out of digital solutions, in particular the DaliLy platform and other contents related to Libya portfolio placed in other NRC Kobli platforms. They will ensure that reporting on outputs and outcomes is efficient and that learning from the field teams, partners and users are documented and used to strengthen NRC ‘s approach to digitalisation. 

Generic Responsibilities:

  • Promote and share ideas for improvement and necessary changes in the activities, in relation to digitalisation initiatives

  • Ensure capacity building of project staff and transfer key skills related to digitalisation

  • Support ICLA Specialist in collaboration with the ICLA Global Digital Project Manager to develop and execute ICLA's vision for digital transformation

  • Collaborate with Global ICLA team in Head Office to ensure alignment with global digital guidelines for ICLA.

  • Coordinate and manage digital ICLA initiatives

  • Support learning and development of staff on digital initiatives 

  • Compliance and adherence to NRC policies, guidance and procedures 

Specific responsibilities:

  • Oversee the ICLA Libya Digital transformation initiatives

  • Lead the implementation of DaliLy (Libya Kobli Platform), the ICLA digital platform pilot and its further development and roll out

  • Engage with relevant NRC staff at global, regional, national and field level in the project to ensure participation and continuous feedback

  • Coordinate legal content management, development, update and publication for the digital platform

  • Coordinate the development and roll out of the user portal and the legal case management component with field teams (as applicable)

  • Support the transition from current ICLA database to legal case management platform (as applicable)

  • Coordinate training opportunities for ICLA staff and users of the digital tools

  • Build adequate technical capacity for a sustainable use of digital modalities for legal services provision 

  • Oversee marketing approaches for DaliLy advertisement 

  • Ensure proper reporting of outputs and outcomes related to the use of information platform and other digital features as applicable

  • Support NRC in monitoring and evaluating the use of digital modalities 

  • Coordinate activities closely with the Global ICLA Digital advisers to report on progress and ensure alignment of policies. 

  • Share experience and lessons learned with other country offices in collaboration with Global ICLA Digital Adviser and the ICLA Specialist

  • Ensure compliance with and adherence to NRC policies and procedures, especially in relation to data protection

  • Contribute to the identification of possible collaboration opportunities with other actors (humanitarian, private sector, academia, donors), representing NRC in relevant forums and leading promotion initiatives linked to the project.

  • Provide regular progress reports to the line manager and related senior management at CO and global level

  • Ensure all digital transformation solution abide with Safe and Inclusive Programming (SIP) principles, as per the Digital ICLA Safe and Inclusive programming Guide

  • Any other tasks as delegated by the line managers

Generic professional competencies

  • University degree in Information Technology, Marketing, Digital Communications, or related field. 

  • Proven experience in managing digital communication, marketing, or engagement projects in complex contexts

  • Experience working with content management systems (CMS) and digital engagement tools

  • Demonstrated ability to design and deliver multimedia content (e.g., videos, infographics, blogs) and lead digital marketing campaigns

  • Familiarity with monitoring, evaluation, and learning processes

  • Fluent in English and Arabic

Context related skills, knowledge and experience

  • Knowledge of the Libyan context 

  • Strong understanding of humanitarian or legal aid programmes. 

  • Experience working in INGOs is an asset 

  • Knowledge of cloud and SaaS solutions, particularly CRM's such as Salesforce and MS Dynamics is an asset

  • Understanding and experience in conducting and applying human-centered design processes, using Design Thinking methodologies for the development of solutions, working in collaboration with teams, relevant entities and project participants.
