Program Overview


CHAI Laos is supporting the Lao Ministry of Health (MoH) and the Medical Products Supply Centre (MPSC) to strengthen pharmaceutical upply chain management through an implementation study of an open-source electronic logistics management information system (open eLMIS). Funded by GiveWell, the project works with international technical partners, the mSupply Foundation, and the University of California, Berkeley to evaluate the open eLMIS across a selected number of health centres. This serves as a foundation for evidence-based decisions on future national scale-up.


Key activities include deploying and testing an open eLMIS across a selected group of health centres in a phased and structured sequence, training health workers and relevant MoH and MPSC staff on integrated supply management, stock recording, and reporting, and conducting a rigorous impact evaluation comparing the open eLMIS against existing Excel sheet systems to assess stock availability, medicine wastage, and reporting accuracy. The project will also support the migration of existing mSupply sites to open eLMIS, reducing software licence costs and consolidating to a single government-owned platform. All activities are implemented in close partnership with the MoH and MPSC to build local capacity and ensure long-term sustainability.

Position Overview


CHAI is seeking a motivated PSM Senior Associate to support the implementation of the open eLMIS and health supply chain strengthening activities. Reporting to the Program Manager, the Senior Associate will provide technical guidance to the Program Officer, manage project delivery across the full cycle, and serve as a reliable point of contact for the Ministry of Health, MPSC, and technical partners including the mSupply Foundation and University of California, Berkeley.


Based in Vientiane Capital with 30–40% travel to target provinces required. CHAI values resourcefulness, responsibility, tenacity, and a strong work ethic.

Responsibilities
  • Lead PSM strengthening across quantification, procurement, inventory management, distribution, and last-mile delivery, providing technical assistance to MoH and health facilities at all levels
  • Assess and scale up the open eLMIS, identify system bottlenecks, and develop evidence-based solutions to strengthen supply chain performance
  • Develop and update PSM SOPs, training curricula, and policy documents with MoH counterparts, and support transition planning toward full government ownership
  • Identify data and technology requirements, liaise with developers, and translate technical needs between government users, developers, and non-technical staff
  • Design and deliver capacity-building programmes and supportive supervision for MoH staff across provincial and facility levels
  • Monitor progress against workplans, and report performance and challenges to the Program Manager
  • Support the Program Manager with donor reporting and grant financial management
  • Represent CHAI to MoH officials, donors, and technical partners, and participate in technical working groups and coordination forums
  • Engage in other programmatic areas as priorities evolve
Qualifications
  • Bachelor's degree or higher in public health, supply chain, pharmacy, or related field
  • 3–5 years of progressive experience in health supply chain management, preferably in a low- or middle-income country context
  • Proven experience leading multi-stakeholder health systems strengthening programmes
  • Strong knowledge of PSM systems including quantification, procurement, and inventory management
  • Experience with digital supply chain tools such as LMIS/eLMIS
  • Excellent analytical, communication, and problem-solving skills in English
  • Experience working in a donor-funded project environment, including familiarity with reporting and compliance requirements

Qualifications:

  • Familiarity with existing LMIS/eLMIS, Health Management Information System (HMIS) and other relevant systems used in Ministry of Health Laos
  • Proficiency in Lao would be an advantage
