Job Description
Infrastructure is an operational unit within IOM Cox’s Bazar, Bangladesh. The unit is integral to the Rohingya Refugee Response implemented by the International Organization for Migration (IOM) with funding from various international donors. Infrastructure Unit activities include site planning, medium-complexity infrastructure projects, primarily roads, bridges, health and community facilities and various types of site rehabilitation works, including drainage, pedestrian access, earth stabilisation and installation of solar street lighting throughout the camps and ‘out of camp’ sites in Cox’s Bazar District, Bangladesh.
Under the overall supervision of the Infrastructure Coordinator and direct supervision of the Project Officer (Infrastructure), the incumbent will assist the field implementation of the programme’s activities including but not limited to regular rehabilitation works, reconstruction, enhancement, and retrofitting of existing Solar Street Lights, Lightning Arresters, maintenance of Nano Grids, Safe Disposal of e-waste, construction of Multi-Purpose Service Centres (MPSCs) and other facilities inside the camp areas and in host communities. S/he will work closely with different team members within the unit and coordinate with other relevant units within IOM. S/he will ensure adequate planning and execution of community-based rehabilitation/ reconstruction/enhancement/retrofitting works.
Responsibilities
- Assist in the implementation of the infrastructure projects, mainly solar energy infrastructures in accordance with the instruction of the Project Officer and in close coordination with the field colleagues and submit regular updates
- Carry out regular field visits to project sites to monitor solar/electrical installation, repair, operation and maintenance and report quality and progress of infrastructures on a regular basis.
- Assist on technical aspects of IOM construction work in the specified technical area, including site assessment/survey, bill of quantity (BoQ) calculation, technical specification, and works’ monitoring.
- Carry out regular field visits to project sites to monitor construction, repair, operation and maintenance works, and ensure that works are carried out in accordance with the technical specifications ensuring the mainstreaming of technical advice across several camps.
- Under the technical guidance of the supervisor , carry out field survey, collecting reports, maps, drawing, photographs, etc. for the preparation of civil design. Monitor works and verify that works are carried out in accordance with the technical specifications and assist Senior Electrical Engineer to resolve construction related matters with vendors, cash-for-work groups and construction contractors; notify in a timely manner of any change request pertinent.
- Assist in monitoring and verifying the works to ensure the works are carried out in accordance with the technical specifications ensuring QC/QA and assist Senior Electrical Engineer to resolve electrical and mechanical related matters.
- Coordinate works with SM team and with other actors within the camp.
- Assist Senior Electrical Engineer to identify and assess hazards and implement hazard mitigation / disaster risk reduction initiatives to promote safe living conditions in camps and ‘out of camp’ settlements in Ukhiya and Teknaf.
- In coordination with the field colleagues, promote community participation and ownership through liaising with beneficiary communities, and supporting community engagement.
- Assist Senior Electrical Engineer to provide capacity building support to site development field support staff, technical mobilisers and cash-for-work groups related to solar/electrical infrastructure repair, operation and maintenance.
- Under the guidance and supervision of Senior Electrical Engineer, liaise with local government agencies (e.g Camp in Charge staff) and relevant stakeholders to coordinate project implementation. Travel to multiple camps as required and ‘out of camp’ settlements to support project management.
- Travel to multiple project locations as required.
- Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in electrical engineering or related field from an accredited academic institution with four years relevant experience; or
- School diploma plus six years relevant experience
Experience
- Relevant professional experience in projects for the implementation of electrical and mechanical projects and working with local communities including corporations.
- Experience of solar or sustainable energy design, implementation, operation and maintenance.
- Experience with International Organizations and/or NGOs an advantage
- Experience in camp rehabilitation and site development, cash-for-work beneficiaries and advantages.
- Experience in contract administration/ quantity surveying is a plus.
- Experience with common engineering-related software is / Knowledge of Auto Cad for electrical designs is a plus.
- Experience working within the region an advantage
Languages
