Your team

You will be part of the People Services Division in the Directorate General Human Resources. Our Directorate General has more than 100 professionals providing services to over 4,000 employees. In our Division, we deliver a wide range of services including recruitment, training, payroll, contracts, benefits, working time, leave, well-being, pensions and insurance.

In your role as a Talent Acquisition Partner, you will be part of the Talent Acquisition team of about 15 members of staff responsible for managing activities such as candidate outreach and selection. You will work closely with hiring managers across the ECB, internal and external providers (such as headhunters and external assessors ), as well as prospective candidates.

Your role

As a Talent Acquisition Partner, you will: 
  • develop a deep understanding of labour market trends and in-demand skills, as well as the ECB’s business areas, workforce needs and strategic priorities, and use these insights to design and implement effective attraction, sourcing and selection strategies  for the generic role profiles within your portfolio;
  • lead end-to-end internal and external recruitment and selection processes, in close collaboration with colleagues in the Directorate General, hiring managers and other stakeholders to promote inclusive, skills-based and future-oriented recruitment practices;
  • ensure an excellent experience for candidates and hiring managers while upholding the ECB’s principles of fairness, transparency and equal opportunity;
  • build and maintain talent pipelines through proactive sourcing, market mapping and targeted outreach activities across diverse talent pools;
  • support and deliver employer branding and outreach initiatives both online and in person , strengthening the ECB’s visibility and appeal as an employer of choice;
  • help enhance our talent acquisition practices, tools, processes and methodologies, leveraging data, market intelligence and innovative recruitment approaches.

Qualifications, experience and skills

Essential:
  • a master's degree or equivalent in n human resource management, business administration, psychology, social sciences, public administration, law, communications or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of four years’ professional experience (other than as a trainee or intern) in talent outreach, talent sourcing, recruitment or another relevant field in human resources ;
  • a sound understanding of competency and skills-based assessment for positions at different levels of seniority ; 
  • a strong ability to evaluate candidates’ overall suitability for a position, while considering their potential to grow and make valuable contributions within the ECB;
  • demonstrated resilience in designing, prioritising and delivering complex and demanding selection and recruitment processes;
  • demonstrated experience in talent pipelining and outreach activities aimed at attracting diverse talent pools;
  • the ability to work effectively with a wide range of stakeholders and advise on recruitment matters;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
  • familiarity with recruitment and selection tools that leverage technology and artificial intelligence, such as those used for candidate sourcing, screening and matching ;
  • familiarity with data-driven recruitment practices, for instance the use of recruitment metrics or labour market intelligence including using data querying, visualisation and reporting tools to inform hiring strategies;
  • experience with psychometric assessment tools;
  • experience working in complex and multicultural environments.

The formal title for this position will be HR Solution Expert.

The contract offered will be fixed-term, the appointment being for 12 months as of the exact starting date of the selected person.

Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.

If you are not selected for this position but are still considered suitable, you will be placed on a reserve list (see step 4 of How we hire), from which you might be considered for similar positions within the ECB. In particular, the reserve list may be used for other partnering roles within the Directorate General Human Resources.
