Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program and Position Overview
Supporting the Government of Indonesia’s Health Transformation Agenda, CHAI is implementing the Accelerating ILP in Indonesia (ACTION) Project (2025–2027) to transition primary healthcare from fragmented, program-based "silos" toward Primary Health Care Integration (Integrasi Layanan Primer — ILP). This life-cycle approach is critical because it fundamentally transforms the health system by integrating service delivery across three tiers: the sub-district (Puskesmas), village (Pustu), and neighborhood (Posyandu) levels. While the Ministry of Health (MOH) has a clear vision for this integration, the transition from program-based models to a unified system faces significant subnational challenges, including inconsistent coordination, budgeting gaps, and fragmented data systems. The ACTION Project provides technical assistance in Bekasi City and Bogor District to optimize the current ILP implementation at the local level, ensuring that health service delivery, like MNCH, nutrition, immunization, and NCDs are addressed through a cohesive, standardized integration framework.
To bridge these implementation gaps, CHAI provides support across four strategic pillars: Technical Regulation and Budgeting, Community Utilization, Integrated Service Delivery, and Digital Health & Logistics Management. To optimize the achievement of this program, CHAI is seeking an enthusiastic Program Officer to support its implementation. The Prevention and Immunization, Program Officer will report to Prevention and Immunization, Senior Program Officer and Senior Program Manager guidance. The Prevention and Immunization Program Officer supports the planning, implementation, and monitoring of prevention programs, including MNCH and immunization programs, at national and subnational levels, working closely with government counterparts and partners to execute approved strategies and improve program performance. The role provides technical, analytical, and coordination support, with digital health and data systems serving as enabling tools to strengthen monitoring, evidence generation, and data-driven decision-making, under the guidance of senior program staff.
- Provide technical, programmatic, analytical, and administrative support primarily for prevention programs, including MNCH and immunization programs, with additional support to digital health and data-related activities as enabling functions
- Translate agreed prevention programs, including MNCH and immunization technical recommendations and strategies, into operational plans and day-to-day implementation activities
- Support subnational government partners with planning, basic analytics, problem-solving, and implementation of approved prevention programs, including MNCH and immunization strategies under guidance
- Support routine monitoring, evaluation, and learning activities to inform program adaptation and continuous improvement
- Ensure systematic documentation of activities, outputs, and lessons learned to support reporting, replication, and policy advocacy
Project / Program Execution & Management
- Support planning, execution, monitoring, and coordination of prevention programs, including MNCH and immunization activities at national and subnational levels
- Support implementation of prevention programs, including MNCH and immunization policies, financing strategies; including but not limited to ANC new vaccine introduction, and equity-focused (zero-dose) interventions
- Assist in planning, coordination, and follow-up of studies, assessments, and analyses related to prevention programs, including MNCH and immunization policy, financing, and sustainability
- Support organization and follow-up of meetings, workshops, and technical discussions related to prevention programs, including MNCH and immunization
- Support monitoring of program implementation against approved workplans (RIK)
- Coordinate day-to-day activities with internal teams, consultants, and partners, including but not limited to logistics and digital health contributors, including AI health program related application
Effective Communication
- Support routine coordination and communication with government counterparts, technical partners, consultants, and internal teams on prevention programs, including MNCH and immunization activities
- Contribute to preparation of technical reports, presentations, policy briefs, and reporting inputs primarily related to prevention programs, including MNCH and immunization programs
- Support internal and donor reporting, ensuring clarity, accuracy, and alignment with program objectives
- Document implementation progress, challenges, and lessons learned
Problem-Solving
- Support analysis of prevention programs, including MNCH and immunization program data and targeted assessments to inform programmatic and operational decisions
- Identify implementation bottlenecks, equity gaps, and data quality issues and support follow-up corrective actions
- Apply basic analytical approaches to understand implications of program design and delivery at subnational and facility levels
People Management
- Support capacity strengthening of provincial and district health offices, health facilities, and community partners related to prevention programs, including MNCH and immunization planning, implementation, and data use
- Provide functional guidance and supportive supervision during implementation activities without formal line management responsibility
Relationship Management
- Build and maintain effective working relationships with national and subnational government counterparts, primarily within prevention programs, including MNCH and immunization programs
- Support coordination with cross-sector partners, private facilities, and community actors for outreach and zero-dose activities
- Maintain effective working relationships with ELIDH teams as enabling partners
Financial Accountability & Management
- Support basic financial and administrative processes related to prevention programs, including MNCH and immunization activities, in coordination with Finance and Operations teams
- Ensure alignment with approved budgets, workplans, and donor requirements
Technical Ability
- Execute assigned technical tasks related to prevention programs, including MNCH and immunization programs in line with approved guidelines, SOPs, and workplans
- Support routine data collection, validation, analysis, and use of dashboards to inform immunization decision-making
- Support use of digital health tools and data systems (including SATUSEHAT) as enabling platforms for prevention and immunization monitoring
- Support development and application of MEL tools and indicators relevant to prevention programs, including MNCH and immunization programs
- Other Responsibilities: Perform other duties as assigned by the Senior Program Manager and/or CHAI Leadership
- Bachelor’s degree in public health, health informatics, epidemiology, data science, or a related discipline
- Minimum of three (3) years of relevant work experience in a demanding, results-oriented environment
- Strong analytical skills, with the ability to synthesize quantitative and qualitative information to support program decisions
- Demonstrated ability to work independently, manage multiple priorities, and deliver high-quality outputs within tight timelines
- Strong interpersonal, communication, and coordination skills, with the ability to work effectively across government, partners, and internal teams
- Sensitivity to cultural, political, and institutional contexts in Indonesia
- Experience working in multi-stakeholder or complex program environments, with adaptability in dynamic and evolving contexts
- Strong work ethic, professionalism, and self-motivation
- Fluency in written and spoken English and Indonesian
Advantages
- Medical degree and/or Master’s degree
- Prior experience in healthcare programs and knowledge of the Indonesian health system
