Organizational Setting and Reporting Relationship

The position is assigned to the Office of the General Counsel (OGC), ADB's legal department. OGC provides legal and policy advice to ADB's Board of Directors, its Management, and client departments on operational and administrative matters and advises on methods to limit ADB's risk exposure. It prepares documents that create the legal rights or obligations of ADB, including financing and investment contracts.

You will be based at our Headquarters in Manila, Philippines.

You will report to the Deputy General Counsel and/or designated International Staff.

Your Role

As a Legal Operations Administrator, you will provide technical, analytical, and administrative support to a range of well-defined operations and administrative activities of the Office of the General Counsel (OGC) under the supervision of the Deputy General Counsel, including projects and assignments of the OGC Management Team.

You will:

Work independently on all or a combination of the following defined areas, depending on assignment and specific duties agreed in individual work plan.

  • Provide support to one or two OGC Management team members. Schedule meetings and briefings relating to Board and Investment Committee meetings, and coordinate meetings for lawyers under the concerned regional team. Coordinate arrangements and participate in the secretariat relating to OGC-sponsored events, workshops and conferences for internal and external clients on a range of sector and thematic legal-related activities.
  • Prepare various documentation on ADB policies and procedures and other legal opinions, and correspondences of a confidential and sensitive nature. Assist in the preparation of various policy papers, briefing notes, speeches and other materials for workshops and seminars.
  • Manage activities of the OGC's teams, including overall work supervision of legal operations assistants within the teams concerned, and the day-to-day processing and administration of projects and assignments. Assist in assignments of project matters by monitoring and advising OGC Management on counsels' previous and current assignments, specialization, sector and country work, and particular counsel interests.
  • Track the flow of documents for action in respective teams with the use of database for effective monitoring of deadlines. Supervise the centralized documentation of all regional and country specific operation and technical assistance files, including file management and retirement. Maintain working files and back-up files for non-transactional assignments.
  • Assist OGC Management in facilitating requirements for recruitment and position vacancies, including preparation of budget requests and Strategic Business Outlook (Formerly Work Program and Budget Framework).
  • Contributes to OGC's knowledge management initiatives. Maintain and update databases on relevant folders and shared sites. Generate statistical reports for OGC Management on lawyer assignments when needed.
  • Assist in developing and coordinating training and orientation initiatives for staff and external clients, including guiding junior assistants on standard procedures and correspondence, while leading process improvement efforts to streamline office systems, workflows, and practices.
  • Prepare and review documentation for ADB investment transactions and treasury services, maintain databases for tracking financing partnership records, and ensure consistency with precedents by establishing processes for proper review and clearance of documents prior to distribution.
  • Provide analytical, technical, and administrative support in the process of engaging external counsels covering the preparation of requests for proposals, review and evaluation of bids, preparation of requests for endorsement of counsel selection, and arranging for the execution of engagement letters.
  • Assist in drafting and facilitation of documents for loans, guarantees and technical assistance (TA) projects, undertaking preliminary review of legal opinions against precedents, minutes of loan negotiations, cofinancing and cooperation agreements, and other ADB-generated project documents, ensuring consistency with any applicable model documents.
  • Provide logistical, administrative, and coordination support for LPR activities, including workshops, conferences, and seminars, while assisting in project administration, preparing materials for counsels, and supporting the production and dissemination of LPR publications and information.

Qualifications

You will need:

  • Bachelor's degree, preferably with good working knowledge of ADB's project-related and TA operation and administration.
  • Minimum of 5 years' relevant experience.
  • Excellent English communication skills, strong analytical ability with attention to detail, and the capacity to manage confidential information and multiple priorities under tight timelines, while working collaboratively as a constructive team member.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
