Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts, approaches and policy at the facility and State level; the development and provision of safeguards training for staff and Member States; strategic planning and the development of resource mobilization priorities; the coordination of Member State Support Programmes and associated research and development activities; and the implementation of the quality management system of the Department.


Main Purpose

Reporting to the Team Leader (SG - Support Programmes), the Technical Programme Coordination Officer contributes to the administration of Support Programme activities by managing the preparation of the Department's biennial development and implementation support (D&IS) project plans that are p in line with the Department's Strategic Plan in order to communicate the departmental needs to Member State Support Programmes (MSSPs). In addition, the Technical Programme Coordination Officer provides advice and guidance to managers in the implementation of the project plans utilizing the resources supplied by MSSPs and coordinates the preparation of reports on the implementation of the D&IS plans.


Role

The Technical Programme Coordination Officer is: 1) a facilitator and manager of the preparation of the Department's biennial D&IS project plans, working with project managers to ensure a clear expression of needs and that the Department's D&IS project plans are consistent with the Department's Strategic and R&D Plans, as well as with the IAEA's Medium Term Strategy; and 2) a technical reviewer and advisor, reviewing and advising on new task proposals to ensure they are technically sound and cost-effective, reviewing and advising on the progress of projects and coordinating reports on the results of projects and tasks implemented through the MSSPs.

Coordinate the preparation of the Department’s biennial D&IS project plans and implementation reports, ensuring quality, completeness, and alignment with established planning frameworks and timelines.
Conduct technical reviews of MSSP task proposals and requests under existing MSSP tasks and provide recommendations to senior management on technical soundness, feasibility, and cost-effectiveness.
Review and analyse task status reports and documentation for MSSP review meetings, identifying key issues, risks, and trends to support effective oversight and decision-making.
Initiate, review and consolidate reports on the application and results of MSSP tasks, ensuring accurate, timely, and structured presentation to MSSPs and other stakeholders.
Coordinate with the Strategic Planning Team to ensure coherence between Resource Mobilization Priorities and the biennial D&IS Programme, in line with the Department’s strategic objectives.
Provide support to the Section Head in the preparation for meetings of departmental review committees relevant to the D&IS Programme, including the development of briefing materials, analyses, and documentation.
Oversee and manage the implementation and maintenance of the Support Programme Information and Communication System (SPRICS), ensuring data integrity, system functionality, and effective use for programme planning, monitoring, and reporting.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree (or equivalent level degree) in nuclear or other engineering, physical science, mathematics, international relations, public administration, business administration, project management or a safeguards related discipline.

At least 5 years of working experience in in one of the following areas: nuclear safeguards, project management or the nuclear fuel cycle.

Knowledge of related to nuclear safeguards, nuclear verification activities, or the nuclear fuel cycle.

Experience coordinating programme or project planning, implementation monitoring, reporting and stakeholder engagement activities.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71335 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38664, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
