Organizational Context and Scope

Assisted Voluntary Return and Reintegration (AVRR) is one of the key IOM expertise areas with more than 40 years of experience worldwide. IOM Norway collaborates with the Norway Government in providing assistance to beneficiaries to voluntarily return to their countries of origin in a safe and dignified manner. IOM assistance includes counselling, support with travel documents, departure, transit and arrival assistance as well as reintegration.

Under the overall supervision of the Programme Coordinator and direct supervision of the Senior Programme Associate (AVRR), the Senior Project Associate (AVRR) is responsible for the following duties and responsibilities.

Responsibilities

  1. Support Project Compliance, Monitoring & Evaluation (M&E) and reporting activities for the Assisted Voluntary Return and Reintegration (AVRR) Unit, including for the Voluntary Assisted Return Programme (VARP). 

  2. Support the overall monitoring efforts of IOM Norway AVRR programming in the day-to-day implementation of case management, direct assistance and activities under outreach. 

  3. Assist the Programme Coordinator in updating and adapting M&E tools in line with AVRR tools including MiMOSA. 

  4. Support the Senior Programme Associate in preparing and updating informational materials to be used for outreach activities, and make recommendations to improve these materials based on M&E data. 

  5. Organize outreach activities including in-person Reception Center (RC) visits, virtual informational meetings with RC staff, local stakeholders, and Country of Origin visits with IOM staff from other Missions. 

  6. Support monitoring and evaluation activities for outreach initiatives, including RC visits, CoO visits, Embassy Liaison, the annual Embassy Seminar, and engagement with other stakeholders, including testing M&E tools, administering surveys, assisting with Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs), and providing with logistical support related to data collection and analysis. 

  7. Train other team members (case management) as needed, to efficiently and effectively contribute to outreach activities through information sharing, and support for M&E activities. 

  8. Undertake duty travel as needed to participate in outreach and related activities. 

  9. Document and file all beneficiary case files in a database for reference and monitoring. 

  10. Provide inputs to assessments of the qualitative and quantitative impact of outreach activities and stakeholders engagement. 

  11. Compile data and contribute to the preparation of M&E reports, carefully considering disaggregated gender, age and other relevant impact criteria. 

  12. Support the documentation of good practices and lessons learned; contribute to the development of Standard Operating Procedures (SOPs). 

  13. Support the country office institutional reporting. 

  14. Perform such other related duties as may be assigned. 

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Development Studies, International Studies, Economics, Political Science, Migration Studies, or a related field from an accredited institution with four years professional experience, or;

  • High school diploma with six years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
  • Previous experience supporting the monitoring and evalution of projects, including project involving vulnerable groups (i.e. Victims of Trafficking, unaccompanied minors) is a distinct advantage.

Skills

  • Strong organizational, communication, writing and presentations skills; 

  • Strong work ethics and commitment to humanitarian principles.

  • Strong interpersonal skills; 

  • Knowledge of office software packages (MS Word, Excel, etc.) and spreadsheet and database packages;. 

  • Ability to use own initiative and work under pressure with minimum supervision. 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Norwegian is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
