Located in the heart of Europe, the Representation Office in Brussels positions UNDP as European Union’s partner of choice towards the implementation of the Sustainable Development Goals by :

Influencing the policy development and fostering partnerships to make the 2030 Agenda a reality;
Mobilizing resources towards UNDP’s Strategic Plan and its key thematic areas;
Promoting and communicating UNDP's partnership with the EU;
Supporting UNDP Country Offices to foster the partnership with the EU;
Leading the UN Brussels Team in its interaction with the EU, and providing operational support to UN presence in Brussels.


We work closely with institutions of the European Union - the European Commission, the European Parliament, the EU Council and the European External Action Service, as well as partners such as the Organization of African, Caribbean and Pacific Group of States, civil society and think tanks.

Context

UNDP’s Representation Office in Brussels supports and promotes the partnership between the European Union (EU) and UNDP, built on shared values and objectives for advancing peace and security, human rights and development. Both parties are committed to the 2030 Agenda for Sustainable Development and to supporting countries’ progress and investing in their efforts to end poverty, protect the planet and build prosperity for all. This position is placed within the Contract Management Unit (CMU) which focuses primarily on supporting UNDP-led implementation of EU-funded operations taking place in around 140 countries

Task description

Under the overall supervision and guidance of the European Union (EU) Engagement Specialist, the EU Contracting Analyst will;

• Support resource mobilization strategies in all regions; support revision of EU proposals and ensure their compliance with established contractual frameworks.
• Assist United Nations Development Programme (UNDP) Offices and implementing units to understand and comply with EU contractual milestones and other implementation requirements, including verifications.
• Assist UNDP Offices and implementing units with securing clearance of all agreements sent to the Brussels Office for review, in line with UNDP’s established procedures.
• Oversee the collection, analysis and systematization of data pertaining to the European Commission (EC)-UN/UNDP partnership, including scanning of EU-funded opportunities.
• Liaise with the Country Offices (COs) and Regional Bureaux (RBx) and assist the EU Engagement Specialist in guiding COs/RBx during verifications, including formulating responses to findings as and when required.
• Support COs/RBx on EU-funded projects regarding financial (budgeting, monitoring, reporting, preparation for control checks, etc.) and administrative aspects of the project/programme cycle to ensure that UNDP rules and procedures are consistently applied while also adhering to EU requirements.
• Review budgets and financial reports for EU-funded projects, when required, in coordination with the involved Country Offices, Regional Bureaux, and UNDP central services as applicable.
• Maintain data on EU-funded projects and reporting.
• Support the organization of training to promote EU compliance as well as project events and meetings in Brussels, as required.
• Perform other duties as may be assigned.
